N64498-17-R-5003 Amendment 0002 Question and Answers Attachment 5
1. Would the Government consider invoking the exception for NAICS Code 541330 for Military and Aerospace Equipment and Military Weapons?
a. The NAICS code for this procurement is set to 541330_a_except, which has a size standard of $38.5M. The solicitation has been updated to reflect this.
2. Amendment 0001 (page 21 of 29) requires that offerors prepare three (3) paper copies and three (3) CDs of the Technical & Management Volume for submission. The original Solicitation had required one (1) original + three (3) copies. To clarify, only three (3) copies are now required (in other words, no “original”)?
a. This is correct.
3. Amendment 0001 (page 21 of 29) requires that offerors prepare two (2) paper copies and two (2) CDs of the Cost/Price Proposal for submission. The original Solicitation had required one (1) original + a CD. To clarify, only two (2) copies are now required (in other words, no “original”)?
a. This is correct.
4. Amendment 0001 (page 22 of 29) requires offerors to include the following “front matter” with their proposal: “Table of Contents (TOC), lists of illustrations, tab pages, appendices, index, and lists of tables.” It further states: “Index pages and Tabs are required and shall be cross-referenced to the TOC.” Can the Government please clarify how an “index” is different than a TOC or list of illustrations/tables?
a. Index pages and tabs refer to how your proposal is divided up for organizational purposes. These instructions refer to tabs/index pages labeling sections of your proposal, which align with the TOC.
5. BACKGROUND: In response to question 27, of the original questions, concerning the clarification of “contract deliverables” as requested for past performance, the government responded, "What work they will be providing under the effort." The original question is related to “Past Performance” while the wording of the answer implies “Future” work to be performed.
Whereas item 4 on the list of items to be included in the Past Performance calls for a “Brief description of the scope of work,” it seems that adding work performed would be redundant.
Traditionally, deliverables are considered reports.
a. Our previous response was incorrect. Contract deliverables would entail anything that was required to be delivered under the specific previous effort. These could be reports, or an actual physical deliverable.
6. BACKGROUND: On page 22 of Amendment 0001, the government specified:"Pages excluded from the page count, unless otherwise stated herein, must be blank and marked "Intentionally Left Blank."" However, items excluded from the page count include Table of Contents, lists of illustrations, lists of tables, etc., and these, because of their content, cannot be blank. The only pages that are truly blank are the tab pages. QUESTION: Please clarify the government’s intent for the applying the words "intentionally left blank” – when, where, how?
a. If for organizational purposes you left a page blank (e.g. as pages should be printed double sided, the last page before a new tabbed section), you would need to indicate the page as described in the solicitation.
