Q&A Session:
1. Q: How will the GFE be provided to allow for design integration? 1. Actual hardware 2. drawings and specification only A: FAT we do not provide any GFE. We would provide drawings and specification, we will provide GFI. There is no GFE for this contract but there is GFI. The government will provide a small executable to simulate how the DVSS multiviewer and single viewer user software is nested into the Machinery Control System (MCS) Common User Interface (CUI). User software provided in this contract must be able to fully function while nested in the MCS CUI window. Final satisfaction of this requirement will be demonstrated with the actual MCS software at the DDG 51 Land Based Engineering Site (LBES).
2. Q: What is the electrical/thermal allowance provided by the GFE?
A: If there is room in the MCS for the solution, is that an option? The VIROE is a standalone box and would not be in the same room as the MCS. All DVSS hardware is standalone; it does not mechanically interface with MCS hardware. All DVSS hardware shall pass the environmental testing requirements in the contract, including all electrical tests and high temperature tests. Electrical and cooling requirements for DVSS hardware are defined in the SOW.
3. Q: It is likely that by year 5 some of the COTS equipment will be obsolete and not supportable from a cyber-perspective. Is the obsolesce process and management identified in the SOW?
A: There is a CDRL for obsolescence. There is a Diminishing Manufacturer Sources and Material Shortages (DMSMS) section in the SOW. This section includes several obsolescence related CDRLs, including an Obsolescence Management Plan, Product Selection Supportability Analysis, Tech Refresh Analysis and DMSMS Alerts. There is also a CDRL for submitting an Engineering Change Proposal (ECP). Parts that become unsupportable due to cybersecurity end-of-vendor-support issues would also be managed under these CDRLs.
4. Q: Is the first article test set a deliverable or GFE? How are we going to get a good comparison of potential systems since the test set could be widely different between different integrators?
A: The actual MCS Universal Control Consoles (UCCs), Repair Station Consoles (RSC) and GEDMS components will only be available for testing with DVSS at the DDG 51 LBES in Philadelphia. There are maximum allowable CPU and memory requirements for DVSS software running on the MCS consoles as well as a maximum bandwidth limit for DVSS on GEDMS. In order to demonstrate DVSS functionality as part of FAT, the contractor shall use COTS computers and a COTS network that simulates the MCS CPU, memory and video requirements for testing at the contractor’s facility. Final satisfaction of these requirements will be demonstrated with the DVSS system integrated with the actual MCS hardware, MCS software and GEDMS at the DDG 51 Land Based Engineering Site (LBES) in Philadelphia
5. Q: Are there technical challenges that the current DVSS is not meeting that need to be overcome?
A: No, not at this time.
6. Q: Why is there a FCL if no classified data is generated or stored?
A: This question is still under review at this time, further information will be provided at time of the solicitation.
7. Q: In the VIROE box will there be a requirement for battery backup?
A: No, there are no battery backup or Uninterruptable Power Supply (UPS) requirements for DVSS.
