SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

QUESTIONS AND ANSWERS

Q1. Can we get a list of packing materials that will be needed on an annualized basis so we can include the cost in our proposal? Packing boxes, tape, shrink wrap, peanuts, etc.

A1. The government will not provide a material list for this effort. In accordance with Section C, Statement of Work, Para 2.2, “Office-moving services include the labor, tools, materials, equipment, means, and methods to secure, preserve and protect the Government Property being moved to prevent scratches, dings, dents, or mars during the Contractor’s handling. Contractor shall also provide the tools, materials, equipment, means, and methods to preserve and protect NSWCPD building interiors such as flooring, carpeting, walls, doorways, and elevators.”

Please review the attachments for type and frequency of work required under the Statement of Work.

Q2. Where can we store our tools on site? Would an area for a job box be made available?

A2. No permanent storage space will be provided. Please see Section C, Statement of Work, Section 6.0 , “Limited Government furnished storage facilities are available to the Contractor in the vicinity of the work site. If the Contractor intends to leave vehicles, materials, and equipment in the work area overnight, or over weekends, then security of the Contractor's property and its personnel's property shall be the full responsibility of the Contractor.

The Government will accept no liability in case of loss due to fire or theft.”

Q3. Can we check on CDL requirement if we are using a standard 23' straight truck. (PennDot doesn't require a CDL for a vehicle which is under 26,000lbs, < 16 passengers and non Hazmat).

A3. Proposed drivers are only required to possess a Commercial Driver’s License (CDL) if it is a requirement to operate the trucks proposed for use by the offeror. In order for a quote to be considered technically acceptable, the proposed trucks must meet the requirements of section 2.3.

Q4. How much floor protection (i.e. masonite) do we need to account for in the contract?

A4. Please see Q1 and A1.

Q5. Under the Wage Determination document where does a person that installs office furniture fit?

A5. The proposed labor categories and mix are at the discretion of the Offeror. The proposed personnel must be able to complete the work required in the Statement of Work and solicitation attachments. The government will not dictate specific labor categories.

Q6. We are being asked to develop and maintain an inventory of furniture and equipment stored on site;

does this include the areas that were part of the walk through? Does it include existing furniture that is installed; what detail is required and would you define the word equipment?

A6. The inventory is for furniture and equipment stored in several locations and does not include installed furniture.

Specific instructions regarding the inventory of furniture will be provided as Technical Instructions (TIs) after award. The Technical Instructions will contain the location of furniture and equipment as well as the level of detail required for the inventory. Examples of equipment include furniture dollies, panel carts, and/or pallet jacks.

Q7. Am I correct in assuming that the price you are looking for is for a lump sum for over the term of the contract? I do not see where there is anything specific to price in the bid.

Offerors are to price Contract Line Items (CLINs) 0001, 0003, 0005, 0007, and 0009 in section B. The remaining CLINs for Technical Data are Not Separately Priced. Please see page 14 of 59, Options. “The Government will

N64498-17-R-5015 evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).”

Q8. What wage determination labor category is the Navy using for the workers with tools?

Please see Q5 and A5.

Q9. Who is responsible for managing the warehouse storage?

The Contractor will be provided Technical Instructions regarding specific tasks that will be required under the Purchase Order. If a warehouse storage management tasking is required, it will be provided as a Technical Instruction. The quantity of work will not exceed the quantity described in the Statement of Work, Para 2.1:

“Anticipated quantity of work is sufficient to engage four (4) personnel for five (5) days a week, Monday through Friday.”

Q10. Who is responsible for pallet jacks or forklift in warehouse?

The Contractor is only required to provide the equipment and vehicles specified in the Statement of Work.

Q11. It is our assumption that Item 4 under Instructions to Offerors (list of contractor personnel with access to DON information systems) is not required to be submitted until after award. Is this so?

The solicitation is clear on its face.
