About this file

This document provides an amendment to a solicitation for the commercial depot level overhaul of U.S. Navy LM2500 Paired Blade Turbine gas generators. The amendment answers questions received in response to the solicitation and provides revisions to sections L and M of the solicitation. The Naval Surface Warfare Center Philadelphia Division seeks to competitively award multiple firm-fixed-price, indefinite-delivery/indefinite-quantity contracts through a tradeoff source selection process. Offerors must be a GE Level IV licensed maintenance facility and must demonstrate the ability to provide OEM-certified parts, special tools, and testing capabilities. The contracts will have a potential value of $150M over five one-year ordering periods to provide overhaul, repair, and testing services for LM2500 gas generators.

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 0005 Q&A

PART I

The following changes have been made:

1. Section L- Revised paragraph L.3.2

2. Section M- Revised paragraph M.1

PART II

This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.

Question 1: Per solicitation SOW, contractors shall overhaul the LM2500 PBT gas generator IAW US Navy LM2500 technical manuals, with the exception of the digital fuel control (DFC). In the case of the DFC, the component is to be returned to the original equipment manufacturer. Could a Contractor propose overhaul through a combination of US Navy overhaul manuals, GE licensed component repairs, both LM2500 and CF6-6, as well as previously-approved US Navy approved repairs, so as to meet any conceivable tasking under the contract.

Based on the above, would that submittal be acceptable to meet technical criteria?

Answer 1: No. In accordance with the SOW (Section C), the Navy Technical Manuals will serve as the basis for the engine repairs. If a Contractor wishes to utilize an alternate repair procedure, the Contractor must submit a proposed deviation for consideration by the Naval Surface Warfare Center – Philadelphia Division (NSWCPD). NSWCPD will evaluate deviation requests on a case-by-case basis. Deviation requests are approved in writing only; the Contractor should not assume requests or previously approved items are approved, since this is a stand-alone repair contract. The DFC, as referenced in SOW Paragraph 3.4.13, has components that must be returned to the OEM, as stated in US Navy repair manuals.

Question 2: Would the submittal be evaluated on an equal footing with a GE Level IV-based proposal?

Answer 2: Factor 1 – Technical will be determined as Acceptable/Unacceptable in accordance with the criteria as defined in Section L. Offerors with a GE Level IV license will be determined Acceptable; offerors without the GE Level IV license must provide information in accordance with Section L.3.2 for technical evaluation to determine acceptability.

Question 3: How and when are US Navy technical manuals (which the Navy provides to the Contractor) updated with Service Bulletin(SB) requirements so the Contractor fully understands the extent of SB incorporation within each task order?

Answer 3: The latest revision of Naval Ships Technical Manual (NSTM) Maintenance Manual, Depot (MMD) manuals will be provided to the Contractor at the time of contract award. The Navy evaluates OEM SBs and incorporates them annually, as deemed necessary, into Navy technical documents.

Question 4: A prospective bidder was previously determined technically acceptable on a different procurement by the US Navy for the overhaul of LM2500 gas generators to include Single Shank, Paired Blade Turbine and Power Turbine assemblies. Would demonstration of prior acceptability meet the technical criteria?

Answer 4: No. All offerors must submit the required information as detailed in the solicitation, including technical evaluation criteria as outlined in Sections L & M, to be considered for Contract award.

Question 5: How will the technical proposal be evaluated?

Answer 5: Technical proposals will be evaluated as defined in Sections L & M of the Solicitation on an Acceptable/Unacceptable basis.

Question 6: Is a demonstrated overhaul capability using US Navy Technical Manuals along with OEM and USN component repair approvals sufficient to meet the L.3.2.a “Technical Documentation” requirement?

Answer 6: Please see the revisions contained in this Amendment (0005) revising pargraph L.3.2 in Section L of the Solicitation.

The closing date and time remains unchanged.
