SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1. Per the Solicitation, Offer and Award document (page 1 of 134), the proposal is due 31 Dec 2018 by 2:00

pm. Request that the Government extend the due date by two weeks given the holidays. If not, can the

Government confirm that the named personnel will be available on 31 December to receive the hard copies and digital copies required by the solicitation?

A1: The due date on RFP N6449818R4015 has been extended to 14 January 2019.

Q2. Section 3.0.3 (page 14 of 134) requires that the Contractor maintain a Quality Management System

(QMS). Further in Section L.3.5 Volume V (Factor 4) (page 116 of 134) states the Prime Contractor must demonstrate that it currently holds a QMS acceptance letter meeting the requirements of ASQ/ANSI/ISO

9001:2015 from an authorized Naval Sea Systems Command (NAVSEA) QMS Acceptance Authority. The requirements for the QMS are aligned with NAVSEA instructions and standard items that are appropriate to

Alteration Installation work, rather than the engineering services and support activities delineated in the

Statement of Work. Will the Government remove this requirement given its inconsistency with the Statement of Work scope?

A:2 Requirement for a QMS as per paragraph 3.0.3 will not be removed. In addition, adherence to NAVSEA

Technical Specification 9090-310 (latest version) could further be required at the task order level. See revised L and

M.

Q3. Page 31 of 134, Section 11.1.1 Key Personnel, b. Engineer IV, under Education, says the “Individual shall possess a Bachelor’s level degree…” and “…should also possess a Master’s degree in any engineering discipline.” Request the Government confirm that the second part should say “Individual shall also possess a

Master’s degree in any engineering discipline.”

A3: A Master's degree in any engineering discipline is recommended for this position.

Q4. How many awards does the government intend to make?

A4: Naval Surface Warfare Center Philadelphia Division, Philadelphia, PA intends to award multiple indefinite-delivery, indefinite quantity, cost-plus-fixed-fee type contract(s) providing support services as described in Section

C, Statement of Work.

Q5. Page 88 of 134 Clause 52.204-8 (2) indicates the size standard is $15M. Request that the Government revise the size standard to the size standard of $38.5M of NAICS 541330 that has been employed in NWSCPD solicitations.

A5: The size standard in Clause 52.204-8 has been updated to $38,500,000.00.

Q6. Page 99 pf 134, Section L.1 indicates questions are due within 15 days after solicitation release, yet

Section L.1.2 on that same page states “three weeks after date of solicitation release.” Can the Government clarify which is correct?

A6: Section L.1 has been revised to 21 days.

Q7. Pages 104 and 105 of 134, In Section L.3.2.2 Subfactor 1B – Management Approach, there are some sections which seem to be redundant, as follows:

· “a. Resources” seems to be almost entirely redundant of “d. Workflow Management.” Request the

Government delete “d. Workflow Management.”

· The last sentence of “a. Resources” begins “the offeror shall also discuss its plans to engage in full performance if the task order…” which is redundant of the topics covered by “e. Start-Up Plan” and that described in “Transition Plan” that follows at the end of “e. Start-up Plan.” Request the Government remove

“e. Start-up Plan.”

A7: L3.2.2 and M.2 have been revised. Please refer to the updated version of L 3.2.2 and M.2.

Q8. Page 105 of 134, Section L.3.2.2 Subfactor 1B – Management Approach, subparagraph c. Subcontract

Management, and Section L.3.2.4 Subfactor 1D – Subcontracting Commitment, subsection Subcontract

Management request information that is redundant with each other, and with the kinds of information often contained in the Small business Subcontracting Plan. Will the Government allow all of these topics to be addressed in the Small Business Subcontracting Plan? Alternatively, will the Government remove the redundancy between subfactors 1B and 1D?

A8: L3.2.2 and M.2 have been revised. Please refer to the updated version of L 3.2.2 and M.2.

Q9. Page 106 of 134, Section L.3.2.4.1 Small Business Participation Commitment Document (SBPCD) excel document requests information that is also called for earlier on page 105 of 134 in Section L.3.2.4. Can the offeror assume that the form can be used in place of a written narrative as called for in sentences one and two of Section L.3.2.4?

A9: As prescribed in Section L, please complete the form and provide a narrative.

Q10. Page 128 of 134, Section M.2 discusses the relative importance of all evaluation factors and subfactors.

