SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

Q1) Request a copy of CDRL list, DD Form 1423. Exhibit references, but not included in the solicitation.

A1) Please see three (3) CDRL Attachments.

Q2) Request a change in IP rating specification for Item 0009 Military Computer.

Reference: Section 4.0, Military Computers, Items 0009, 0033, 0053, 0073 & 0093: Skylake Quad Core Computer, Enclosure, Threshold IP65/Objective: IP67

The military computers are intended to be installed and tested in multiple hardware configurations which include CPU Enclosures, Stand Up Single Monitor Consoles, Sit Down Single Monitor Consoles, Stand Up Dual Monitor Consoles, and Stand Up Single Monitor Consoles. In each of these applications, the computer will be mounted inside of a separate, environmentally protected enclosure, therefore, both the threshold and objective military computer ingress protection ratings of IP65 and IP6, respectively, are unnecessary given they will be protected to the IP rating of the outer enclosure. These specification requirements will increase cost without adding value. Further, these sealing (IP) ratings add complexity to the thermal design of the computers given that they will be mounted inside of sealed, fan less enclosures. Will NSWC consider changing the IP rating on the military computers to IP54 while maintaining the target operating temperature and humidity set forth in Section 3.0?

This change will result in lower cost, increased computer hardware configuration flexibility, and extended component lifespan due to enhanced cooling performance.

Operating Temperature Threshold: MIL -STD-810G (0・・- 60・C) (32・・- 140・F) (Test to maximum days suggested in MIL-STD for max temperature and max load) Objective: MIL-STD-810G (-10° - 70°C) (14° - 158°F) (Test to 30 days at max temperature and max load) Operating Humidity:

Threshold: MIL-STD-810E (0-95% non-condensing)

A2) NSWCPD concurs with changing the IP rating on the military computers to IP54 while maintaining the target operating temperature and humidity set forth in Section 3.0. In each of these applications, the computer will be mounted inside of a separate, environmentally protected enclosure, therefore, both the threshold and objective military computer ingress protection ratings of IP65 and IP6.

Q3) Request NSWC input on specific I-O/interfaces required to be populated on the exterior of the OIP enclosure.

Reference: 4.0 INDIVIDUAL ITEM SPECIFICATIONS:

Operator Interface Panel (OIP) All OIPs must meet the general specifications listed in section 3.0. Items 0001, 0025, 0045, 0065 & 0085:

24" OIP with Skylake Quad Core CPU

The specification describes support required for various types of I-O/interfaces but does not specifically list the I-O required on the OIP enclosure.

The type and quantity of I-O available on the internal computer typically exceeds the type and quantity of I-O that are actually broken out to the operator interface panel enclosure. What specific I-O/interfaces does NSWC wish to have populated and available externally on the OIP enclosure?

Power (single or dual?), quantity of RJ45 NICs, type and quantity of fiber NICs, type and quantity of USBs, type and quantity of other interfaces?

A3) Starting on page 65 of the document, the specifications of what the external I/O should be.

They are as follows:

Electrical & I/O Ports for OIP:

USB: Standard male USB connector mounted inside Mil Spec Connector for capping Support for a minimum of four (4) USB 3.0 and two (2) USB 2.0 ports Power: Mil Spec Connector, QTY 1 Fiber Ethernet: External fiber connections not recommended given their cost and use. Rather, recommend 2 stuffing tubes be provided for fiber connections. Field fiber cables will penetrate the OIP and land to an included internal ST-ST patch panel which provides the mating junction to the fiber ports on the CPU. Fiber jumpers from CPU fiber ports to ST-ST patch panel will come pre-installed – two Single-mode & two Multi-mode to account for all flavors of fiber Ethernet.

Copper Ethernet: Mil Spec Connector Support for a minimum of three (3) 10/100/1000BaseTX native copper network interfaces Isolated GPIO/DIO: Mil Spec Connector Support for a minimum of four (4) DI and four (4) DO Cap: mating metal cap" All these ports should have an ability to be secured via a metal cap

Q4) Request clarification on environmental qualification testing requirements for Items 0003 and 0009.

Please confirm if connector kits are required for this item. These connections will be pre-wired at time of assembly and no field side connectors would be needed.

A5b) Correct, no connector kits are required for this item. This item should be fully integrated and pre-wired to each applicable console. Remove Items 0004, 0028, 0048, 0068 & 0088.

