Solicitation No. N6449824R4002 A-E Design Services Preproposal Inquiries (PPIs)
Solicitation No. N6449824R4002 A-E Design Services Preproposal Inquiries (PPIs)
Q1. Please confirm that CPARS and PPQ do not count toward the 100-page limitation.
A1. CPARS and PPQs will not count toward the 100-page limitation. However, there is a five (5) single-sided page limit for Past Performance Questionnaire (PPQ) submissions. PPQ submissions over five (5) single-sided pages will not be accepted. CPARS/ACASS entries over five single-sided pages will be accepted.
Q2. May we submit a previously completed PPQ for a project if a CPARS is not available?
A1. No. Offerors shall provide PPQ on the attached PPQ form provided with the synopsis. The PPQ must be emailed to the Government directly from the Customer/Agency responsible for completing the evaluation.
Q3. Will a licensed architect be acceptable to meet the requirements of the Architectural Engineer III for key personnel?
A3. Yes, in addition to minimum experience required, a licensed architect with a bachelor’s degree in architecture from an accredited college or university whose Registered Architect (R.A.) certification is in active status will meet the requirements for Architectural Engineer III. The SOW has been updated to reflect this change.
Q4. Can the organizational chart be provided on an 11”x17” sheet of paper?
A4. Yes, an organizational chart can be provided on 11”x17” sheet of paper.
Q5. The Solicitation notes a Total Small Business Set-Aside…does this mean that only the Prime Firm needs to be a Small Business? Or does this also mean that any/all sub-consultants (i.e. civil engineers, structural engineers, etc.) must also be small businesses?
A5. FAR 19.505 and 52.219-14 Limitations on Subcontracting are applicable to this requirement.
Q6. Synopsis - Graphics Design Support – can NAVFAC please provide more definition on the types of graphics design that would be required?
A6. For clarification, this is not a NAVFAC solicitation or contract. This requirement is for NSWCPD. Graphics Design Support means pictorial or graphical representations to support, to illustrate, designs, i.e., process flow charts, drawings, single-line diagrams, logic and decision trees, photograph sheets.
Q7. Key Personnel – SOW page 34 – Architectural Engineer III – would a bachelor’s degree in Architecture from an accredited college or university be acceptable?
A7. Yes, a bachelor’s degree in architecture from an accredited college or university is acceptable. The SOW has been updated to reflect this change.
Q8. Key Personnel SOW page 35 – Architectural Engineer II – would a bachelor’s degree in Architecture from an accredited college or university be acceptable?
A8. Yes, a bachelor’s degree in architecture from an accredited college or university is acceptable. The SOW has been updated to reflect this change.
Q9. Page Limitation – do CPARS/ACASS/PPQs count against the 100-page limitation?
A9. See response to Question 1.
Q10. Criterion 1 Specialized Experience and Technical Competence – Please confirm a relevant project is not required to be fully constructed, only fully designed?
A10. See Criterion 1 Submission Requirements. In particular, “project completion to be defined as receiving final design acceptance from client.”
Q11. Criterion 6 Knowledge of General Geographic Area – Please confirm if the 250-mile radius evaluation applies to only the prime firm or if it applies to the entire team including sub-consultants?
A11. See Criterion 6 Submission Requirements. In particular, “1. Indicate location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members.”
Q12. Criterion 2 Professional Qualifications – Are resumes required for only Key Personnel or will resumes be required for Non-Key Personnel as well?
A12. Resumes are required for Key Personnel only.
Q13. Criterion 2 Professional Qualifications – Will NAVFAC allow for separate resumes for a Program Manager role and a Project Manager role? We feel its important that these two roles be separate as the Program Manager is typically responsible for the overall contract and the Project Manager is responsible for task orders.
A13. For clarification, this is not a NAVFAC solicitation or contract. This requirement is for NSWCPD. As identified, provide one resume for Program/Project Manager.
Q14. Criterion 2 Professional Qualifications – How many resumes are required for Electrical/Electronics Engineer III, Mechanical Engineer III, Structural Engineer III, Architectural Engineer III?
A14. The SOW has been updated to reflect one resume for each of the proposed Key Personnel, including Electrical/Electronics Engineer III, Mechanical Engineer III, Structural Engineer III, Architectural Engineer III.
Q15. Criterion 3 Past Performance – Will previously completed PPQs be allowed if PPQ was completed on previously NAVFAC/USACE PPQ form?
A15. See response to Question 2.
Q16. Criterion 3 Past Performance – Please confirm who NAVFAC considers to be the stakeholder/customer for Design-Build projects submitted for Criterion 1. In the past, it has been acceptable for the Designer of Record on a Design-Build team to have our customer POC, the General Contractor (Builder) who holds the prime contract with the Government complete the PPQ. Recently, we have seen a switch in the requirement to have the PPQ completed by only the contracting agent and/or their representative responsible for the contract administration (Government). Please confirm if NAVFAC will accept PPQs completed by a prime contractor on a Design-Build project?
A16. For clarification, this is not a NAVFAC solicitation or contract. This requirement is for NSWCPD. PPQs completed by a prime contractor on a Design-Build project are acceptable.
Q17. The solicitation is for NAICS Code 541330 - Engineering Services…our understanding is that this requires an Engineering firm to submit as Prime and firms having only NAICS Code 541310 Architectural services may not be Prime on this contract. Can you please confirm?
A17. NAICS Code 541330 was determined appropriate for this requirement. Companies must provide a primary NAICS linked to their SAM account; however, they are not limited to a number of NAICS codes- they should choose all that are applicable to their business.
Q18. As per the submission instructions on the synopsis, the SF330 has to be submitted via DOD SAFE. When we open the DOD SAFE portal, there is an instruction that DoD SAFE is NOT to be used for contract solicitation or proposal submission and the Procurement Integrated Enterprise Environment (PIEE) has to be used for time-sensitive submissions.
A18. Offerors shall follow the guidance provided in the Synopsis for DoD SAFE submission. NSWCPD is not currently utilizing PIEE for proposal submission.
Q19. Will the due date be extended?
A19. The response date of Aug 15, 2024 12:00PM EDT remains unchanged.
