Question 1: Page 1, SF33, para 9 - Request a 2-week extension of time to submit proposals due to the Veteran’s Day and Thanksgiving holidays during the proposal.

Answer 1: Please see amendment 0002 for the new due date.

Question 2: Page 36, Section 12.3 - The table lists Electrician, Maintenance as a key position but does not indicate a resume is required and the position is not included in section 14.4 Key Personnel. Does the government want the contractor to provide resumes for that position?

Answer 2: Electrician, Maintenance is NOT a key personnel position. The Government does not require a resume. See amendment 0002.

Question 3: Pages 36 and 37, para 12.4 - Will the Government accept 5 years of experience in lieu of a Bachelor’s Degree for the PM II position and 2 years of experience for the PM I position?

Answer 3: The requirement is consistent with eCraft and will NOT be changed.

Question 4: Page 130, paragraph 1 of the RFP states “Proposals shall be prepared on standard 8-1/2” by 11’ paper, set at single-spaced with 1” width spacing, 0” left and right indent and a single blank line before and after each paragraph. The font shall be Times New Roman with a font size of 12 throughout the document.” Question: Will the government allow 10-point font size to be used in tables and graphics?

Answer 4: The Government will allow 10-point font size to be used in tables and graphics.

Question 5: To facilitate efficiency of trades work on ships, it would be helpful to have some less senior labor categories added to the list of non-key labor categories. Would the Government consider adding labor category descriptions for quality control specialist, painter, and maintenance trades helper in section 12.5 of the RFP on page 38?

Answer 5: Please see amendment 0002 for the updated level of effort.

Question 6: Section 3.1.2 of the RFP states that contractors shall maintain certifications to rewind Sealed Insulation Systems motors in accordance with Mil-Std. 2037. Does the Government require copies of the certification letters and, if so, can these letters be included in an attachment outside of the 25 page limit?

Answer 6: The Government does not require copies of the certification letters.

Question 7: Would the Government consider granting a one-week extension to the due date for proposals?

Answer 7: Please see amendment 0002 for new due date.

Question 8: Our company is working on a response to your RFP but currently does not hold a Facility Clearance. While we have a number of employees who have held clearances, few are current and none are active.

Section 5.6 on page 28, states “An active SECRET Facility Clearance (FCL) is required at time of award for performance on this contract.

Section 12.1 on page 34 requires “all persons in key and non-key labor categories shall, at time of proposal submission, be U.S. citizens holding at least a current SECRET clearance or possess a favorable DCSA adjudication” have SECRET clearance or favorable DCSA adjudication.

On page 139, L-204-H001 FACILITY SECURITY CLEARANCE (NAVSEA) (OCT 2008) restates that “no award shall be made to any offeror which does not possess a facility security clearance” but that “Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance.”

If our company can demonstrate that we have the technical knowledge and the resources to be an asset to this program, is it possible to be considered technically compliant with the SOW and eligible to be a MAC awardee but to not compete for task orders that require our clearance until we receive an FCL? If so, will NSWCPD sponsor, our company for an FCL?

Answer 8: In the event that your company is an apparent successful Offeror, NAVSEA will initiate appropriate security clearance action.