Q5c) Page 70 Reference: Connector Kit Items 0010, 0034, 0054, 0074 & 0094:

Connector Kit for item 0009, Skylake Quad Core (Military) Computer The Skylake Quad Core Computers will come mounted and fully integrated into the stand-up and sit-down single and dual monitor consoles (and recommend in the CPU Enclosures as well). In typical installations, only a portion of the available computer I-O/interfaces are utilized and broken out to the enclosure external interface since cabling and connecting unused I-O is both cost prohibitive and unnecessary. The utilized connections will be pre-wired internal to the enclosures at time of assembly and no field side connector kits would be needed for the computers themselves Connector kits are associated with the various enclosure types in the specification, so those requirements are covered.

A5c) NSWCPD intends to procure Item 0009 for lab test site. Items 0010, 0034, 0054, 0074 & 0094 are not required as long as power cable is supplied with item 0009. If not, items 0010, 0034, 0054, 0074 & 0094 should contain 1 power cable.

Items 0020, 0044, 0064, 0084 & 0104:

Connector Kit for Item 0019, CPU Enclosures

A ‘typical’ CPU Enclosure connector kit consists of 1 x Mil-power field-side connector and back shell and 2 x circular-mil type RJ45 field-side connector and back shell. Please confirm if this is acceptable, otherwise, please provide detail on the components that are required to be included in the connector kit applicable to Item 0019.

A5e) Acceptable

General Connection Requirements:

All field cabling for any enclosure or console should go through some sort of junction – either internal to (e.g.

terminal blocks, patch panel, etc.) or at the overall enclosure via MIL-SPEC connectors. No field cable penetrating an enclosure should connect directly to a CPU port.

Q6) Request spec change to allow for a consistent 90db speaker rating across all display types.

Page 66 (24in Display), Page 67 (42 in Display), Page 69 (46” Display) Reference: Section 4.0 Individual Item Specs

The speaker decibel level ratings vary from 90db (46-inch display) to 110db (24 and 42-inch displays). Is 90db acceptable for all displays?

A6) 90db is not acceptable for all displays. Requirements set in the document must be followed to the specific device. Different displays will be mounted in different spaces; some displays will be in very loud spaces where 110db rating is a requirement.

Q7) Request to remove speaker from 24-inch display specification.

Reference: Section 4.0 Individual Item Specs Item 0003 24 Inch Display Speaker requirement.

The 24-inch display specification requires a speaker be integrated into the display. The 24-inch displays will be mounted and fully assembled in the four console variants, two of which have dual monitors. Will NSWC accept a 24-inch display without integral speaker and a console mounted speaker instead? This will offer a cleaner overall display bezel design and console design, especially in the case of dual monitor consoles.

A7) Acceptable

Q8) Computer input power clarification.

Reference: Section 3.0 General Specifications Military Computers Electrical Specifications: Power Supply: 24VDC, Input Supply: 90 to 132 VAC Single Phase

Reference: Section 4.0 Individual Item Specs Item 0009 Skylake Quad Core (Military) Computer Power:

Voltage: 85-264VAC Rating: 2x max power consumption Power Connector: 2-pin Terminal Block: V+, VOn/Off Switch: Push Button Input Power: 12V-36 VDC

The electrical specifications pertaining to the Military Computers/ Skylake Quad Core Computer listed in Section

3.0 and Section 4.0, respectively, are inconsistent.

AC power will be supplied from the ship’s power distribution system to the various enclosures (consoles, OIPs, CPU Enclosures). AC power will be fed to the input side of an internally mounted power supply producing a 24VDC secondary supply to the computers. Does NSWC concur that the 85-264VAC as well as the 90 to 132 VAC input power spec should not apply to the computers? Request that an input power specification be amended to 12-

36VDC.

A8) NSWCPD concurs with using power supply mounted within the console or CPU enclosure external to the computer. Power specification should be amended to 12-36VDC.

Q9) CPU Enclosures request for clarification Pages 62-63 Reference: Section 3.0 General Specifications

CPU Enclosures General Specification:

The computers shall be fanless, passively cooled, completely solid state without a display. Computers shall be qualified to MIL-S- 901D Grade A Shock, MIL-STD-167 Vibration, and MIL-STD- 461F for EMI. Shall be bulkhead mounted.

