SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

QUESTIONS AND ANSWERS

Q1. SOW Subsection C.3.1.4 and C.3.1.5 state, "The contractor shall utilize industry best practices to return the LM2500 hot section component to new part dimensional measurements." Are you able to provide the requested measurements to support proposal preparation?

A1. NSWCPD will provide the opportunity for offerors to come in and take measurements of all items the week of January 22, 2018. Please contact Matthew Riggitano at Matthew.Riggitano@navy.mil by Friday, January 12 if you would like to set up a site visit for these parts.

Q2. SOW Subsection C.3.1.4 and C.3.1.5 state, "The contractor will submit a sample document in its summary submittal to validate the traceability of Navy GFP components." Are the samples to be counted within the 30-page technical proposal document?

A2. No. This can be in addition to the 30 page count.

Q3. Page 109 of the solicitation, first paragraph of PD-L01 Proposal Preparation Requirement states, "Proposal shall be submitted as three separate documents..." The list of documents includes 2 separate documents, (1) the solicitation, offer and award document and (2) Technical Proposal. Is there a "third document" requirement?

A3. No, there is no third document. This was a typographical error. We have corrected the RFP to state “two separate documents”.

Q4 (A). SOW Subsection C.3.1.3 states, "...the contractor must submit samples of the routing plan for evaluation."

When is the contractor to submit samples of routing plans for evaluation?

A4 (A). Samples of the routing documents must be submitted with the bidders technical proposal.

Q4 (B). Are the samples to be included within the 30-page technical document? Note: Routing plans are rather lengthy in nature and could easily exceed the page limitations.

A4 (B). Bidders should submit a summary of the routing plan within the 30 page submittal, that summary can reference a separate addendum outside the 30 page submittal with supplemental detail.

Q5. CLIN 0042 is for Shipping - Not to Exceed (NTE)- $50,000. Will you please confirm the contractor has no obligation to address shipping charges for CLIN 0042?

A5. Other than filling in the amount in the schedule in Section B, there is no requirement to address shipping on the part of the offeror.

Q6. Reference Amendment 0001, page 3, Delivery Information, CLIN 0005, Quantity 1,800 each, Delivery Period 120 days. Should the contractor receive 1,800 repairable parts, what is the Navy's repair-turn-around-time (RTAT) expectation?

A6. The Navy does not expect to ship that many units in one order against the contract. It is more likely that the Navy will order 3 – 4 engine sets of parts for repair 2 or 3 times per year. However, in the event that the Navy required the maxium units in one order, the delivery could be negotiated.

Q7 (A). The Maximum Quantity for CLIN 0001 does not appear to match the totals listed for items 0002-0041.

When totaling the Maximum Quantities from the Stepladder Pricing Structure for CLINS 0002-0041, the amount is

N6449817R4026

27,960. However, a total Maximum Quantity of 62,880 is listed for CLIN 0001. What is the correct Maximum Quantity that should be used for CLIN 0001?

A7 (A). The quantity of 62,880 shall be used for the total Maximum Quantity in CLIN 0001. The original RFP listed incorrect Maximum Stepladder Quantities for the CLINS mentioned below. Under this Amendment, revisions have been made to the Stepladder Pricing Quantities as follows:

-The Maximum Stepladder Quantity for PBT HPT Stage 1 Nozzles (CLINS 0006, 0014, 0022, 0030, & 0038) has been changed from 136 to 264.

-The Maximum Stepladder Quantity for PBT HPT Stage 1 Blades (CLINS 0007, 0015, 0023, 0031, & 0039) has been changed from 216 to 432.

-The Maximum Stepladder Quantity for PBT HPT Stage 2 Nozzles (CLINS 0008, 0016, 0024, 0032, & 0040) has been changed from 136 to 264.

-The Maximum Stepladder Quantity for PBT HPT Stage 2 Blades (CLINS 0009, 0017, 0025, 0035, & 0041) has been changed from 224 to 448.

The revisions to the Stepladder Pricing Quantities above give a total maximum amount of 31,440 for CLINS 0002- 0041. This, however, is not the total Maximum Quantity used for CLIN 0001.

Q7 (B). How is the Maximum Quantity for CLIN 0001 calculated?

A7 (B). The total Maximum Quantity for CLIN 0001 is calculated by doubling the total quantity from CLINS 0002- 0041. This quantity is 31,440. Therefore, the total Maximum Quantity used for CLIN 0001 is 62,880. This is to account for the potential fallout of parts and certain percentage of blades and nozzles that will be determind unrepairable at any point in the process.

In addition, the following have been modified:

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

PD-L01 PROPOSAL PREPARATION REQUIREMENT (JUL 2007)
