SUBJECT: Modernization and Life Cycle Engineering Support for Cybersecure Machinery Control Systems & Networks.
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential firms capable of providing the services described herein prior to determining the method of acquisition.

Contract Type – Multiple Award Contract (MAC) Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract is anticipated. This requirement will be awarded based on best value/trade-off evaluation criteria.
Period of Performance – The ordering period shall be sixty (60) months from date of award, with a period of performance from date of contract award through seventy-two (72) months after date of award. Performance is anticipated to begin in January 2021.
Personnel Security Clearance – The Contractor is responsible for completing all required government mandated training to maintain security and network access to government sites and IT systems to include but not limited to Antiterrorism Level 1 Awareness, DoD Cyber-awareness Challenge, NCIS Counterintelligence Awareness, NAVSEA Security Briefing for New Navy Employees, NAVSEA Security Refresher, Records Management in the DON: Everyone's Responsibility, Training and Readiness: The Active Shooter, NAVSEA Introduction to Controlled Unclassified Information, NAVSEA Cybersecurity 101, Operations Security (OPSEC), NAVSEA Counterintelligence Training, Privacy and Personally Identifiable Information (PII) Awareness Training and NAVSEA Physical Security training. Certificates of successful completion shall be sent to the COR and as otherwise specified in the contract. This effort may require access to classified information up to the SECRET level. No classified data will be generated or stored by the Contractor. The Contractor is required to have and maintain a SECRET clearance. The requirements of the attached DD Form 254 apply.
The Contractor shall appoint a Facility Security Officer (FSO), who shall (1) be responsible for all security aspects of the work performed under this contract, (2) assure compliance with the National Industrial Security Program Operating Manual (NISPOM) (DOD 5220.22-M), and (3) assure compliance with any written instructions from the NSWC PD, Security Office.
The Prime Contractor shall:
| (1) | Forward copies of DD254s provided to subcontractors to the Naval Surface Warfare Center Philadelphia Division (NSWCPD), ATTN: Security. |
| (2) | Direct the subcontractor to obtain approval, through the prime Contractor, for the public release of information received or generated by the sub through the prime Contractor. |
| (3) | Submit the subcontractor’s request for public release through the technical point of contact identified on the DD 254. |
An Active SECRET Facility Clearance (FCL) is required for performance on this contract. There are no safeguarding requirements required.
All Contractor-personnel accessing classified information or material associated with and/or performing work relative to the resultant contract must be United States citizens and shall have and maintain at a minimum a final CONFIDENTIAL security clearance at time of contract award. Certain personnel designated by the Program Manager will be required to have and maintain at a minimum a final SECRET security clearance.
Contractor requires access to Restricted Data (RD) information in performance on this contract to support efforts that are related to nuclear propulsion plants. This access is required to access the secure spaces ships and certain land based test facilities. Access is required to obtain and review the associated logistical and system related documentation.

Contractor requires access to NNPI information in performance on this contract to support efforts that are related to nuclear propulsion plants. Work Location Requirements – The primary place of performance shall be at the Contractor’s facility. Performance will also occur at NSWCPD. Occasional travel may be required to the following locations: Norfolk, VA; Portsmouth, VA; Mayport, FL; Panama City, FL; San Diego, CA; Coronado, CA; Bremerton, WA; Everett, WA; Kitsap, WA; Yokosuka, Japan; Sasebo, Japan; Pearl Harbor, HI; and Bahrain.
Scope – This contract is to support NSWCPD Department 50 with its work on Modernization Programs and in its capacity as the In-Service Engineering Agent (ISEA) for various HM&E systems and equipment. The programs consist of critical-path Life Cycle Engineering and System Modernization Support for efforts, such as SC/SHIPALTs, as part of key production light-off and testing milestones during Chief of Naval Operations availabilities; timely execution of these installations is crucial to the success of these programs. Additionally, these installs are intricate and affect system arrangement, interface, and distributive systems.
Work includes performance on shipboard and shore-based systems, in the areas of Cybersecure Engineering Support, Integrated Logistics Support, and Quality Assurance Support. The target platforms are primarily U.S. Navy Surface Ships, Carriers, Submarines and Service Craft. In addition to the Active and Reserve U.S. Navy ships, this contract will also support HM&E upgrades on Army watercraft, Coast Guard vessels, Foreign Military Sales (FMS) platforms, Military Sealift Command (MSC) vessels, National Oceanic and Atmospheric Administration (NOAA) Vessels, land-based test sites, and other DOD platforms.
The Contractor shall provide all required labor, materials, and resources to integrate and modify shipboard and shore-based systems. Modernization services include fabrication of related components, shipboard installations, material support and Quality Assurance inspection. Services are required to support various levels of ship systems integration. This integration covers component level digital upgrades through system level upgrades. Systems shall include HM&E and Electronic. Requirements and specifications, along with Government furnished Information/Equipment, will be provided per individual task order.
Capability Statements:
Interested small businesses are invited to submit capability statements, not to exceed 5 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following:
Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description.
· Name of Company and address
· Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB)
· Points of contact, including: Name, title, phone, and e-mail address
· CAGE Code and DUNS Number
(1) A complete description of the offeror’s capabilities related experience, facilities, techniques, or unique combination of factors that would directly relate to the Government’s objectives as stated in the attached SOW,
(2) The qualifications, capabilities, and experiences of Contractor employees, who would be available to support this effort,
(3) Demonstrated ability to obtain security clearances at the time of contract award or within 45 days for all personnel expected to provide support in accordance with the above requirement;
Section 3. Past/Current Performance. Suggested language: Provide one (1) example of prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the Draft SOW
Section 4. Technical Response. Provide a detailed technical response that addresses the tasks identified in the Draft SOW. Information should include:
· Contractor’s Facility Clearance (if required, this should be filled out by the negotiator)
· Statement regarding capability to obtain the required industrial security clearances for personnel (if required, this should be filled out by the negotiator)
· The contractor’s ability to manage, as a Prime contractor, the types and magnitude of all tasking in the SOW
· Contractors technical ability, or potential approach to achieving technical ability, to perform at least 51% of the cost contract performance with its’ own employees in accordance with FAR 52.219-14
· The contractor’s capacity, or potential approach to achieving capacity, to execute the requirements of the SOW. This response should include a discussion of resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the locations specified
· Contractor’s ability to begin performance upon contract award.
· A statement that the contractor either has or does not have an approved accounting system, as required in Federal Acquisition Regulation (FAR) 16.301-3(a)(3) for cost-reimbursement contracts. Prior to the award of a cost-type contract, the Federal Acquisition Regulation (FAR) SubPart 16.301-3(a) requires that the contractor’s accounting system be determined adequate for considering costs applicable to the contract or order.
