SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Amendment 0001 is hereby issued to provide Government response to submitted questions and to incorporate changes to the Statement of Work.
The Scope of Work is to be changed per the following
Added Section 2.1.2.5 to SOW:
Prior to starting work in earnest, the contractor shall break a small representative sampling of flanges (2-3), collect a sample of the gasket material, and test for asbestos to determine if asbestos is present. The contractor shall be responsible for sampling and testing for asbestos in accordance with the City of Philadelphia laws and codes and following the requirements in section 1.16 Asbestos Abatement.
Section 3.7.3.7 Change from:
Commercial vehicles (with company logo) that are required to enter the fence line perimeter or enter the building at any NSWCPD facility must be inspected by CNRMA Police at “S” Lot prior to entering the property. No personally-owned vehicles are permitted within the fence line perimeter of any NSWCPD facility. Coordinate vehicle inspections with the NSWCPD TPOC.
Section 3.7.3.7 Changed to:
Commercial vehicles (with company logo) that are required to enter the fence line perimeter or enter the building at any NSWCPD facility must be inspected by the Motor Vehicle Inspection Team (MVIT) currently situated adjacent to Building 753 along Langley Avenue prior to entering the property. No personally-owned vehicles are permitted within the fence line perimeter of any NSWCPD facility. Coordinate vehicle inspections with the NSWCPD TPOC.
Questions:
Q1: What are known non-lead paint locations?
A1: The tanks Nos. 16A, 17A, 18A, 19A, 20A, 21A, 22A, 23A, 24A and 25A were all stripped to bare metal and repainted with non-lead based paint within the last 10 years. The associated yellow piping in the tank farm was also painted with non-lead paint.
Q2: What are known non-asbestos locations?
A2: The tank farm was originally built prior to the 1960s. In the 1986 timeframe, some of the carbon steel piping was replaced with stainless piping. All of the stainless piping was installed with non-asbestos gaskets. In addition, all piping insulation throughout the tank farm has been removed. All of the remaining Carbon steel piping attached to the tanks are believed to be original. There is no government information on any of the Carbon steel piping gaskets, which could be asbestos. This has been estimated at up to 65 gaskets, and the contractor shall quote this work as part Section 2.8.3 of the SOW – Contract-Add Option 3 (Clin 4).
Q3: Concerning the possible asbestos abatement in the solicitation, do you have any expectations of how this is to be handled?
A3: The contractor shall be responsible for taking a representative sampling of flange gaskets (2-3) and testing if asbestos is present per section 2.1.2.5 for the base scope of work (Clin 1). The contractor shall quote remediation of gaskets, if asbestos, as part Section 2.8.3 of the SOW – Contract-Add Option 3 (Clin 4), which has been estimated at up to 65 gaskets, following all local City of Philadelphia codes and laws and Section 1.16 of SOW.
Q4: Should an inspector arrive with the dismantling team to initially assess the first few gaskets to determine if asbestos is present?
A4: The contractor shall be responsible for taking a representative sampling of flange gaskets (2-3) and testing if asbestos is present per section 2.1.2.5 for the base scope of work (Clin 1).
Q5: Should an inspector and/or abatement person be on the job site until completion checking all gaskets because it is unknown if asbestos is present?
A5: The contractor shall be responsible for taking a representative sampling of flange gaskets (2-3) and testing if asbestos is present per section 2.1.2.5 for the base scope of work (Clin 1).
Q6: Can the dismantling team take the flange gaskets off site along with the pipe to have an inspector then determine if asbestos is present?
A6: No, asbestos needs to remediated prior to taken off NSWCPD Property.
Q7: Is a PADEP certified installation license required for closure of the tanks/piping? (p1 section 1 of sow)
A7: Yes, a PADEP certified installation license is required for the closure of the tanks/piping. Please see Section L
– Instructions, Conditions and Notice to Bidders, clause 52.212-1 Instructions to Offerors; paragraph (b)(10) Technical Approach - Offerors shall submit current certification for PADEP-certified installer in Aboveground Manufactured storage tank Removal (AMR) or Aboveground Field constructed storage tank Removal (AFR).
Q8: Will local permits be required to be obtained for this work?
A8: Per section 3.10 of the SOW and Clause C-247-H001 PERMITS AND RESPONSIBILITIES of this solicitation, The Contractor must, without additional expense to the Government, obtain all appointments, licenses, and permits required for the prosecution of the work. The Contractor must comply with all applicable federal, state, and local laws. Additional requirements for Hot work and Confined space permits are listed in Sections 1.14 and
1.15 of the SOW.
Q9: Will contractor be responsible for coordinating badging/vehicular access for the local inspector?
A9: The Contractor is responsible for obtaining badging and obtaining vehicular access for all personal and vehicles brought onto NSWCPD property inside the fenced area of this project. In addition, Section 3.7.3.7 of the SOW has been updated through this Amendment.
Q10: Can the type and quantity of ACBM be provided? Has sampling been conducted? Without known type/quantities of ACBM, providing a lump sum cost for abatement will be very difficult.
A10: The only potential asbestos that should be encountered with this work is in piping gaskets, which we have estimated at up to 65 gaskets, as described in Section 2.8.3 of the SOW – Contract-Add Option 3 (Clin 4). These can’t be tested until the piping flanges are dismantled.
Q10: Is a bidders list available? No bidders list is available.
A10: No bidder list is being provided for this work.
Q11: What is the personal access locations for the 11 Tanks?
A11: The vertical tank (33A) has one access at grade (roughly 36-inch opening). Nine of the ten Horizontal tanks (16A, 17A, 18A, 19A, 20A, 21A, 22A, 23A, and 24A) have one access location through a 24-inch manway located on the top of the tank. Horizontal Tank 25A has four 24-inch manways located on the top of the tank. This tank is separated into 4 separate compartments with one manway to access each compartment.
The RFQ due date remains unchanged. Quotes are due on or before 4PM EST, 28 April 2020 and shall be emailed to david.rhoads@navy.mil. It is incumbent upon the offeror to verify with the Government POC that submitted quote was received prior to the closing date and time of the requirement.
All other terms and conditions remain unchanged.
