About this file
This document is a modification to a solicitation for a 4,999-gallon horizontal waste oil storage tank. The purpose of this amendment is to share answers provided by the Technical Point of Contact to questions submitted by contractors. Key details include:
The solicitation requires vendors to submit a technical volume and address all requirements stated throughout the solicitation, including on page 3. Acceptable tank dimensions are limited to a maximum 72-inch outer diameter. The tank must have a dry well heater to prevent the waste oil from freezing, and the interior lining must be chemical-resistant. The government has provided clarification on insulation requirements, electrical specifications, and installation procedures. The contract will be awarded by the Department of the Navy's Naval Sea Systems Command. Offers in response to this solicitation amendment are due by August 2, 2024.

SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
CONTRACTOR'S QUESTIONS
(from most recent to older questions asked) Amendment 0004 Q. Is there a specific reason to have the tank listed for 4,999 gallons as opposed to 5,000?
A. A 5,000-gallon tank must be registered with the local government and that would incur significant time delays and cost.
Q. In regard to tank dimensions, is the 72” truly the limit for the outer diameter?
A. Yes
Amendment 0003 Q. The requested size is a max diameter of 72 inches; our proposal would have a 102” outer diameter. Is this acceptable?
A. No, the tank needs to be the specified diameter to meet the location requirements for safety and MHE.
Q. Is the dry well heater required?
A. Yes, the dry well heater is required to keep waste oil from freezing as the tank will be located outside.
Q. Are threaded emergency vents acceptable?
A. Yes. Revised SOW Section 3.2.4.
Q. Are you taking exceptions to materials and processes for the finish of the interior lining?
A. No, the finish of the interior lining shall be Novaloc Epoxy Lining or an equivalent that is chemical resistant and prevents rusting as the waste oil is water based. Revised SOW Section 3.2.3.2.
Q. Please be advised that specification appears to consider the “thermal insulation” of a FIREGUARD Tank as providing sufficient R-value to work with the drywell heater to avoid stored product freezing. In fact, to do that requires an additional layer of 2” Pourfoam Insulation (with a tertiary out jacket; not tested to be liquid tight) adding an R-Value of 14.
A. The fireguard is a fireproof insulation and design of the tank. The requirement is to maintain the waste oil from freezing with the fireguard design, so the heater has to be sized accordingly. If a smaller heater is to be used, then an additional layer must be added. So if the vendor needs to add an additional layer of insulation to maintain the requirement, that will suffice.
Amendment 0002 – extension on solicitation to 2 Aug
Amendment 0001 Calculating the kilowatts needed Q. Initial temperature of the fluid – or lowest expected temp of the fluid
A. ambient temperature Q. Final temperature of the fluid – does 5C above freezing work for you?
A. Yes Q. Expected lowest ambient temp
A. this is based on outdoor temperature, lowest recorded was -14 F, but average is 25 F Q. Control panel specifications for the heater power requirements
A. determined by heater size, power will be supplied upon receipt of tank Sizing up the heater Q. Voltage and phase of your power supply
A. determined by heater size, power will be supplied upon receipt of tank Q. Heater Electrical box protection required
A. there will be a local disconnect as well as a circuit breaker as power supply
N6449824Q5144
Q. Of these four panels which of these are needed? 1) Nema 1 - standard 2) Nema 4 – water/dust 3) Nema 4x – water/dust and corrosion 4) Nema 7 – explosion proof
A. 3) Nema 4x – water/dust and corrosion Q. Material of construction
A. steel with required coatings as per the SOW Q. Tank operating temperature
A. maintain temperature above freezing Q. Is there any installation or offloading required for the project?
A. IAW the SOW, Section 5.1 The contractor or shipper shall be escorted onto the site, NFPC will unload the tank, and the contractor will be escorted off the site. NFPC will place the tank in the designated location.