Although Factor 4 Quality Assurance is listed on page 128 of 134 in Section M.3, it is never explicitly discussed in Section M.2. Request the Government provide more insight into the importance of Factor 4.

A10: Section M.2 has been revised.

Q11. Page 7 of 134, HQ B-2-0015 - PAYMENT OF FEES(S) (LEVEL OF EFFORT) – ALTERNATE I

(NAVSEA) (MAY 2010) paragraph (b) states “The Government shall make payments to the Contractor, subject to and in accordance with the clause in this contract entitled "FIXED FEE" (FAR 52.216-8) or

"INCENTIVE FEE", (FAR 52.216-10), as applicable. Such payments shall be submitted by and payable to the Contractor pursuant to the clause of this contract entitled "ALLOWABLE COST AND PAYMENT"

(FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or "INCENTIVE

FEE" clause, as applicable, and shall be paid at the hourly rate(s) specified above per man-hour performed and invoiced.” However, there are no Contractor fill-ins for man-hour fee rate(s) in the preceding paragraphs. Would the Government please clarify whether it is their intent for fixed fee to be paid as an hourly rate per man-hour performed and invoiced, and if so, include a table for Offerors to complete with their proposed hourly fee rate per man-hour?

A11: It is indeed the Government's intent for fixed fee to be paid as an hourly rate per man-hour performed and invoiced. Please see revisions to HQ B-2-0015.

Q12. Page 26 of 134, Section C 6. Place of Performance paragraph 6.1 states the “Performance may occur at the Government sites.” Page 29 of 134, Section C 11. Personnel, level of effort chart, lists the level of effort by labor category and performance year but does not distinguish between Government site and Contractor site performance. Would the Government please clarify how many hours by labor category the Government anticipates work being performed at Government site versus Contractor site for pricing and cost estimating purposes?

A12: C11.1 has been revised. The level of effort for the performance of the resultant contract is based on the following labor categories and hours per year (please use 25% Contractor site and 75% Government site as a basis for estimate for all labor categories). Additional level of detail requested isn't available. Specific task orders would be utilized to provide the scope of each order.

Q13. Page 31 of 134, Section C 11. Personnel, level of effort chart the eCraft Code for the Technician, Engineering IV and Technician, Engineering IV (OT) labor categories is 30083. Page 37 of 134, Section

11.1.2 Non-Key Personnel, paragraph y. TECHNICIAN, ENGINEERING IV, the eCraft Code is 30084.

Would the Government please clarify the correct eCraft Code for the Technician, Engineering IV labor category?

A13: C11.1 has been revised. Technician Engineering IV is eCraft Code 30084. Code 30084, not 30083, was intended for the level of effort chart for Technician Engineering IV. This was a mistake in the code number in the level of effort chart.

Q14. Page 31 of 134, Section C 11. Personnel, level of effort chart the eCraft Code for the Technician, Engineering VI and Technician, Engineering VI (OT) labor categories is 30084. Page 37 of 134, Section 11.1.2

Non‐ Key Personnel, paragraph z. TECHNICIAN, ENGINEERING VI, the eCraft Code is 30086. Would the

Government please clarify the correct eCraft Code for the Technician, Engineering VI labor category?

A14: C11.1 has been revised. Technician, Engineering VI is eCraft Code 30086. Code 30086, not 30084, was intended in the level of effort chart for Technician Engineering VI. This was a mistake in the code number in the level of effort chart.

Q15. Page 29 of 134, Section C 11. Personnel, level of effort chart shows 1920 hours per year for the Engineer

IV labor category. Page 31 of 134, Section C 11.1.1 Key Personnel paragraph b. ENGINEER IV, Level IV states “Although requiring one (1) resume, the level of effort table indicates that up to five (5) full-time equivalents (FTEs) could be necessary.” Page 104 of 134, Section L.3.2.1 SUBFACTOR 1A – PERSONNEL states “A level of effort of 1920 labor hours per man year should be utilized.” Would the Government please clarify whether the total FTEs and hours for the Engineer IV should be 1 FTE with 1920 hours per year as

Page 29 of 134 indicates, or 5 FTEs with a total of 9600 hours per year as Page 31 of 134 indicates?

