SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been added by full text:

Request for Proposal Questions/Answers:

1. Request the Government consider including FAR Clause 52.232-16, Progress Payments in Section I.

FAR Clause 52.232-16 has been incorporated into the solicitation.

2. Page 11, Section C of the RFP, SOW paragraph 3.4.3 ESS Testing requires the Contractor to conduct ESS testing on Government specified units and LRUs. SOW Paragraphs 3.4.4 and 3.4.5 provide details for the profiles for thermal and vibration testing for ETCU units but there is nothing specified for the LRUs.

Additionally, page 15, SOW Paragraph 4.2.3 states the Government will provide all test equipment identified in Attachment 1, GFE for TK2013600-1 ETCU Test Set in support of ETCU Test Set. Will the Government provide the ESS profiles for thermal and vibration testing and test fixtures for each unique LRU? Or should the Offeror include the non-recurring engineering (NRE) costs for developing these ESS profiles and test fixtures for the LRUs in our proposal? If the Government will provide the ESS profiles and text fixtures for the LRUs, the offeror requests these items be included in the SOW GFE attachments.

SOW paragraph 3.4.4 and 3.4.5 are thermal and vibration profiles for the ETCU and the LRUs. For the purposes of producing a procurement estimate recommend the Bidder assume LRUs would be tested with a Government furnished test fixture in accordance with 3.4.4 and 3.4.5.

3. Can the Government provide any information as to the anticipated award date of this contract?

The anticipated award date for the contract is FY18Q3.

4. Page 19 of the RFP: Attachment 002 Table is entitled “GFM for TK2013200-1 CLIN 004”. The part number identified in the title for this table is for CLIN 0003, ETCU (Part Number TK2013200-1). Should the title for this table be revised to state “GFM for TK2013200-1 CLIN 0003” instead?

Yes, the title of the table should be revised from: GFM for TK2013200-1 CLIN 0004 to: GFM for

TK2013200-1 CLIN 0003.

5. CDRL A004 Reliability Test Procedure states “QTR” as the frequency of the data item deliverable in Block

10. Should the delivery frequency of CDRL A004, Reliability Test Procedure, state “ONE/R” in Block 10 instead?

Yes, CDRL A004 Reliability Test Procedure BLOCK 10 should be revised from: QTR to: ONE/R.

6. Page 11, Section C of the RFP, SOW paragraph 3.4.1 is entitled “LRU/Component Testing.” On Page 16, Section of the RFP, each of the SOW paragraphs 4.3.4 – 4.3.6/CLINs 0004 - 0006 require the Contractor to conduct Acceptance Testing in accordance with section 3.4.2 of the SOW, which is for a unit DVT. CLINs 0004-0006 are all Line Replaceable Units (LRUs). Is section 3.4.2 the correct testing paragraph for LRU acceptance? Should SOW paragraphs 4.3.4-4.3.6 reference section 3.4.1 instead?

The LRUs are identified in paragraph 4.3.1 however; the LRUs are required to go through Acceptance Testing in accordance with paragraph 4.3.2. The Contractor and the Government will work closely to identify what testing is to be accomplished for the LRUs. Paragraph 4.3.1 does not have a CDRL associated and the LRUs are required to pass Acceptance Testing therefore, 4.3.2 is the most logical location.

7. Page 16, Section C of the RFP, SOW paragraph 4.3.7/CLIN 0007 entitled “Sled Assembly” references “Acceptance Testing in accordance with section 3.5.1 of the SOW.” SOW Paragraph 3.5.1 is entitled “Monthly Accomplishments.” Should SOW paragraph 4.3.7 be revised to state “Acceptance Testing in accordance with section 3.4.1 of the SOW” instead, since CLIN 0007 is a LRU?

Yes, SOW paragraph should be updated from: 4.5.1 to: 4.3.2. This is similar to Question 3 in regards to the LRUs and Acceptance Testing.

8. Does the TDP to be provided by the Government upon request include a System Safety/Hazard Analysis report for the ETCU design? Or should offerors include a price for the completion of a System Safety/Hazard Analysis in the price proposal?

The Government is not invoking MIL‐STD‐882 explicitly.

9. The offeror requests clarification regarding how proposal hard copies should be presented. Is it acceptable to deliver the hard copies of each proposal volume in 3 ring-binders, one for each of the 3 separate documents (Solicitation, Offer and Award;

Technical; and Price)? If so, what information should appear on the binder cover (vs. a title page)?

Refer to sections L and M of the solicitation for proposal guidance.

10. Can 11x17” fold-outs be used for graphics or schedules? Does an 11X17” fold-out count as one page against the page count?

Refer to sections L and M of the solicitation for proposal guidance.
