TOTAL Prime Contractor Unburdened Direct Labor Cost

* = When a contractor identifies an employee name as "To be determined (TBD)", the contractor is required to provide the basis for its proposed hourly labor rate in Column J; along with supporting documentation for its proposed hourly labor rate. For example, a proposed hourly labor rate may be based on: (i) a contingent agreement with a prospective employee, (ii) contractor's average geographical hourly labor rates for the proposed labor category, (iii) hourly rate at which contractor hired last several electrical engineers in FY2015, (iv) Union Agreement, (vi) hourly labor rate survey data (a copy of the survey agreement if proprietary should be provided).

Indirect Rates

Indirect Burden Pool NameRate or factor (FCCOM)Basis for Rate/Factor (column d), i.e., Forward Pricing Rate Agreement with GovernmentComponents of Allocation Base (cost elements against which indirect rate applied)*Identify basis for Rate/Factor (column d), i.e., Forward Pricing Rate Agreement with Government
Fringe Benefits *e.g., Prime Direct Labor (DL) $
Overhead - On-Site *e.g., Prime On-Site DL $
Overhead - Off-Site *e.g., Prime Off-Site DL $
Subcontract Handling Rate *e.g., Subcontract $
General and Administrative (G&A) *e.g, total costs excluding G&A pool costs
Facilities Capital Cost of Money (FCCOM) *e.g., Prime DL $
* = indirect burden pools vary from contractor to contractor. This will need to be tailored for each individual contractor. Additionally, the components
of the allocation base against which indirect rates are applied (Column D) also vary from contractor to contractor & will also require modification for each contractor.
Lastly, when a contractor is proposing different rates for the same pool becaue the proposed period of performance overlaps two contractor fiscal years (and the fiscal year rates vary), a contractor
should identify each proposed fiscal year's indirect rates in separate rows (e.g., Fringe Benefits - FY2017 and Fringe Benefits - FY2018 would have separate rows)

Sub DL Costs Cost Elements Labor Category Employee Name (if identified) Hours Hrly Rate Amount Basis for Hours (column d), i.e., based on hours directed by prime contractor Basis for Hrly Rate (column E); based on subcontractor's current rates supported by its payroll register
