SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
PART I
The following changes have been made:
1. Section B- Notes has been revised.
2. Section L- Instructions to Offerors, has been revised.
3. The closing date has been extended.
PART II
This amendment provides a list of questions and comments received in response to the solicitation. The questions and comments are provided for all potential Offerors to review. Note that questions may have been edited for clarity and duplicative questions may have been combined or deleted. All available, necessary information and any necessary changes to the solicitation resulting from consideration of the below questions and comments have been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.
Q1. Can US Navy provide list of the ESN of PT to be overhauled and related Service Bulletin status?
A1. Engine Serial Numbers (ESNs) are not defined at this time. Navy will provide ESN, service bulletin status and configuration status at time of engine induction. Navy does not know at this time exactly what ESNs will be repaired under this Contract.
Q2. Repair activities regarding the shipping container will be considered out of work scope/supply and quoted on top to the fixed price: is this in line with US Navy expectations?
A2. Yes, shipping container repairs are not within scope for this procurement. Any recommended shipping container repairs shall be presented to NSWCPD Code 423 via email for review and a decision will be provided on a case by case basis for repair.
Q3. The provided firm fixed price should cover activities conducted on engines in normal tear and ware conditions. Any other occurrence such as scrap of major frames (PT stator casing, Turbine rear Frame structure) will be considered as over and above to the Fixed price. Moreover any abnormal scrap of high value parts (such as but not limited to: Disk stg 1 to 6, Forward shaft LPTR, Rear shaft LPTR) due to not proper PT operation (over speed, over temperature, wrong storage) should be considered as over and above to the fixed price: is this acceptable to US Navy?
A3. Offerors should not anticipate scrap of major components in their firm fixed price proposal. Following inspection, if a major component is found to be beyond published serviceable limits requiring replacement with new, the associated CLIN for that major component included in the Offeror’s proposal and will be executed as part of a Contract modification during the term of the Contract.
Q4. Ref. C.3.5.1 PT Rotor, ref. Install new stage 1 through 6 PTA blades. Please clarify if in case of parts resulted not serviceable after inspection only new blades should be installed or if it is requested the systematic scrap and replacement with new parts of 100% of blades at disassembly.
A4. Section C.3.5.1 requires the systematic replacement of PTA stage 1 through stage 6 blades and blade retainers with new parts 100% at disassembly. Parts replaced are property of the Navy and will be returned to the Navy following overhaul.
Q5.Ref. C.3.5.2 PT Stator, ref. Install new stage 1 through 6 PTA nozzles. Please clarify if in case of parts resulted not serviceable after inspection only new nozzles should be installed or if it is requested the systematic scrap and replacement with new parts of 100% of nozzles at disassembly.
A5. Section C.3.5.2 requires the systematic replacement of PTA stage 1 through stage 6 nozzles with new parts 100% at disassembly. Parts replaced are property of the Navy and will be returned to the Navy following overhaul.
Q6. Ref. par. C.4.1 Test. PT spin test is required. A slave GG is required for spin test.
Please clarify how a Contractors could perform PT spin test when a US Navy GG is not available at shop; will it be acceptable to US Navy if a Contractor were to use a slave GG not US Navy property for PT spin test?
A6. A Non US Navy property GG is acceptable for the PT spin test.
Q7. Could US Navy, provide all GTCs and upgrade documents in advance?
A7. Navy can provide GTCs and upgrade documents (“zero bulletin”) containing approved technical directives to all bidders in advance by request only. It should be noted that applicability of each technical directive for a given ESN will not be defined until point of induction/inspection.
Q8. In case of parts that due to old standard will generate the need for scrap not related to part wear/damage, this will be considered as over and above to the fixed price: is this acceptable to US Navy?
A8. Navy engines provided under this Contract are of older configuration. It is not the Navy’s intention to replace (scrap) older configuration parts that are repairable/serviceable with new parts. Parts should only be considered scrap if they exceed published service limits.
