Questions and Responses

1. Can contractors cut and patch duct work? Or are doors required?

Response: Openings must be created where needed and resealed in accordance with NADCA Standard 05. Refer to Specification Paragraph 3.2.1.6 (in SOW Attachment 2) for more details.

2. Can you provide the wage rates we are to use? This work normally falls under SM Worker but if there is another rate contactors are allow to use please provide. So everyone is on the same playing field.

Response: This WD provided in the solicitation applies to this entire project and should be utilized. Contractor must comply with all labor laws. Some categories that may be utilized are Laborer, Painter, or Sheet Metal Worker.

3. Can you verify that the contractor needs to have Project Superintendent, Site Safety, Health officer and a

CQCSM onsite during all work being performed? This is a min of 3 personal not including the cleaning workers? (Section 013000)

Response: The Site Superintendent must be onsite at all times when work is being performed. The SSHO and CQCSM must be local to the project site and report to the site for routine inspections. Routine inspections are once a week or more frequently. Additionally, all project oversight roles are required to attend all project meetings and perform other duties detailed in the Statement of Work.

4. If needed can we provide and install our own 220 pigtails or does this have to be performed by the Naval electricians?

Response: The building has the following electrical systems available for contractor use:

120/208 3-Phase 4-Wire Panels 480/277 3-Phase 4-Wire Panels

Panels are generally spread throughout the building and are not centrally located. The majority of the building includes existing 15- and 20-amp 120-volt single-phase outlets available for Contractor use. If larger ampacity outlets are required or outlets with different voltages, the Contractor may, at their own expense, install new electrical outlets provided the material and installation conform to the National Electric Code and applicable Lock-Out Tag- Out procedures are followed. Coordinate exact siting of outlets with the Government. Additionally, the outlets must be removed at the completion of the project unless otherwise approved by the Government. The Government will not be installing outlets required to support Contractor work.

5. During site visits there was offices that would not allow a lift to enter the space due to cubicles very close to entrance, Will Naval staff be moving these? Are we responsible to move these? From past experience these cubicles require a special break down key, is there one available for use?

Response: Partial deconstruction or temporary relocation of cubicles required to support Contractor work shall be performed by Contractor where necessary. Cubicles include modular power plugs and data/telephone wiring in select panels. No proprietary tools/keys are required and cubicles can be de-constructed using standard hand tools (e.g., hex keys).

6. In the bid docs times to perform work is 0700-1730 (7am to 5:30pm) Saturday and Sunday & 1800- 0230 (6pm to 12:30pm) Monday through Friday, Is this correct? We only have 6.5 hours to work Monday through Friday? There is a lot of set up, prep, break down and cleaning for the work being performed to not have at least a full 8 hours of work.

Response: The bid documents indicate that work will be performed between the hours of 1800-0230 Monday through Friday or 0700-1730 on Saturday and Sunday. The Monday through Friday shift option is an 8.5 hour work shift (not a 6.5 hour work shift). 0230 is 2:30 AM – not 12:30 AM.

7. This project indicates OSHA requirements; this means that we cannot work off ladder about 6 feet without tying off to something secure. Can we use scissor lifts in the building?

Response: Means and methods relating to man-lifts and ladders utilized by the Contractor must conform to the Statement of Work Paragraph 1.19, EM385-1-1, and OSHA Standards 29 CFR 1910.23 and 1910.68. Scissor lifts and ladders are permitted to be used as permitted and/or in accordance with the manufacturer’s written instructions, the standards referenced above, and in the Statement of Work and associated references within.

8. Are confined space entry permits and certificates required for this project?

Response: Confined space permits and certificates are not required to be submitted to the Government for this project. However, confined spaces may still be considered Confined Spaces (CS) or Permit Required Confined Spaces (PRCS). A confined space is considered PRCS when it meets the criteria defined in 29 CFR 1910.146 or EM385-1-1 Section 34 (and references contained within). Spaces considered PRCS must employ an entry procedure as defined in the referenced standards.

Please refer to the United States Army Corps of Engineers EM 385-1-1 Safety and Health Requirements Manual, Section 34 (and the references contained within) for other administrative and performance based requirements as they relate to confined space.

