About this file
This justification and approval document is for the procurement of a Magnetek XLTX/FLEX M Wireless Control System as part of a larger requirement for an overhead electric traveling bridge crane for the Missile Support Building at Strategic Weapons Facility, Atlantic. The Magnetek system is the only control system approved by Strategic Systems Programs for ordnance handling facilities due to 12 years of testing to ensure it does not impact unsafe ordnance. Installation of another system would not be authorized. The larger crane requirement will be competitively awarded, while this justification applies solely to the brand-name Magnetek control system. The Navy will post the overall requirement on SAM.gov and host a site visit for potential sources to review.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity Department of the Navy Strategic Weapons Facility, Atlantic (SWFLANT) located at 1150 USS Los Angeles Road, Kings Bay, GA 31547-2634
2. Description of the Action Being Approved This Justification and Approval is for the acquisition of the supplies/services peculiar to one manufacturer where the brand name, product, or feature is essential under a Brand Name Justification. This Brand Name Justification applies to a portion of a larger requirement that will be awarded on a competitive basis.
3. Description of Supplies/Services This Justification and Approval is for the procurement of a Magnetek XLTX/FLEX M Wireless Control System, which is a brand-name item. The Magnetek XLTX/FLEX M Wireless Control System is a portion of a larger requirement for the procurement of one 25/5-Ton Overhead Electric Traveling Bridge Crane for the Missile Support Building at SWFLANT, which will be awarded on a competitive basis. This Justification and Approval applies to the brand-name item only and does not apply to the larger requirement.
4. Statutory Authority Permitting Other Than Full and Open Competition This action is being executed in accordance with 41 U.S.C. 1901 as a particular brand-name item is required.
5. Rationale Justifying Use of Cited Statutory Authority The Magnetek XLTX/FLEX M Wireless Control System is the only system that will be approved by Strategic Systems Programs (SSP) for use at the Strategic Weapons Facilities (SWFs), for ordnance handling facilities.
It took 12 years of rigorous system evaluation and testing to ensure the system would not have an impact on the Hazard of Electromagnetic Radiation to Ordnance (HERO) unsafe ordnance that permeates the Trident D- 5 mission. In addition, the system has also been vetted by the cybersecurity and information assurance divisions for compliance with all governing requirements. The Authority to Use (ATU) for this system has been issued by SSP. Installation of another system on the crane will not be authorized for use and the cost of the system will be wasted funding. Initiating a study on a new system is extremely cost prohibitive in the range of $500K or more and will take years to accomplish. The Magnetek XLTX/FLEX M Wireless Control System is a portion of a larger requirement that will be awarded on a competitive basis.
6. Description of Efforts Made to Solicit Offers from as Many Potential Offerors as Practicable SWFLANT surveyed the mandatory sources listed in FAR part 8 and they do not supply, manufacture, or install Overhead Electric Traveling (OET) cranes. SWFLANT contacted the Navy Crane Center (NCC) for information on crane procurement. NCC is the Department of the Navy (DON) authority for crane

procurements. We have been given a procurement waiver to procure the crane but NCC still retains technical cognizance over specification and design, along with shop and final acceptance testing.
Also, SWFLANT discussed the Weight Handling Equipment Manufacturers Approved Contractors list with NCC management at multiple meetings on which contractors have been added and which ones are being removed for performance.
In addition to the market research described above, the requirement will be posted in Sam.Gov and SWFLANT will host a site visit allowing as many potential sources as practicable to review the requirement and submit a quote or offer.
7. Determination of Fair and Reasonable Price This Justification and Approval is applicable to a portion of a larger requirement. All quotations or offers for will be evaluated in accordance with FAR 13.106-3(a) and award will not be made unless the Contracting Officer can find the price fair and reasonable.
8. Actions to Remove or Overcome Barriers to Competition Based upon the aforementioned facts and details identified in Paragraph 5 above, the Government does not foresee a feasible alternative to the selected brand.
