About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number N6470925Q0017, detailing a Uninterruptible Power Supply (UPS) purchase and installation project for the Strategic Weapons Facility, Atlantic (SWFLANT) at Naval Submarine Base in Kings Bay, Georgia. The procurement involves replacing three existing GE Digital Energy LP-11U Series UPS units with new equipment, with specific technical requirements including a minimum 15-minute runtime, 208Vac input voltage, and installation in an air-conditioned environment not exceeding 104°F.

Key project details include: new equipment must be factory-new with no defects, disposal of existing Elgar units is required, and the installation timeline is 60 days from award. Base access requires completing SWFLANT Visit Request and DON Base Access Pass Registration forms. The site visit is highly recommended but not mandatory. The project does not include extended maintenance during the warranty period, and potential vendors are advised to carefully review space constraints and compatibility with the existing electrical infrastructure. The solicitation is issued by the Department of the Navy Strategic Systems Programs.

QUESTIONS AND ANSWERS

How much runtime is needed for each UPS ?

Answer: Minimum 15 minutes to allow graceful shutdown from testing efforts during power loss.

To confirm, the input and output for each unit is hardwired correct ?

Answer: Yes

Specs document do not mention battery runtime. Does the three existing GE LP11 6kVA units have only internal batteries ?

Answer: Yes

According to the manufacturer, this unit is discontinued. They recommend UPS PowerValue RT G2 5-10 KVA UL. Could you confirm if this would be an acceptable alternative.

Answer: Our electrical engineering division has completed their assessment of the Power Value 6kVA UPS and have determined that it satisfies the salient characteristic requirements for use at EHW-1.

Input Voltage: Can you confirm the available input voltage at the installation site? Is it 208V or 120V?

Answer: 208Vac Environmental Conditions: The GE UPS units require an A/C operating environment with temperatures not exceeding 104°F. Can you confirm that the installation environment meets these requirements?

Answer: Yes, it can be confirmed the units will be installed in an A/C operating environment that does not exceed 104 F.

Site Photos: Would it be possible to obtain pictures of the installation environment to assess space constraints and accessibility?

Answer: A picture of the installation environment was included in the SOW. If needed, it be can be resent.

Replacement vs. Upgrade:

0. Are these units exact replacements, where the work is limited to disconnecting and reconnecting existing wiring?

Answer: The intent is a one-for-one replacement to disconnect & reconnect existing wiring. However, attending the site visit is highly recommended to verify.

0. Or are they upgrades requiring modifications to the input/output conductor sets?

Answer: Upgrades to the input/output conductor sets are not intended. However, attending the site visit is highly recommended to verify.

Base Access Requirements:

0. Could you clarify the specific base access requirements for this installation?

0. If the installation is within or near a SCIF (Sensitive Compartmented Information Facility), will escorts be required, and what coordination is needed for access?

Answer: Access to the site where the UPSs are located will require visitors to complete and submit in advance a SWFLANT Visit Request form and a DON Base Access Pass Registration form (SECNAV 5512/1), which can be provided upon request. The installation is NOT within or near a SCIF. If the two access forms mentioned above are completed correctly and SUBASE badges provided, escorts will NOT be required. Access needs to be coordinated with the POCs listed in the SOW.

Solicitation Document: If available, could you share the solicitation document to ensure we align with all requirements?

Answer: The combined synopsis / solicitation is provided in this notice.

Is the site visit mandatory?

Answer: Highly recommmended.

Is there any limitation in space for the UPS ? Current GE/ABB offering to replace LP11 has smaller volume but differnet dimensions.

Answer: There is some limitation to space as these are installed in the corner area of an enclosed room. Any units equal to or smaller than the Elgar units should have ample room. However, attending the site visit is highly recommended to verify.

Do you want us to dispose of the Elgar units ?

Answer: Yes

Are we to also provide extended maintenance during the warranty period to maintain the new UPS equipment ?

Answer: No, it was not listed in the combined notice.

Are there any specific requirements regarding the condition of the equipment? Should it be new, or is used/refurbished equipment acceptable?

Answer: It should be new equipment only, with no defects. Used / refurbished equipment is NOT acceptable.

From the date of the award, what is the expected timeframe for shipping and installation of the Uninterruptible Power Supply (UPS) units?

Answer: Sixty (60) days.
