QUESTIONS FROM CONTRACTORS

Q1. On Page 1, under the SF33 Block 9, the due date for proposals is 27 May 2019, which is Memorial Day (a Federal holiday). Will the Government extend the date of submittal to 3 June 2019?

A1. The closing date and time is hereby extended to 1:00 PM Eastern Standard time on 03 June 2019.

Q2. On Page 2, under Section B, Notes: a. The Solicitation states that “This multiple award contract will expire when either the ordering term expires or the cumulative total of all orders issued to all awardees equals the Government's total program estimate. The total program estimate will be specified at time of contract award.” For this multiple award contract, will the Government clarify how many awards the Government plans to make?

A2. The Government will not know until after all proposals have been evaluated.

Q3. On Page 2, under the Level of Effort Table, the number of hours per labor category in the Level of Effort table appear to indicate that 1 FTE = 2,000 hours. The LOE table presents 8,000 hours for the ENGINEERING TECHNICIAN VI* labor category, which would result in 4 full-time FTEs. On page 15, under Section C, Paragraph 6.2.2, the TECHNICIAN, ENGINEERING VI labor category requires 5 resumes. Would the Government please clarify whether the ENGINEERING TECHNICIAN VI* labor category is for 4 full-time employees with 4 resumes or 5 part-time employees with 5 resumes?

A3. The Government uses 1,920 hours as the basis for one (1) year of labor per person. Therefore, for the category of “Technician, Engineering VI,” 5 resumes will be required and for the category of “Manager, Program/Project III,” 3 resumes will be required.

Q4. On Page 8, under Section C, Paragraph 1, Reference is made to: "Code 213 (Sustainment & Modernization)". It is our understanding that COD 213 was changed to Code 251. If this is correct will the Government amend the RFP to reflect Code 251 to avoid confusion?

A4. The RFP is hereby amended to Code 251.

Q5. On Page 28, Section C, Paragraph C-237-H002, SUBSTITUTION OF KEY PERSONNEL (NAVSEA) (OCT 2018), states "Key personnel are identified in an attachment in Section J." Since Key Personnel are identified in Section 6 Personnel Qualifications, will the Government delete this line to avoid confusion?

A5. Section J reference is hereby deleted.

Q6. On Page 15, Section C, Paragraph 6.2.0, MANAGER, PROGRAM/PROJECT III (2 resumes) lists Target Education: Bachelor of Arts (BA) degree from an Accreditation Council for Business Schools and Programs (ACBSP) accredited college or university. As written, the Solicitation appears to limit degrees to those obtained from colleges or universities with an Accreditation Council for Business Schools and Programs (ACBSP). This excludes degrees obtained from Nationally and Regionally Accredited Public and Private Institutions. Given the nature of schools with this accreditation, this requirement excludes many large universities and colleges with highly ranked Business programs. Request that the Government remove this accreditation requirement.

A6. The education requirement is hereby revised to a Bachelor of Arts or Bachelor of Science degree from an accredited college or university.

Q7. On Page 15, Section C, Paragraph 6.2.0, MANAGER, PROGRAM/PROJECT III (2 resumes) lists Target Education: Bachelor of Arts (BA) degree from an Accreditation Council for Business Schools and Programs (ACBSP) accredited college or university. Presuming the experience requirements are met, would the government allow a Bachelors in engineering from a Nationally or Regionally Accredited Public and Private Institution?

A7. The education requirement is hereby revised to a Bachelor of Arts or Bachelor of Science degree from an accredited college or university.

Q8. Reference: page 80, Section L.2 Proposal Format - Proposals shall be prepared on standard 8-1/2” by 11” paper, spaced at 1.5 lines with spacing before and after paragraphs set at –0– and left aligned paragraphs. Does the 1.5 line spacing apply to resumes? If so, will the Government increase the resume page limit to 3 pages per resume?

A8. The requirement does not apply to resumes which may be spaced at one (1) line or greater and not to exceed the two (2) page limit per section L.3.2.2.