9. Do we need security from the government to places our equipment on the roof and to clean the air handling units in the penthouse on the roof?

Response: This project will require full-time Government escorts given Contractors will be working in Government buildings off-hours. However, no unique security personnel are required to work on the roof.

10. Is there hard ceilings above the drop ceiling? If so who will cut the holes in the hard ceiling?

Response: No hard ceilings exist above the drop ceiling.

11. During the site visit, we notices several ceiling tiles that were damaged, is the government going to provide replacement tiles?

Response: The Government will provide new Acoustical Ceiling Tiles to the Contractor where existing tiles are damaged, warped, or stained from water damage. The Contractor will be responsible for installation of the new replacement acoustical ceiling tiles. The ACT considered within the scope of this contract include the ACT directly adjacent to ceiling diffusers/grilles/registers and ceiling tiles removed to support contractor work overhead.

However, in the event that the damage is caused by the Contractor’s work, the ACT shall be replaced at the Contractor’s expense.

12. Are medical examinations of all workers required for this project?

Response: Medical examinations may be required and are dependent on the means, methods, equipment, and materials used by the Contractor. Medical examinations are a responsibility of the Employer but are not required to be submitted to the Government. For example, if a respirator is require to be used, medical evaluations are required to be conducted on the employee using the respirator prior to a fit test to ensure the physiological burden it places on the individual does not cause an adverse impact to the individual.

13. Please provide detail on how to price CLIN 0003? Is this incorrect and should this be cleaning exterior cross-section of less than 4 square feet 600 sf, should all of the prices be for interior?

Response: CLIN 0003 references the exterior cross-sectional areas of the duct work as a standard for measurement but the work performed under each line item refers to cleaning and sealing of the interior of the duct work. This allows the Government and Contractor to agree on cross-sectional areas by measuring the outside of the duct system where unforeseen duct runs are encountered. For example, a duct with a cross-section of 24” x 36” (rectangular) measured at the exterior would fall into the 4 square-foot to 10 square-foot category. The Government also provides an estimated quantity (in linear feet in this example) of duct work that may be encountered in the building. Given the cross-section and estimated quantity in linear feet, you (the Offeror) are to provide a unit price and estimated total quantity for that category of work.

14. The specification indicates cleaning the supply, return ductwork and exhaust fans? Please confirm that we are not cleaning any exhaust ductwork or exhaust fans?

Response: Exhaust ductwork and their associated fans are not included in the scope of this project. The scope includes all supply, return, outside air, and relief air ductwork associated with the air handling units identified in the Statement of Work.

15. The specification indicates that we must clean the coils in the air handling units. Is there any test besides the visual inspection? Do the coils must be returned the coil pressure drop to within 10% of the coils original pressure drop, is the contractor to include this testing of coils or is the government going to do the testing? If this is the contractor’s work than the contractor will need the initial testing data and additional information?

Response: Successful cleaning of coils shall be through visual observation.

16. Does the contractor need to provides any leakage testing for this project?

Response: No leakage testing is required.

17. Please confirm that the contractor is not responsible for the static electricity for the labs and that the contactor is not responsible for special equipment to clean inside the labs with non-static vacuum cleaners?

Response: Contractors and their equipment are not required to follow specific static electricity precautions prior to entering the laboratory spaces. However, refer to Question 20 and Response 20 for more details on protecting existing electronic equipment from dust and particulate matter resulting from duct cleaning work.

18. What happens if 120 days is not enough time to complete this project? Will the contractor be allowed to extend the number of day for CLIN 001?

Response: The specified period of performance is a contract requirement. The contractor must provide a suitable workforce to complete the task in the specified period of performance or utilize means, methods, or equipment to accelerate the schedule to meet the contract completion date. However, the Government will extend the Period of Performance for CLIN 0001 by 20 Calendar days to 140 Calendar Days to provide additional time to perform the work.

19. What happens if 60 days is not enough time to complete this project? Will the contractor be allowed to extend the number of day for CLIN 002?