Q9. In case of old standard parts no longer procurable superseded by parts not reported in US Navy IPB S9234-AD-MMO-070, would it be possible to use OEM IPB GEK 50504 to assess the interchangeability between procurable part and removed part? In any case any installed part not reported in US Navy IPB will be notified to US Navy.
A9. Navy will consider on a case-by-case basis deviations from Navy manuals per Section C.3.7 of the SOW. Contractors may request alternate procedures and parts in writing for Navy review and approval.
Q10. Clause C.3.4. Please clarify what the following sentence means: “The use of aftermarket parts is not permitted.” Is it permitted, in alternative of new OEM genuine parts, the use of OEM overhauled parts?
A10. The use of aftermarket parts is not permitted and requires OEM parts to be used during the overhaul. Use of overhauled OEM parts will be permitted on a case-by-case basis.
Q11. Section F. “Delivery information” has to be intended that after Contract award US Navy will ship to the Contractor one GG each 30 days?
A11. Delivery under the resultant Contract(s) shall be FOB Destination, Philadelphia, PA. If an Offeror were to receive an award for two (2) overhauls, both engines would be picked up by the Contractor (in Philadelphia) and then the first delivery back to the Government (in Philadelphia) of the completed overhauled engine shall be 180 days after date of order and then the second overhauled engine would be due to the Government 30 days thereafter (210 days after date of order).
Q12. Can proposals be submitted electronically?
A12. Yes, proposals may be submitted electronically in lieu of hard copy submission.
Q13. Gas Generators and Power Turbine Transport. 4.1 It is understood that all what concern the engines pick-up and shipment from US Navy location to selected contractor depot site is at Contractor cost and responsibility?
A13. Navy concurs.
Q14. It is right understood that all what concern the engines shipment back to the US Navy location will entirely at US Navy cost and responsibility?
A14. Shipment back to US Navy location (Philadelphia) cost and responsibility resides with the Contractor and should be included in the Contractor’s firm fixed price submittal.
Q15. Manuals. It is right understood that US Navy will provide to the selected contractor the manuals applicable to the execution of the required work scope only when will be issued the PO/Contract to the selected contractor?
A15. Navy concurs. The documents will be provided at the time of award to be received no later than three (3) weeks after date of award.
Q16. Please clarify for item 0026 for N64498-16-R-5099 supplies/Services which quotation has to be provided?
A16. CLIN 0026 is Not Separately Priced; Offerors shall not provide a price for this line item.
Q17. Section F - Deliveries or Performance: First unit due 180 days after date of order: what if the engine is not made available for pick-up at the order date? Should we consider the pick-up date in that case?
A17. Navy anticipates having engines available at the Contract award date.
Q18. Is there any list of excusable delays (which might affect the TAT performance) such as long lead time repairs or long lead time procurable items (e.g., cases, frames, parts with defects beyond normal wear, etc.)
A18. Navy does not anticipate major components scrapping out. If major components are found to be scrap, time required to obtain replacement material would not be counted against delivery schedule.
Q19. Do you have an estimated number of PTAs that will require Overhaul over the four year period?
A19. The Government estimates ordering up to 40 overhauls over the four (4) year Contract period.
Q20. Our understanding is that all parts of the PTAs are repairable. Should the pricing be place on this assumption? As opposed to replacing all airfoils with New.
A20. Replace with new, see Sections C.3.5.1 and C.3.5.2 of the SOW.
Q21. Other than the Upgrade kits, will any other materials be supplied by the US govt.?
A21. See GFP schedule and SOW paragraph C.3.4 (pages 16-17)
Q22. Are you expecting transportation of the PTA to be included in the pricing? If yes, where is the delivery destination?
A22. Yes, see clause HQ-M-2-0008, F.O.B. Offer-RFP on page 89 of the solicitation.
Q23. What CDI is to be provided by the Government?
A23. The Government does not anticipate that Covered Defense Information (CDI) will be provided for Contract(s) resulting from this solicitation.
Q24. Is it anticipated that any CDI will be generated under the performance of the Contract?
A24. The Government does not anticipate that CDI will be generated under any Contract(s) resulting from this solicitation.

(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