A15: To clarify, the five full-time equivalents referred to in section C, 11.1.1, meant five full time equivalents could be necessary over the duration of the contract (5 years x 1920 hours/year). It wasn't assumed the same engineer would fulfill the role for the duration of the contract.

Q16. Page 49 of 134, HQ E-2-0015 QUALITY MANAGEMENT SYSTEM REQUIREMENTS (NAVSEA)

(APR 2017), prior solicitations for engineering services that have been released by NSWCPD require that the contractor certify the use of quality systems during execution that in accordance with HQ E-2-0015 Quality

Management System Requirements (Sep 2009) that adhere to the requirements of ANSI/ISO/ASQ 9001-2008 or equivalent. The requirement for a QMS acceptance letter or in process QMS review is onerous given the scope of work described in the solicitation. Request the Government employ the standard clause cited and modify the solicitation accordingly.

A16: Request denied. Requirements remain unchanged.

Q17. Page 31 of 134, Section C 11.1.1 Key Personnel, the last sentence of the first paragraph states “The proposed combined expertise of all proposed key personnel shall cover at a minimum all requirements for task areas C.1-C.6 in the performance work statement.” However, there are no task areas C.1-C.6 in the performance work statement. Would the Government please clarify or amend this statement?

A17: Removed the sentence, "The proposed combined expertise of all proposed key personnel shall cover at a minimum all requirements for task areas C.1-C.6 in the performance work statement". The task areas referenced aren't called out in the performance work statement, and it would be too broad to capture all requirements with expertise provided by two key personnel listed.

Q18. Page 113 of 134, Section L.3.4.4 Cost Volume, Indirect Rates, and page 114 of 134, Section L.3.4.4 Cost

Volume, Indirect Costs, appear to be duplicate requirements. Would the Government please combine these two requirements so Offerors only need one cohesive response to indirect rates/costs?

A18: The Cost Volume and Indirect Rates on page 114 refer to the subcontractor(s).

Q19. Page 113 of 134, Section L.3.4.4 Cost Volume, Facilities Capital Cost of Money, and page 114 of 134, Section L.3.4.4 Cost Volume, Facilities Capital Cost of Money (FCCOM) appear to be duplicate requirements. Would the Government please combine these two requirements so Offerors only need one cohesive response to Facilities Capital Cost of Money?

A19: The FCCOM on page 114 refer to the subcontractor(s).

Q20. Page 113 of 134, Section L.3.4.4 Cost Volume, Fee and page 114 of 134, Section L.3.4.4 Cost Volume, Fee appear to be duplicate requirements. Would the Government please combine these two requirements so

Offerors only need one cohesive response to Fee?

A20: The Cost Volume and Fee on page 114 refer to the subcontractor(s).

Q21. Page 105 of 134, Section L, L.3.2.4 SUBFACTOR 1D – SUBCONTRACTING COMMITMENT states

“Offerors are encouraged to review DOD Small Business Prime Contracting Goals (available at the DOD

Office of Small Business Programs Website: http://www.acq.osd.mil/osbp/index.shtml ) when completing their offer.” The DOD SB Prime Contracting Goals are stated as 22% of total awarded contract value. This is consistent with the SeaPort-e Prime Contract goals which are 20% of total contract value.”

A21: This is not a SeaPort contract.

Q22. Page 106 of 134, Section L, L.3.2.4.1 SMALL BUSINESS PARTICIPATION COMMITMENT

DOCUMENT (SBPCD) states that the Minimum Quantitative Requirement for small business participation equal or greater than 40% of the total contract value. Proposals addressing the extent of small business performance shall be separate from subcontracting plans submitted pursuant to the clause at FAR 52.219-9 as required by DFARS 215.304 (c)(i)(B).

A22: The Offeror shall also provide a narrative on its plan to meet or exceed the baseline Minimum Quantitative

Requirement (MQR) for small business participation equal or greater than 40% of the Total Contract Value (TCV).

Q23. Page 106 of 134, Section L, L.3.2.4.1 SMALL BUSINESS PARTICIPATION COMMITMENT

DOCUMENT (SBPCD) also goes on to state that “ Although the information to be provided under this subfactor is different than the information required under Clause 52.219-9 “Small Business Subcontracting

Plan,” it should be in consonance with any subcontracting plan if required and with the information presented in its technical and cost proposal.” FAR 52.219-9 requires Offerors to express goals in terms of

Subcontracted value. Given the MQR of 40%, will the Government please clarify if this was intended to be expressed in terms of Subcontracted value which would bring it in line with the DOD and SPe TCV Goals?

