About this file

This Performance Work Statement (PWS) details a contract for expanding telecommunications infrastructure at two Navy sites. The contract (N6470925Q0061) requires the contractor to provide equipment, installation, integration, project management, and systems engineering services to add one additional communication channel to the SWFLANT Tower (SE101) and one additional channel to the SUBASE Tower (SE06) at Naval Submarine Base Kings Bay. The project aims to address communication degradation by increasing available telecommunication resources on these towers, which are part of the Navy Enterprise Land Mobile Radio (ELMR) system.

Key deliverables include performing a critical design review, updating installation design plans, conducting in-field acceptance testing, and configuring equipment to meet Navy specifications. The contract is a firm-fixed-price type with a performance period not exceeding 12 months. The contractor must follow specific requirements, including security protocols, working hours (0800-1700 Monday through Friday), and compliance with Navy Global Sustainment Contract guidelines. Deliverables must be submitted electronically to the SWFLANT Telecommunications Manager, with various documentation required at different stages of the project, including monthly progress reports, installation design plans, asset data templates, and a closeout package.

General Information

1. GENERAL: This is a non-personnel services contract to provide SWFLANT

Telecommunications Tower (SE101) 1-Channel Expansion and SUBASE Telecommunications Tower

(SE06) 1-Channel Expansion. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform SWFLANT Telecommunications Tower (SE101) 1-

1.2 Background: SWFLANT is experiencing communication degradation due to the limited available telecommunication resources on SWFLANT tower SE101 and SUBASE tower

SE06. This degradation sometimes occurs when high volume critical communications are required. Therefore, it is necessary to increase the number of available telecommunications resources by adding additional channels, i.e. repeater cards, to ensure uninterrupted critical telecommunications. The SWFLANT and SUBASE towers communicate on the NAVY

Enterprise Land Mobile Radio (ELMR) system which is managed by Chief of Naval

Installations Command (CNIC). Configuration and integration of the additional channels must be performed by the service provider of the CNIC contract (Navy Global Sustainment contract (DISA/DITCO Contract HC102823C0006) in order to meet requirements of the

NAVY ELMR system.

1.3 Objectives:

Provide all necessary equipment, installation, integration, project management and systems engineering services in order to expand SWFLANT Tower (SE101) by 1 additional channel and SUBASE Tower (SE06) by 1 additional channels.

Perform in field acceptance testing upon completion to demonstrate successful completion of installation and integration.

Update all documentation to reflect the changes and update system As-builts

1.4 Scope: The contractor shall provide the following services:

Provide Project Management services to manage the timely execution of all project activities and ensure responsibilities and deliverables are completed to quality standards and as required by the Navy Global Sustainment contract.

Provide System Engineering services to perform the following:

Finalize the channel expansion design at both locations SE101 and SE06; Define the configuration and programming information required for the Navy ELMR Master Sites and the NSB Kings Bay SWFLANT (SE101) and (SE06) equipment impacted by the channel expansion; Review and update the Navy ELMR IP Plan as necessary to add the new GTR repeater channel(s) at both locations; Provide support during installation of the equipment, optimization, and acceptance testing; Develop the Optimization Test Procedures and

Acceptance Test Procedures; Resolution of technical issues.

Perform all specific tasks as indicated in Part 5.

1.5 Period of Performance: The period of performance shall not exceed 12 months.

1.6 General Information

1.6.1 Recognized Holidays: The contractor is not required to perform services on federal holidays.

1.6.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800 -1700, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.3 Place of Performance: The work to be performed under this contract will be performed on SUBASE Kings Bay in BLDGs 1101, 5109, and at the tower sites for

SE101 and SE06. Contractor will be required to process into the Waterfront

Restricted Area (WRA) in order to access BLDG 5109 and SE101.

1.6.4 Type of Contract: The government will award a Firm-Fixed-Price.

1.6.5 Security Requirements: Contractor personnel performing work under this contract must meet SWFLANT and Naval Submarine Base Kings Bay security access requirements, which may include a criminal background check. 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.8 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The

Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the

Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the