Response: The specified period of performance is a contract requirement. The contractor must provide a suitable workforce to complete the task in the specified period of performance or utilize means, methods, or equipment to accelerate the schedule to meet the contract completion date. However, the Government will extend the Period of Performance for CLIN 0002 by 10 Calendar days to 70 Calendar Days to provide additional time to perform the work.

20. The laboratories on the fourth floor appear to be extremely congested. Can equipment be relocated in these labs?

Response: Generally, the electronic laboratories in Building 1000 have equipment that occupy a majority of the room’s footprint with a substantial amount of the equipment being permanently fixed. Given this limitation, the Government will require equipment and techniques that allow for remote cleaning and sealing where access is limited or not provided. For example, cleaning and sealing activities may need to utilize robotics, compact man-lifts, or temporary scaffolds spanning over fixed equipment to access certain sections of the duct work as far as 30 linear feet away (horizontally). Government electronic equipment must be protected from dust and particulates at the source of the dust entering the space (e.g., plastic sheeting built into man-lift to capture dust and insulation debris while cutting access openings and/or doing such activities with the ducts under negative pressure) as equipment generally cannot be covered. Cleaning of diffusers in these laboratory spaces will require the use of specialized equipment where access is limited as well which may include telescoping equipment to clean the diffusers from the ground level.

To assist with work planning, laboratories are shown on the attachment titled Amendment 001 Attachment (1) Floor Plans which can be used in conjunction with the as-built drawings for work planning and estimating lengths of duct runs into laboratories.

21. Can you provide the square footage of the Building the work is taking place in?

Response: The second floor is 85,000 square feet which includes all areas served by Air Handling Units (AHUs) 5 and 6; the third and fourth floors have the same square footage (85,000 square feet each) and are served by AHUs 7 through 10. The penthouse is approximately 16,000 square feet.

22. Are ceilings required to be removed in order to access ductwork for cleaning and/or application of Fiberlock product? For example the ductwork I believe on 4th floor labs are high above a drop ceiling and inaccessible unless the ceiling grid is removed.

Response: Ceiling grid may be required to be removed based on the means and methods used by the Contractor.

Localized sections of ceiling grid can be removed without removal of the entire suspended ceiling by utilizing standard removal methods of secondary members intersecting into the main grid members.

23. Is Fiberlock IAQ 8000 an acceptable product to apply as the sealant required?

Response: Yes. Note that the specification requires the product in a white color.

24. Please confirm the contractor is not required to provide filters.

Response: Filter replacement is not required unless filters are significantly affected by work activities performed by the Contractor. Air Handling Unit filters should not be utilized as the means to capture system dust generated when cleaning the duct work. Contractor negative air or vacuum systems shall collect all dust and debris generated from cleaning activities.

25. Please provide the CFM of the Air Handler Units to be cleaned.

Response: CFM provided by both the supply and return fans are provided in SOW Attachment (1) Page 24.

26. Will work be performed during the weekdays or nights or are weekends required to be worked?

Response: The Contractor has the option to perform work on weekday nights or weekends during the day. However, one option must be selected and the work schedule option selected is still subject to the same period of performance defined in the contract for CLINs 0001 and 0002.

27. Document: N6449822R4009-NAICS Code 238220 This code is for Plumbing and Heating and Air Conditioning Contractors, so please provide based on this NAICS Code the type of worker determination (type of worker) and the wage required for the this duct cleaning and sealing project?

Response: This WD provided in the solicitation applies to this entire project and should be utilized. Contractor must comply with all labor laws. Some categories that may be utilized are Laborer, Painter, or Sheet Metal Worker.

28. Is payment and performance bonds required for this project?

Response: Yes, payment and performance bonds are required as well as an offer guarantee.

29. If we do not have a CPARS form completed by the government, can the contractor completes this form or do we have to have our past performances customers complete this form?

Response: If no CPARS is available, the Offeror shall submit the Past Performance Questionnaire (PPQ) (Attachment 11 of this solicitation) to the client for each project. The client submits the completed questionnaire via email to Linda M. Dobbs; Linda.m.dobbs@navy.mil AND Dillon Lucas; Dillon.m.lucas@navy.mil before the closing time for receipt of offers.