A23: The Offeror shall also provide a narrative on its plan to meet or exceed the baseline Minimum Quantitative

Requirement (MQR) for small business participation equal or greater than 40% of the Total Contract Value (TCV).

Q24. Page 106 of 134, Section L, L.3.2.4.1 SMALL BUSINESS PARTICIPATION COMMITMENT

DOCUMENT (SBPCD) states, “In preparation of the SBPCD, please note the Minimum Quantitative

Requirement (MQR) specified in Section M,” however there is no MQR stated in Section M. Please Clarify?

A24: Removed the reference to the MRQ in Section M. The MQR is listed in 3.2.4.1:

In addition to the completion of Attachment 4, the Offeror shall also provide a narrative on its plan to meet or exceed the baseline Minimum Quantitative Requirement (MQR) for small business participation equal or greater than 40% of the Total Contract Value (TCV).

Q25. Page 31 of 134, Section 11.1.1 Key Personnel, a. MANAGER, PROGRAM/PROJECT II, under

Education states that “Individual shall possess a Bachelor of Science (B.S.) degree in any technical or managerial discipline from an accredited college or university.” Since a managerial discipline degree could be a Bachelor of Arts (B.A.), would the Government please modify the language to an “Individual shall possess a

Bachelor of Science (B.S.) or Bachelor of Arts (B.A.) degree”?

A25: Due to the technical nature of the work described in the SOW, it is intended that a BS degree, as indicated, would be required for the position of "Manager, Program/Project II".

Q26. Workflow Management, Start-up Plan, and Transition Plan are listed as being items that the Offeror must address in the Management Approach under section L.3.2.2 Subfactor 1B – Management Approach, but there are no evaluation factors listed in Section M for Workflow Management, Start-up Plan, and

Transition Plan. Would the Government provide evaluation factors for these sections?

A26: Section L.3.2.2 and M.2 have been revised.

Q27. Subcontract Management is listed as an item under Subcontracting Commitment in section L.3.2.4

Subfactor 1D – Subcontracting Commitment, but there are no evaluation factors listed in Section M for

Subcontract Management. Would the Government provide evaluation factors for this section?

A27: Section L.3.2.2 and M.2 have been revised.

Q28. In Section L.3.2.2 Subfactor 1B – Management Approach on pages 104-105, under part (a) Resources, the Government asks the offeror to address its “ability to respond to workload fluctuations and to perform overlapping and separate tasks in a timely manner” and to address its “plan to engage in full performance of the task order once the firm receives notice of award.” In the same section under part (d) Workflow

Management, the offeror is asked once again “provide information regarding its ability to respond to workload fluctuations and to perform overlapping and separate tasks in a timely manner.” Furthermore, in the same section under part (e) Start-up Plan, the offeror is asked once again to describe its “plan to engage in full performance of the contract once the firm receives notice of contract award.” Would the Government please clarify where offerors should address Workload Fluctuations and the Start-up Plan?

A28: Section L.3.2.2 has been revised and M.2 have been revised.

Q29. Would the Government confirm that Service Contract Labor Standards do not apply to this solicitation?

A29: This requirement is for professional services.

Q30. Page 100, Section L.2.1. states that tables are allowed for the list of key personnel. Is the Offeror permitted to use tables to display other information, for example to discuss the subcontractor information requested in Subfactor 1D? The use of tables in proposal will allow for the better presentation of information and readability.

A30: Information provided must be in the required format. Tables can be used in addition to information provided in the required format.

Q31. In Section 3.4, Other Support, on page 20 of the solicitation, it states that “Authorization for SECRET

Internet Protocol Router Network (SIPRNet) is required for some portions of work outlined in Sections 4.0, 4.1, 4.2, 4.3, 4.4, and 4.5.” These sections, under 4 Data Requirements, deal with CDRLs and likely do not require access to SIPRNet. Would the Government please clarify the sections of the statement of work that require access to SIPRNet?

A31: The sections referenced should not be, "4.0, 4.1, 4.2, 4.3, 4.4, and 4.5" for SIPRNet. The sections referenced were corrected to, "3.0, 3.1, 3.2, 3.3, 3.4, and 3.5." The requirements would also be addressed in greater detail at the task order level.

