PLC I/O technical section 2.5 of the Solicitation calls out qualified testing for Shock/Vibe/EMI/810E Temp‐Humidity. However, the related CDRLs for testing call out qualified testing for only Shock/Vibe/EMI. Request confirmation that only Shock/Vibe/EMI will be required.
Response:
Tech Code confirms that shock, vibration and EMI are the only CDRLs that are required as part of the first article testing. Military specification and testing requirements with respect to temperature and humidity were mistakenly included.

OIP & AIO technical sections of the solicitation in section 2.6 and 2.7 call out qualified testing for Shock, Vibe/EMI/810G Temp‐Humidity/1399 Power.
Military specification and testing requirements with respect to temperature, humidity and power were mistakenly included.

Wish to confirm that Voltage reference 85‐264‐VAC is correct and applies.
Response:
Tech Code confirms that the voltage requirement does not apply. For CLINs 0069, 0070, and 0071, the line item for ‘Voltage’ should be removed from each CLIN. There is currently contradictory information in these CLINs where a ‘Voltage’ and an ‘Input Power’ are indicated and conflict with each other. The ‘Voltage’ line item was included mistakenly and should be removed.

Stand Alone Embedded Computers call out Shock/Vibe/EMI. Contractor standalones are qualified as part of an assembly, not standalone. As such, is 'Designed to meet specifications…' acceptable?
Response:
Tech Code concurs that “designed to meet specifications” is acceptable for standalone components qualified as part of an assembly.

Request correction: Incorrect Section reference to Flat Panel General Spec; references Section 2.8, should be Section 2.9.
Response:
Tech Code concurs with the contractor. Reference should be section 2.9. Additionally, general specifications for section 3.10, Military Computers are found in section 2.8 vice 2.7.

Wish to confirm whether Ethernet connection listed in description applies.
Response:
Tech Code confirms that the Ethernet connections are not required for flat panel displays. The requirement was mistakenly included.

We request a description of MISC Installation hardware, as this is not an installation contract. Should incidental installation material be necessary, it should be treated as a Material CLIN with a placeholder estimate for the bid chosen by the government. It can be negotiated (RFP, Quoted by Contractor and negotiated by Contracts) on a Firm Fixed Price basis when/if needed.
Response:
The Tech Code provides the following examples of the Misc Installation Hardware in support of the Fluid Control System: flanges, fittings, gaskets, spacers, clamps, nuts, bolts, striker plates, and connector adapters. Additionally, this line item should be treated the same as CLINs 0095, 0096, and 0097 with respect to ODC/FFP as indicated in Question #8 below.

These are Material, hardware CLINs, but are listed as Other Direct Cost CLINs. It is anticipated that there will be miscellaneous material required under this contract that is not encompassed by the CLINs contained, but the amount of material and description of material is difficult to estimate. These factors are dependent on the Government's specific needs in specific situations. We request that these CLINs be re-categorized as FFP Material CLINS with a placeholder for dollar estimates (perhaps the current not to exceed per year). When such incidental materials are needed, the contractor can issue a quote to the Contracting Office for approval on a Firm Fixed Price basis.
Response:
Tech Code recommends miscellaneous material CLINs (CLIN 94-97) be listed as other direct costs as minor material requirements will be on an as needed basis to support installations, grooms and repair efforts. These CLINs are NTE CLINs, therefore the contractor proposal should include the NTE amount. Orders will include the applicable ODC CLINs when individual orders are placed.

We anticipate that First Article Testing requirements should take place in earlier contract years, to ensure product is ready to support the Government's needs and schedules. We request that most of the Not to Exceed funding be re-allotted to Year 1, with smaller portions allotted to Years 2 and 3. Can the not to exceed be changed to $400,000 for Year 1, and $50,000 for Years 2 and 3?
Tech Code Response:
Tech Code agrees with the contractor’s recommendation to increase the Not to Exceed funding for year 1. Tech Code does not estimate that these design changes will be exceptionally numerous such that costs would exceed $250,000 in the first year. Section L requires contractor submit first article test plan as part of the proposal.

Registration for Virtual Shelf only allows for access to community content sections. Contractor does not have access to any parts listings. How does Contractor obtain access to view parts listings to determine material commonality?
Response:
We are looking into additional information for this.

Request correction of Form DD‐254 issued with Solicitation: Form DD‐254 has multiple errors. Incorrect Solicitation number.; incorrect issue date; Section10K should not be marked 'Escort Required'; and we suggest a 'Yes' for Section 10b Restricted Data based on requirements of prior TLI contract.
Tech Code Response:
Tech Code concurs with the contractor that the solicitation number and date should be corrected. Tech code confirms that DD-254 is accurate with respect to item 10(k), escort required and Section 10(b), Restricted Data. Contractor does not require unescorted access to classified spaces on ships or access to Restricted Data (Restricted Data is defined as data concerning design, manufacture, or utilization of atomic weapons; the production of special nuclear material; or the use of special nuclear material in the production of energy) in order to perform work as described in Section C of the Statement of Work.
