SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)
The following have been added by full text:
QUESTIONS AND ANSWERS
Q1: Can work be performed Monday – Friday after 5 PM, rather than weekends?
A1: Yes. SOW Paragraph 1.11 has been revised and the Period of Performance is now 90 calendar days. Work is no longer permitted on weekends.
Q2: Is CLIN 0003 included in the estimated construction magnitude of $250,000 - $500,000.
A2: Yes.
Q3: Is it up to each contractors discretion on what Prevailing Wage Rate is to be used or will there be a specific rate and classification that will be required to be used?
A3: Each contractor must determine the specific employees it will utilize during performance. For more information about this and utilizing appropriate labor categories, please see provision 52.222-6 in the solicitation.
Q4: If it is discovered after removing the ceiling tiles that the ductwork is located above a hard ceiling, the work to cut into a hard ceiling could be done at an additional charge, correct?
A4: A majority of the individual zones of duct work in the open and private office environments (1st and 2nd floors as shown in SOW Attachment 7) is located above the acoustical drop ceiling tile but below a hard ceiling. Where the duct work is redirected upwards and penetrates any hard barriers, the ducting generally daylights in such a manner that the duct work can be cleaned from both directions given standard cleaning and sealing equipment used for vertical sections of ducting. As an example, refer to SOW Attachment 9 Page 10; in the “Second Floor Mechanical
Plan – Southeast Quadrant,” an example can be seen on the supply ducting running from the main duct towards the northern portion of the building where a 40 inch by 14 inch section of ducting is routed up and back down to navigate over a load bearing wall. In other cases, where a duct penetrates a hard ceiling, access hatches granting access to the space above the hard ceiling are generally available near the penetration.
Q5: Exhaust ductwork is excluded, correct?
A5: Correct.
Q6: Can we use scissor lifts in the building?
A6: Yes. Note that a majority of the office environments on the ground and second floors use carpet tile fixed in place with adhesive as the floor finish. The Contractor must protect existing carpet tiles from damage, due to turning lift tires (e.g., ¼” plywood under the tires). Further note that the pedestrian elevators providing access to the second floor and mechanical penthouse are limited to a 2500 pound capacity. The opening to the elevator is 42 inches wide by 83 inches high, and the elevator interior dimensions are approximately 81 inches wide by 50 inches deep by 92 inches high. Allowable loading on the ground floor is 400 pounds per square foot (PSF) for live and dead loads, which includes the fixed and mobile furnishings. Allowable loading on the second floor varies from 75 to 200 PSF.
Q7: Is payment and performance bonds required for this project?
A7: Yes, both Payment and Performance Bonds are required. See provision 52.228-15.
Q8: SOW 1.19.2.7. Are confined space entry permits and certificates required for this project?
A8: Confined space permits and certificates are not required for this project. However, please refer to the United
States Army Corps of Engineers EM 385-1-1 Safety and Health Requirements Manual, Section 34 (and the references contained within) for other administrative and performance based requirements as they relate to confined space. Additionally, confined space is defined in Appendix Q of EM 385-1-1.
Q9: Do we need escorts from the Government to place our equipment on the roof and to clean the duct(s) on the roof?
A9: A Government employee will be present during the performance of work in all areas.
Q10: Are there hard ceilings above the drop ceiling? If so, will the Government cut the holes in the hard ceiling?
A10: See answer to question 4.
Q11: During the site visit, we noticed several ceiling tiles that were damaged. Is the Government going to provide replacement tiles?
A11: Acoustical ceiling tiles (ACT) that are noted as damaged are not required to be replaced with new ceiling tile.
If an ACT is in such a condition (existing condition) that it cannot be reinstalled following the performance of work, the Government may provide a new ceiling tile to reinstall or may direct the Contractor to disregard the reinstallation of that ceiling tile.
Q12: Are medical examinations of all workers required for this project?
A12: No
Q13: Section: 3.1.3. If we do not have a CPARS form completed by the Government, can the contractor completes this form, or do we have to have our past performances customers complete this form?
A13: If no CPARS is available, the Offeror shall submit the Past Performance Questionnaire (PPQ) (Attachment 13 of this solicitation) to the client to complete for each project.
Q14: On the Price Proposal Form, you are asking the contractor to provide a price for exterior duct cleaning? Is this correct or should it be interior?
A14: The pricing requested is for cleaning and sealing of the interior portion of the ductwork. However, the quantities for applicable line items (1 through 3 and 7 through 9 in the Price Proposal Form) reference the exterior dimensions of the duct work in accordance with the historical as-builts.