Pages 77-78 Reference: Section 4.0 Individual Item Specs CPU Enclosures Items 0019, 0043, 0063, 0083 & 0103: CPU Enclosures Electrical & I/O Ports: Hole penetrations to be made by AIT Power: Voltage: 90-264VAC Rating: 2x max power consumption Connector: respective Amphenol Connectors

CPU

Shall house and mount item 0009 military computers with respective connector kits

Based on the information provided in Sections 3.0 and 4.0 pertaining to the CPU Enclosures, it is not clear how NSWC plans to procure and field install this item. Some of the information seems to indicate that the enclosures (with associated connector kits) and computers will get be procured separately, and then installed together by an AIT activity (Section 4.0). Section 3.0 seems to describe the computers as integral to the CPU Enclosures. If the intention to source them separately, we strongly recommend NSWC reconsider this approach.

The CPU Enclosures must be tested as a complete assembly. With a separate approach, the sum of two independently tested components then mounted together does not result in a qualified assembly. Also, when delivered as a complete assembly, all internal wiring and connections are handled by, and are the responsibility of the manufacturer/vendor and warranted as such. Please advise NSWC’s procurement strategy for Item 0019 and associated Item 0009.

A9) NSWCPD does NOT intend to procure parts separately and assemble via AIT for first time installations.

NSWCPD intends to procure all OIPs, CPU enclosures and consoles (items, 0001, 0005, 0007, 0011, 0013, 0015, 0017, 0019 and follow on year items) for shipboard installations as fully assembled, qualified and tested items.

NSWCPD intends to procure connector kits (item 0002, 0006, 0008, and 0020) as needed for shipboard installations and test lab installations.

NSWCPD intends to procure the Skylake quad core computer (item 0009) and connector kit (item 0010) as needed for test lab installations.

NSWCPD intends to procure displays (24”, 42”, and 46”), and Skylake quad core computers as battle spares for each installation and as ISEA repair parts as needed.

Q10) A formal submittal of concern for the requirement listed on page 110 under 52.209-3 FIRST ARTICLE APPROVAL--CONTRACTOR TESTING (SEP 1989), Paragraph B.

The constraint of a first article test report within 60 calendar days from the date of contract requires all hardware listed in the relevant CLINs to be ready for qualification at the time of contract award. This is unrealistic. The schedule should include sufficient time to build the first articles, prior to starting testing. As currently formulated, this schedule requirement for First Article Approval cannot be met.

A10) Agree. 90 days manufacturing plus 90 days for test and report.

Q11) Clause HQ C-2-0009, Assignment of Serial Numbers(s) (NAVSEA) (SEP 1990) (Section C, p.81)

The manufacturer of these products has their own serialization scheme. Can this requirement be satisfied with an IUID label, or do we have to contact the government to assign serial numbers for each item? Note that this would be in addition to the manufacturer’s own serial number for each item. DFARS Clause 252.211-7008 invoked, but seems to address the government assigned serial numbers for “major end items”. DFARS Clause 252.211-7003 also invoked in the RFP, is the IUID label clause. (Section I, p.112)

A11) Agree. An IUID Label will satisfy this requirement.

Q12) 5.0 Responsibilities, Contractor Responsibilities (Section C, Item 5.0, p.78) Are there required formats for the tech manuals and technical drawings, or is a Commercial technical manual acceptable?

A12) Commercial Tech Manual is acceptable along with PDF drawings documenting dimensions, weight, moment and power requirements.

Q13) Can you confirm whether offerors are required to submit Cost & Pricing data in response to this Solicitation?

And if so, where specifically are offerors instructed to include this data? Note 2 on page 2 of the Solicitation states that offerors shall submit Other Than Certified Cost or Pricing Data with proposal submissions. Section L.1 on p.128 states that cost/pricing information should only be present in the Cost Volume. Item d. of Section L.2.3 on p.130 states that narratives related to cost/price summary data may be provided in MS Word. However, Factor 3 – Cost/Price Volume as per the table in Section L.3, p.130 has a Page Limit of 143, which mirrors the Solicitation page count and leaves no room for the inclusion of additional Cost or Pricing Data.

A13) Offerors are required to submit Certified Cost & Pricing in the Cost/Price Volume III (Factor 3). The solicitation is a separate document. Although the page limit of 143 mirrors the solicitation, it is not the solicitation. Ample pages were given due to the fact that there are 105 line items spanning 53 pages. Should the Contractor decide to copy those pages into Volume III, a broad limit is necessary.

File details come from the government source that posted it.