Q9. RFP page 14, paragraph 5.6. Would the Government please specify the DI-FNCL number associated with

DCRL A006?

A9. DI-MISC-80508B. CDRL A006 has been uploaded to Federal Business Opportunity website.

Q10. Page 15-Manager, Program/Project III-Target Education: BA degree from an Accreditation Council for Business Schools and Programs (ACBSP) accredited college or university. As this work is technical in nature would NSWCPD consider a BS degree in a related technical field from an accredited college or university to be equivalent to the targeted education requirement for a BA degree?

A10. The education requirement is hereby revised to a Bachelor of Arts or Bachelor of Science degree from an accredited college or university.

Q11. Page 82-Volume I: Proposal Documents-This volume is the Offeror’s contractual commitment, complete in every respect and ready for acceptance by the government. – L.3.1.1 Transmittal/Cover Letter-Will the government please clarify that the only requirement for this volume is the Transmittal/Cover Letter?

A11. The only requirement for this volume is the Transmittal/Cover Letter

Q12. Page 80-Proposals shall be prepared on standard 8-1/2” by 11” paper, spaced at 1.5 lines…. Will the government consider reducing the space from 1.5 lines to single?

A12. No, a 1.5 line is required.

Q13. Page 80-81-The following are not included in the page limitations: c. glossaries of abbreviations and acronyms/e. proposal cross-reference tables. Is the cross reference table and list of abbreviation and acronyms table required for volume I: Proposal Documents?

A13. No, it is not required.

Q14. Page 85 Subfactor S – Small Business Subcontracting Commitment-Will the government please clarify that this should read “Subfactor D” and not “Subfactor S”?

A14. The Subfactor should be “Subfactor D.”

Q15. Does attachment 4 need to be included as an excel file on the CD?

A15. No, it does not need to be included.

Q16. Page 88-Supporting cost data shall be submitted in the format at Attachment 3, Supporting Cost Data, and as required herein. Will the government please clarify the name of attachment 3? And in what section of the cost volume does attachment 2 belong?

A16. Attachment 3 is called Total Cost Summary. It can be place in either Section I Total Cost Summary or Section II Supporting Cost Data.

Q17. ITEM 0002-Support Costs include material, travel, and incidental subcontracting and other direct costs…$4,813,009.89…” Since travel costs are included in the amount provided in the RFQ for ITEM 0002, should the BOE state this rather than providing a total travel cost?

A17. CLIN 0002 is a “Not to Exceed” amount. Burdened rates may be added to the amount; however, the amount should reflect a total amount not a breakdown.

Q18. What is the anticipated award date and start date for the Period of Performance for estimating purposes?

A18. The Award Date and Period of Performance has not been determined.

Q19. For estimating purposes, what amount should be used for travel since burdening may be different than the other cost elements in the support cost dollars for ITEM 0002?

A19. CLIN 0002 is a “Not to Exceed” amount. Burdened rates may be added to the amount; however, the amount should reflect a total amount not a breakdown.

Q20. For estimating purposes, are we to assume each year’s support costs will be the provided value divided by five for ITEM 0002?

A20. Yes, that would be a reasonable estimate.

Q21. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services?

A21. This is a new requirement.

Q22. Section L.2 Proposal Format; pg. 80 states… “The Non-cost volumes of a proposal shall not contain any reference to cost….” Subfactor C, Section L.3.2.4.2 shall include a Small Business Subcontracting Plan (for Large Businesses Only). Should the SBSP be in the cost volume since no cost data shall be contained in any other volume according to section L.2?

A22. Yes, the SBSP should be in the Cost Volume section.

Q23. Page 80 of 105 (Section L.2) requires that all content be spaced at 1.5 lines. Does this include content included in tables, org charts, call-out boxes, etc.?

A23. Yes

Q24. Page 80 of 105 (Section L.2) requires that all content be spaced at 1.5 lines. Please confirm that Government provided forms, attachments, etc. do not need to be reformatted to 1.5 line spacing?

