This requirement is in support of the U.S. Navy and U.S. Coast Guard for NSWCPD Code 44, which is involved with the construction as well as In-Service Engineering Agent (ISEA) responsibilities for electrical power and propulsion systems on Navy ships, submarines, military watercraft and unmanned vehicles.
1.0.2 This contract is for non-personal services. It does not create employment rights with the U.S. Government whether actual, inherent, or implied. By agreeing to perform the services described in these specifications, the Contractor acknowledges that he/she is not, and shall not become, an employee of the U.S. Government. The Contractor further agrees that he/she shall not bring any cause of action in any forum claiming that he/she has become an employee of the U.S. Government.
1.0.3 Government / Contractor Relationship
(a) The services to be delivered under this Contract are non-personal services and the parties recognize and agree that no employer-employee relationship exists or will exist under the contract between the Government and the Contractor's personnel. Therefore, it is in the best interest of the Government to provide both parties a full understanding of their respective obligations.
(b) The Contractor-employees shall identify themselves as Contractor-personnel by introducing themselves, or being introduced as Contractor–personnel, and displaying distinguishable badges or other visible identification for meetings with Government-personnel. In addition, Contractor-personnel shall appropriately identify themselves as Contractor-employees in telephone conversations and in formal and informal written correspondence
(c) Contractor-personnel under this contract shall not engage in any of the inherently Governmental functions listed at FAR Subpart 7.5 or DFARS Subpart 207.5.
(d) Employee Relationship:

2) Rules, regulations, directives, and requirements that are issued by the U. S. Navy and NSWCPD under its responsibility for good order, administration, and security are applicable to all personnel who enter a Government installation or who travel on Government transportation. This is not to be construed or interpreted to establish any degree of Government control that is inconsistent with a non-personal services contract.

1.1 BACKGROUND
The Advanced Electric Power Systems Branch, Code 44, of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) is tasked with providing engineering support for electrical power and propulsion systems during the construction and life cycle of US Navy ships, submarines and other naval assets. Specifically, Code 44 is responsible for, or involved in, multiple programs such as the DDG-1000 In-Service Engineering Agent (ISEA) and New Construction Program, DDG-51 Flight III New Construction Program, as well as the application of system control and data acquisition (SCADA) using traditional and “smart” circuit breaker technology for Modernization on multiple ship classes such as LHA, LHD, LCC and others.
All programs have unique products and applications of technology geared for the particular platform. All products need to be engineered, designed, maintained, and configured properly. What is common across all the programs and platforms are the concepts of electrical power density and systems integration.
Electrical power and propulsion systems that are currently being designed for US Navy ships have many features and technologies that are not common on most existing US Navy ships. There is an emphasis on using technology that increases electrical power density, such as power electronics, Direct Current (DC) power distribution, electric drives, and increased voltage levels from 450 Volts Alternating Current (VAC) to 4160 VAC and 13,800 VAC.
In addition, the way the technology is being applied is also changing. Traditionally, the electrical power system is separate from the propulsion system on US Navy ships. The new emphasis is to combine the electric power and propulsion systems into an integrated power system (IPS) architecture. The new architecture not only increases operational reliability, but when used in conjunction with SCADA, it can increase operational performance as well as contribute to reduced manning goals. From an engineering standpoint, the challenge is not only integrating engineering systems that are traditionally separate, but also incorporating technology into those systems that improve performance capabilities. It is about implementing electrically power dense systems-of-systems across multiple ship classes.
The requirements of this SOW include support for the multiple acquisition phases of the life cycle of a ship class.
This includes development, engineering support, technical support, logistics support, and life cycle support. In addition, there are requirements for modernization program support including installation support services, personnel support, as well as facilities and material staging support for Code 44 of NSWCPD.