Q15: SOW Attachment (8) Ductwork Dwgs & SOW Attachment (9) AHU-2 Ductwork Dwgs: The specification indicates cleaning the supply, return and exhaust ductwork. The drawings only highlight the supply and return ductwork. Is the contractor to clean and seal exhaust ductwork?
A15: There is no exhaust duct work in this project. All duct work is supply, return, or outside air intake duct work and is shown and highlighted (in red or blue ink) in SOW Attachments 8 and 9. Additionally, SOW Attachment
10 has been amended and references to exhaust duct work and exhaust components in SOW Paragraphs 1.5.2 and
3.2.1.9 have been removed.
Q16: SOW Section 1.32.1. The specification indicates that the coil cleaning must return the coil pressure drop to within 10% of the coils original pressure drop. Is the contractor to include this testing of coils or is the Government going to do the testing? If this is the contractor’s work, the contractor will need the initial testing data.
A16: Reference SOW Attachment 10 paragraph 3.3.1.4. The original pressure drop is not known. Therefore, successful cleaning of coils shall be through visual observation by the Contractor and concurrence by the COR.
Q17: Does the contractor need to provide any leakage testing for this project?
A17: No. However, the contractor shall ensure negative pressure is maintained on the duct work as required (refer to the Statement of Work and SOW Attachment 10 for more details) for cleaning activities. Sealing activities may require negative pressure, depending on the instructions provided by the manufacturer and/or the means and methods used to protect existing features to remain outside of the ductwork.
Q18: SOW Attachment (9) AHU-2 Ductwork Dwgs. In the attachment, we will require a drawing for AHU-2 for page 14 of 14. An AHU-1 drawing is in the package of the drawings for AHU-2. Please advise how to proceed.
A18: The approximate geometry and dimensions can be gathered from both AHUs 1 and 2 through SOW
Attachments 8 and 9. For AHU-2, refer to SOW Attachment 9 Pages 3 and 4 for a plan view and elevation view of the AHU which can collectively be used to estimate the interior area of the AHU. No detail drawings for the AHUs are available. However, note that each AHU includes a heating coil, cooling coil, return air fan, blower supply fan, outside air intake with louvers, and relief dampers.
Q19: SOW Attachment (8) AHU-1 Ductwork Dwgs & SOW Attachment (9) AHU-2 Ductwork Dwgs. Please confirm that we are only to perform the ductwork highlighted on both attachments. This looks like a lot less ductwork than seen at the site visit.
A19: All duct work highlighted as supply or return ductwork on SOW Attachments 8 and 9 (highlighted in red or blue ink) is included in this work under either CLIN 0001 or 0002. The highlighted duct work feeds the zones shown on SOW Attachment 7. Note that all components contained in or a part of the highlighted duct runs are also included which may include, but are not limited to, dampers, turning vanes, and reheat coils. Refer to SOW
Attachment 12 for a mechanical legend provided with Amendment 0001.
Q20: What is the approximate CFM or tonnage of Air Handler Unit 1&2?
A20: SOW Attachment 12 has been added to show the specs for AHU 1 &2. Refer to page 2 of this attachment.
Q21: Will Access to 30 Amp 208 Volt power be available on all floors and penthouse?
A21: Generally, the ground floor and second floor office environments and the mechanical penthouse provide for
20A/120V circuits and receptacles. However, each corner (NE, SE, NW, SW) of the building on the ground floor and second floor has 120/208V 3-phase 4-wire power panels with spares and/or spaces. Additionally, one 120/208V
3-phase 4-wire power panel is provided in the center of the mechanical penthouse. If 208V single phase or three phase power is required, the Contractor will be responsible for providing a breaker, outlet, and all other necessary material in the electrical utility rooms and may use extensions cords as necessary to reach the work sites. Installation and material must conform to the National Fire Protection Association (NFPA) 70 National Electric Code. Distances from the closets to planned ground floor and second floor work sites can be estimated using SOW Attachment 7 as the drawing is scaled.
Q22: Does the company that is being reviewed in the PPQ required to be NADCA certified?
A22: No. However, it is a requirement of this solicitation that the prime or subcontractor that will perform onsite duct cleaning and sealing must be NADCA certified.
Q23: NADCA specifies that flex duct is to be replaced. Is it a requirement that flex duct, if encountered, is to be replaced?
A23: Flexible duct is not required to be replaced, but may be replaced in lieu of cleaning. If flexible duct is not replaced, it shall be cleaned to a visually-clean condition using methods that minimize damage to the ducting. Where flexible duct is not replaced, it is not required to be sealed.
