As set forth in the Schedule, the number of Diagnostic Service Visits is ten (10) at a pre-negotiated unit rate. Diagnostic Service Visits are initiated by the Technical Point of Contact (TPOC) after receipt or indication of equipment trouble, fault or underperformance. Diagnostic Services include inspection and diagnosis (i.e., an initial assessment) of equipment malfunction or underperformance and completing the work (labor and material). As part of a Diagnostic Service Visit, the Contractor shall provide any incidental labor and material required to restore the equipment to its satisfactory and full capacity of operation. Incidental material is defined as material that costs less than $200.00 in the commercial market place. Incidental labor is defined as any labor required to install incidental material or work that requires four (4) hours or less of labor.
Typical incidental work includes, but is not limited to, replacing an electronic relay, resetting equipment via a switch, breaker, button or control panel; repairing wiring or pneumatic tubing; and correcting related water leaks. The Contractor shall notify the TPOC/COR of the status of the Cooling Water Equipment before departure and follow up with a written report within one (1) business day after completion. Work beyond a Diagnostic Service Visit shall require a Service Call for follow-up action initiated by the Government as described in Sections 3.3.1.3 and 3.3.1.4. Additional Diagnostic Service Visits may be required under OPTION CLINs 0004 and 0005 and may be exercised via modification by the Contracting Officer.
3.3.1.3 Provide Service Calls (CLIN 0003) when an initial Diagnostic Service Visit fails to restore Cooling Water equipment to its satisfactory and full capacity of operation.
As set forth in the Schedule, the number of Service Calls is ten (10) at a pre-negotiated rate. Service Calls include labor and material required to restore Cooling Water Equipment to its full capacity of operation. Service Calls are defined as maintenance, repair, alteration or other miscellaneous work requirements that are brief in scope, do not require detailed job planning, and include parts readily available. These repairs include parts totaling more than
$200.00, but not exceeding $1,000.00; and labor over four (4) hours, but not exceeding twenty-eight (28) hours. The Contractor shall receive technical approval from the TPOC/COR prior to performing this type of work. All Service Calls shall be completed within two (2) business days from when the repair was ordered. If the Contractor requires additional time to complete a repair, the Contractor must submit a request in writing to the TPOC and COR for approval.
The Contractor shall maintain sufficient materials and equipment to support Service Calls. Lack of availability of material or equipment will not relieve the Contractor from the requirement to complete the repair work within the time limits specified. The Contractor shall provide the TPOC with the operational status of the Cooling Water Equipment before departure each day. The Contractor shall provide a written report detailing the work, labor and material costs necessary to restore the equipment to full capacity of operation within two (2) business days after completion. Additional Service Calls may be required under OPTION CLINS 0006, 0007, and 0008 and may be exercised via modification by the Contracting Officer. No work beyond the scope of a Service Call is authorized.
3.3.2 Workmanship and Material Standards – The Contractor shall be responsible for maintaining all facilities, systems, and equipment, identified in this Contract, to a standard that prevents deterioration beyond that which results from normal wear and tear and corrects deficiencies in a timely manner to assure full-life expectancy of the facilities, systems, and equipment. Upon completion of work, the Contractor shall ensure all facilities, systems, and equipment are free of missing components or defects which would affect the safety, appearance, or habitability of the facilities and structures or would prevent any electrical, mechanical, plumbing or structural system from functioning in accordance with design intent. Repairs shall be made in accordance with the manufacturers’ specifications and guidelines, and standard building codes. The quality of repairs shall meet the applicable standards and shall prevent any malfunction reoccurrences caused by poor workmanship or other contractor inadequacies. The quality of the repaired areas shall be fully compatible with adjacent surfaces or equipment. Except where otherwise specified, replacements shall match existing in dimensions, finish, color, design, and functionality and shall have an appearance similar to the original finished appearance with only minor unobjectionable deterioration resulting from normal use.
The Contractor shall not allow debris to spread unnecessarily into adjacent areas nor accumulate in the work area. All such debris, excess material, and parts shall be cleaned up and removed at the completion of the job and at the end of each day work is in progress. Upon completion of work, any stains and other unsightly marks shall be removed.
