This is a Request for Proposal (RFP) for a sole source contract with Rolls-Royce Marine North America (RRMNA) to repair waterjet and impeller drive shaft assemblies for Freedom Class Littoral Combat Ship (LCS-1) vessels. The Department of the Navy's Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a single Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under 10 U.S.C. 3204(a)(1) for repairing three specific assets: 172AX MK1 Boost Waterjet Assembly, 172AX MK1 Steerable Waterjet Assembly, and Impeller Drive Shaft Assembly.
The contract will span five years, with a guaranteed minimum of $500 and quantities increasing each contract year (2 in Year 1, scaling up to 6 in Years 3-5). Key deliverables include Teardown, Test, and Evaluation (TTE) and repair services, with reporting requirements including visual inspections, pre-repair and final repair reports, and certification documentation. The solicitation is set aside for small businesses, with a 5% small business participation requirement. Offers are due by 04:00 PM on 05 Jun 2025, with a projected contract award to support the Navy's requirement of maintaining a ready-for-issue rotatable pool of waterjet and impeller shaft assemblies for LCS-1 hulls.