Q32. Page 2 of the solicitation in note 1 states that the ordering period for this procurement will be from date of contract award through sixty months thereafter. Will the Government provide an additional year in the period of performance to allow for work issued in option year four to be completed before the end of the performance period?

A32: Each task order will have its own period of performance. See revised Section B.

Q33. On page 121 of the solicitation, the Government has included clause 252.234-7001 for use of an Earned

Value Management System (EVMS). Since this is primarily a services vice acquisition contract, this requirement does not seem appropriate to this solicitation. Would the Government consider deleting this

EVMS clause from this solicitation?

A33: EVMS clause is required and will stay in the solicitation.

Q34. Page 32, Section 11.1.1 Key Personnel item b. ENGINEER IV, LEVEL IV states that “Although requiring one (1) resume, the level of effort table indicates that up to five (5) full-time equivalents (FTEs) could be necessary.” However the Level of Effort (LOE) table on page 29 does not support this statement.

Would the Government please clarify the anticipated LOE for this labor category?

A34: To clarify, the five full-time equivalents referred to in section C, 11.1.1, meant five full time equivalents could be necessary over the duration of the contract (5 years x 1920 hours/year). It wasn't assumed the same engineer would fulfill the role for the duration of the contract.

Q35. Will the Government allow for the hand delivery of Offeror’s proposals?

A35: Proposals must go through the mail room and cannot be hand delivered to the Contract Specialist or the

Contracting Officer.

Q36. Due to the number of questions needing clarification in combination with the upcoming holidays would the Government grant a two week extension?

A36: Due date on RFP N6449818R4015 has been extended to 14 January 2019

SECTION A - SOLICITATION/CONTRACT FORM

The ordering period for this acquisition is anticipated to be five (5) years, with a six (6) year potential period of performance.

2. BASIS OF COMPETITION:

a. At the Task Order level, award determination will be conducted in accordance with clause PD-I02 “ORDERING

PROCEDURES FOR DELIVERY/TASK ORDERS ISSUED UNDER MULTIPLE AWARD CONTRACTS” in accordance with FAR 19.502-2.

RFP.

d. The minimum value of services (including Cost-Plus-Fixed-Fee) that must be ordered from each awardee will be

$10,000. The minimum shall be satisfied by the issuance of the first Task Order issued under the resultant contract award(s).

e. The rate of man-hours used may fluctuate throughout the term of the contract provided such fluctuation does not result in the utilization of the total man-hours of effort prior to expiration of the term. If at any time during the performance of this contract, the number of direct labor hours (not including “excess hours*”) utilized under this contract exceeds 75% of the total estimated hours, the contractor shall immediately notify the contracting officer of such circumstances. *Excess hours represent hours exceeding the estimated LOE amount.

f. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause hereof entitled “Limitation of Cost” and/or “Limitation of Funds”.

g. It is understood and agreed that the number of hours and total dollar amount of each labor category specified in any task order issued under these contracts are estimates only and shall not limit the use of hours or dollar amounts in any labor category which may be required and provided for under an individual task order.

h. The Government intends to reimburse Other Direct Costs (CLIN 0004) on the basis of actual reasonable and allowable costs incurred plus applicable indirect markup rates (i.e. G&A and material handling). (NO FEE WILL

i. If an offeror fails to identify, as part of its proposal, an indirect cost rate(s) that would otherwise be applicable to one (1) of the support cost items, it shall not be allowed to invoice for the indirect rate(s) after award since the evaluation of its offer did not include the rate(s).

j. In accordance with 252.215-7010 REQUIREMENTS FOR CERTIFIED COST OR PRICING DATA AND

DATA OTHER THAN CERTIFIED COST OR PRICING DATA, please submit Other Than Certified Cost or

AND PAYMENT" (FAR 52.216-7), subject to the withholding terms and conditions of the "FIXED FEE" or

"INCENTIVE FEE" clause, as applicable, and shall be paid at the hourly rate(s) specified above per man-hour performed and invoiced. Total fee(s) paid to the Contractor shall not exceed the fee amount(s) set forth in this contract. In no event shall the Government be required to pay the Contractor any amount in excess of the funds obligated under this contract.
