About this file
This is a Brand Name Justification document for a limited source federal acquisition submitted by the Department of the Navy's Strategic Weapons Facility Pacific (SWFPAC) located at Naval Base Kitsap–Bangor in Silverdale, Washington.
SWFPAC is procuring fifteen (15) complete Self-Contained Breathing Apparatus (SCBA) kits manufactured by Mine Safety Appliances (MSA), fifteen (15) spare carbon cylinders, four (4) individual replacement facepieces, and associated recurring annual calibration, flow testing, and quantitative respirator fit-testing services. The brand name restriction to MSA G1 Industrial SCBA systems is justified under 10 U.S.C. §3204(a)(1) based on critical safety requirements and operational necessity. MCSFBN personnel have received extensive training exclusively on MSA brand equipment, establishing an essential muscle memory baseline for emergency bypass valves, regulator quick-connects, and integrated heads-up display alarms during high-stress tactical breaching operations. MSA equipment is certified by the National Institute for Occupational Safety and Health and the National Fire Protection Association as complete single-manufacturer assemblies; substituting alternative brands would void product warranties and federal safety certifications, creating unacceptable human safety risks and regulatory compliance violations. Market research confirmed no viable alternative brand meets the required safety and on-site servicing requirements without disrupting established training baselines or voiding certifications. All technical flow and fit-testing services must be executed by OEM factory-certified technicians. The requirement will be posted to SAM.gov to solicit offers from multiple sources, and awards will be made only upon fair and reasonable pricing determination. The document was technically certified by Maria L. Juarez and contractually approved by Austin Tabbatha Lillian on August 28, 2026.
