GENERAL INSTRUCTIONS AND INFORMATION
RFP: N65236-15-R-0005
Title: Tagging, Tracking, and Locating Equipment and Services
Prime Pricing Model Version 1.1 dated 07-13-16
Contract Specialist: Adam Solivan (843) 218-3556
Assumptions:
1.The Fringe Benefit allocation base is total labor dollars.
2.The Labor Overhead allocation base is total direct labor dollars PLUS associated fringe benefit.
3.The G&A allocation base is total cost input.
4.Facilities Capital Cost of Money is not incorporated.
5.Overtime for exempt personnel is based on a total time accounting concept. (Annual salary divided by total hours worked equals the hourly rate.)
6.The Service Contract Labor Standards categories are subject to the applicable Wage Determinations for that area.
7.In accordance with 29 C.F.R. 541, Computer IT labor category rates not identified on the Wage Determination shall be paid a minimum of $27.63.
8.Fixed Fee is applied at the same percentage each year.
9.Performance is anticipated to be at the Contractor Site in Tampa, FL.
10.Danger Pay and Post Hardship Differential are included in the estimated ODCs
11.Additional ODCs are subject to G&A.
12Resumed individuals (key personnel) will have 50% of their time dedicated to this effort (960 hours based on the assumption that 1 FTE = 1920 hours)
Directions:
1.If the assumptions are valid, fill in only those cells highlighted in yellow, beginning with the company name at the top of the Summary sheet.
2.If the assumptions are not valid, modify appropriate formulas throughout the spreadsheet. Identify changes by highlighting all cells with changed formulas in YELLOW, describing the changes as well as the reasons for those changes in the space provided at the bottom of the Summary sheet.
3.If direct labor rates are calculated by using other than 2,080 hours per year, list the number of hours per year used to calculate the hourly rate for each category on the Other Labor Data sheet.
4.If company job titles are different from those in the RFP, provide this information on the Other Labor Data sheet.
5.The Labor Cost and Burdened Rates tabs of the pricing model account for resumed individuals (key personnel), with 960 hours being assigned (50% of an FTE). If an offeror's FTE differs from the assumed 1920 hours, offerors shall insert hours equal to at least 50% of their proposed FTE for resumed individuals, and the delta shall be accounted for in the hours (same labor category) not specifically assigned to a proposed individual.
6.Offerors may propose resumed individuals with more than 50% of their time dedicated to this effort. The delta shall be accounted for by subtracting hours (same labor category) not specifically assigned to a proposed individual.
7.Offerors shall include the name of all proposed individuals on the applicable rows. In addition, offerors shall revise the pricing model in order to properly account for any additional proposed individuals.
8.Average unloaded direct labor rates may be submitted for all remaining labor categories/hours (not assigned to a proposed individual).
9.The estimated cost of the TTL equipment to be procured under this contract is provided as a plug number in the Summary Tab. Offerors shall not revise
this amount.
10For evaluation purposes, the profit rate shall equal the proposed fixed fee rate.
Helpful Hints and Reminders:
1.Notify the contract negotiator if you have any questions or problems relating to this pricing model.
2.Use the checklist provided below to ensure your proposal is complete.
