About this file

This document is an amendment to a federal solicitation for repair services for Littoral Combat Ship (LCS-1) waterjet and impeller drive shaft assemblies. The Naval Surface Warfare Center Philadelphia Division intends to award a sole-source, firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract to Rolls-Royce Marine North America (RRMNA) under 10 U.S.C. 3204(a)(1) authority. The contract will cover repair and repackaging of 172AX MK1 Boost Waterjet Assembly, 172AX MK1 Steerable Waterjet Assembly, and Impeller Drive Shaft Assembly for Freedom Class LCS-1 ships.

Key changes in Amendment 0002 include extending the offer due date to June 5, 2025, revising the Performance Work Statement, updating the contract period (now October 15, 2025 to October 14, 2031), and updating Section I to comply with recent executive orders. The contract has a guaranteed minimum of $500, with the total maximum value to be determined at contract award. The solicitation requires the contractor to maintain a Quality Management System, submit various inspection and reporting documents, and comply with small business participation requirements, including a 5% minimum small business participation goal.

https://www.dcma.mil/NPP/forms.aspx

3.1.2 If at any time during the pre-repair inspection or repair process, the Contractor determines that the

Impeller Drive Shaft Assembly, Waterjet Assembly, or any component which is not identified in

Reference N may be beyond economical repair (BER), the Contractor shall immediately notify the technical point of contact and provide a description of the Impeller Drive Shaft Assembly or

Waterjet Assembly condition. More than seventy-five percent (75%) of the Impeller Drive Shaft

Assembly or Waterjet Assembly replacement cost is considered BER for purposes of this paragraph.

3.1.3 If damage is identified due to shipping or packaging deficiencies or if the items are not preserved, packaged, packed, marked and transported in accordance with Reference D, the Contractor shall submit a report of discrepancy (ROD), Form SF 364, in accordance with SECNAVINST 4355.18, within 30 days of receipt of any government furnished material (GFM).

3.1.4 For any work that is to be performed on the Impeller, the Contractor shall utilize personnel who have successfully completed the NAVSEA Propeller Visual Inspection Course. For cleaning, painting, packaging, and preserving, personnel do not have to successfully complete this course.
