SWFLANT Crane Replacement Questions and Answers
1. Question: Can you provide drawings for the Overhead Crane?
Please include Crane weight, center of gravity, etc
Answer: All of the crane drawings will be made available to the contractor after award. The contractor will be required to verify weight measurements, dimensions and center of gravity for the old cranes as they have been modified over the years.
2. Question: Can you confirm that the Overhead Crane cannot be removed and replaced by removing roof steel and/or panel sections?
And subsequently, can you confirm that the preferred method to remove and replace the Overhead Crane is by using equipment on the floor below?
Answer: The roof will not be altered to allow for crane installation/removal.
Must be removed and replace from the floor.
3. Question: Will the Government entertain Progress or Milestone payments for this project?
Answer: No
4. Question: Can the Government explain the additional hook testing located in SD-06.1.4.
Answer: The thru volume Non- Destructive Technology (NDT) ensures no latent defects in the forging of the hooks and provides a known baseline for future NDT.
5. Question: SD-06.2 The contractor is to provide baseline enclosed gear oil sample results analyzed by a nationally accredited laboratory. Does the term “Virgin Gear Oils” mean that this oil should be tested prior to being installed in the gearcase? Also are there any other requirements for oil testing after being installed in gearcases?
Answer: New or “virgin” oil will be tested prior to installation into a gearbox. There is no requirement to test the oil again unless there is a failed test from the original oil testing. The oil would have to be changed to remove any contaminants found during the test and verified by another test.
6. Question: 2.3.3.9 Operator controls: Does the pendant cord need to have the ability to lower to within 3’ of pit or finished floor?
Answer: Yes, the pendant needs to go to 3 feet from the finished floor.
7. Question: 2.3.3.12 Runway Electrification: Can the existing “I” Beam track be reused and new trolley and wiring installed or does the “I” Beam also have to be replaced?
Answer: The existing I-beams can be reused for a like in kind system.
8. Question: 2.3.3.16 Floodlights: The paragraph states that the lights need to be operated from the Pendant control. Does the RC and / or the Wall mounted control unit also have to operate the flood lights?
Answer: Floodlights need to be activated from the radio control and pendant but not the wall mounted station
9. Question: The current crane has two large scoreboards which we assume indicate that the system has load cells that indicate weights being lifted. I do not see a requirement for scoreboards or load cells within this specification. Does the Government desire to have lifted load indication as the current crane has?
Answer: Scoreboards are not required. Load indication is not required, however load cells may be used for overload protection required in paragraph 2.3.3.17. Overload protection per 2.3.3.17 is required.
10. Question: The current crane has a laser system mounted on both the bridge and trolley function. Does the Government want a similar system installed on the new crane?
Answer: This system is not part of the contract. It is already under the contract with a different contractor and is not part of the crane.
11. Question: Appendix “A” 2.3.1.6 Service Platforms: in appendix “A” , “E” Dimension of 3’-9” (Main hook to runway rail) does not allow sufficient space to provide a cross-over walk, can the government increase that dimension to allow for more space for crossover walkway?
Answer: The hook envelope may be able to be modified to allow for crossovers. It will depend on how much reduction is needed. If we cannot reduce the envelope enough, then we may forego the inside handrail to allow for a crossover. It is preferable to have the handrail.
12. Question: Appendix “A” In appendix dimension “N” shows 12’. During the site visit I noticed a tall structure that the crane would traverse over. When I was on the footwalk of the crane that structure appeared to be very close to the bottom of the existing girder. a. Does the new crane need to go over the structure labelled 200 Ton? b. If so what is the floor to highest obstruction of that piece of equipment. c. If not is the “N” dimension of 12’ correct?
Answer: Yes, it needs to clear the FAST (200T obstacle). The dimension N is for the walls only.
The FAST is approximately 40 feet high. The contractor is required to verify measurements to ensure clearance in the design.
13. Question: Would it be possible to extend the bid date?
Answer:
Yes. We will extend until Noon (Est) on 05 April 224.