A24. Government provided forms, attachments, etc. do not need to be reformatted to 1.5 line spacing.

Q25. Page 80 of 105 (Section L.2) requires that all content be spaced at 1.5 lines. Please confirm that ISRs, the subcontracting plan, letters of subcontractor commitment, etc. do not need to be formatted at 1.5 line spacing.

A25. ISRs, the subcontracting plan, letters of subcontractor commitment, etc. do need to be formatted at 1.5 line spacing.

Q26. Page 81 of 105 (Section L.2.2) states: “Proposals are to be delivered by mail to the recipient in Block 7 of the front page of the solicitation.” Block 9 of the SF 330 states that proposals may be hand carried. Please confirm that offerors have the option of hand delivering proposals.

A26. Offerors have the option of hand delivering proposals.

Q27. Page 82 of 105 (Section L.3) says that proposal volumes must be submitted as 1 original plus 4 copies. Block 9 of the SF 330 says that “Sealed offers in original and 3 copies” are required. Please clarify the number of copies required for Volumes I, II, and III.

A27. 1 original plus 3 copies are required.

Q28. Page 17 of 105 (SOW 6.3.7): Would the Government consider removing the ACEJMC accreditation requirement for the TECHNICAL WRITER III labor category, given there are only 112 accredited programs in the country and this is a non-key category? Alternatively, would the Government consider making the education minimum a target instead?

A28. The solicitation is clear on its face.

Q29. Page 15 of 105 (SOW 6.3.1): For ENGINEER II, would the Government consider adding Physics as an acceptable Bachelors degree? Alternatively, would the Government consider allowing a Masters Degree from an ABET accredited university in lieu of a BS in Electrical, Mechanical, Chemical or Environmental Engineering?

A29. The solicitation is clear on its face.

Q30. Page 15 of 105 (SOW 6.3): Would the Government consider adding an entry level engineering position to the non-key labor categories? Since the existing requirements are no less than 3 years of experience, this does not allow for recruiting directly from colleges and universities for engineers who would be able to perform tasking requiring lesser skills, thereby adding unnecessary cost for these tasks.

A30. The solicitation is clear on its face.

Q31. Pages 17-18 of 105 (SOW 6.3.11): The labor category description for the non-key category of COMPUTER PROGRAMMER III includes a minimum experience requirement for 3 years of experience in Pascal. Pascal is an outdated language that has largely been replaced by C#, C++, and Java, which are already listed in the description.

Would the government consider removing the requirement for Pascal experience or making this a “target” instead of a “minimum?”

A31. The solicitation is clear on its face.

Q32. The DD254 Attachment has some items missing.

A32. A new version of DD254 was issued by the Government and will be uploaded once it is received back from Security.

Q33. Section L.3.4.4 Cost Volume (Page 89 of 105) - Does the Government want the cost loaded in section B to be entered in whole dollars or carried out to two decimal places to the right?

A33. Costs should be carried out to two decimal places to the right.

Q34. Page 80 of 105 (Section L.2.1) states: “Index pages and Tabs are required and shall be cross-referenced to the TOC.” Would the Government please clarify the difference between the index and a table of contents? A Proposal Cross-Reference Table is also required in Section L.2.1; how is this item different from the other two? Also, if different, is the index excluded from page count?

A34. For the purposes of this solicitation, Index, Table of Contents and Proposal Cross Reference Table can be considered on in the same.

Q35. Section L.3.4.4 Cost Volume (Page 89 of 105) - Would the Government please clarify which specific tables are being considered as rate tables?

A35. For the purposes of this solicitation, it shall refer to Attachment 3-Total Cost Summary.

Q36. The RFP defines major subcontractors as those having 30% or more of the Total Proposed Contract Value (page 79). For subcontractors who have less than 30% of the total proposed contract value, regardless of subcontract type, are there requirements for their proprietary proposal submittal?”

A36. Cost proposals are required from all subcontractor not just major subcontractors. The “major subcontractor” definition was to clarify the past performance factor which refers to “major subcontractor.”
