Q & A 7-12-17

Question 1:

Referencing Page 3, Section B, Additional Notes, states, “CLIN’s 0001 to 0269 are all estimated quantities.”

Page 304, Section F – Deliveries or Performance, provides quantities for all the CLINs.

The quantity data provided for CLINs 0001 through 0225 in Sections B and Section F do not match each other. Please clarify this inconsistency in CLIN quantities between both sections.

Answer 1:

For your offer please use the quantities in sections B. Section F will be appropriately updated by amendment to match section B.

Question 2:

Referencing Page 3, Section B, Additional Notes, states, “The contract Delivery Order minimum amount is $2,000.00. No delivery orders will be less than $2,000.00 unless the contractor agrees to perform.”

Page 349, Section I states, “(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1 unit of any CLIN or less than $1,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.”

Please clarify the discrepancy between these two minimum order amounts.

Answer 2:

$2,000.00 will be the minimum as stated in section B. Section I will be updated by amendment to match Section B notes.

Question 3:

Referencing Pages 33-290, Section B – Several CLINs do not have quantities requested for all 5 years as shown in the table below.

Please confirm this is intentional. If so, does the Government acknowledge and concur these Quantity 0 items may not be ordered outside the POP Year specified?

Answer 3:

This is intentional, there were years identified that the Government did not intend to order certain items.

Question 4:

Sections B, C, and F, multiple references.

All references to Extended Warranty outside Schedule B (C3.6.3.3.5, C3.7.4.10.5, C3.10.5.9) state that Extended Warranty “Should be” available; however, later within the solicitation it states Extended Warranty is desirable. Please clarify if this is a mandatory requirement.

Answer 4:

Reference CLIN 291 - We are asking for potential offerors to include a spread sheet showing the cost of an extended warranty for the parts.

Question 5:

Reference page 305, Section F, DELIVERY INFORMATION provides quantities required 90 days ADO. Several line items require large quantities to be delivered within 90 days (i.e. CLIN 0023 (QUANTITY 100) 90 dys. ADO; CLIN 0024 (QUANTITY 100) 90 dys. ADO).

If a large quantity of one of these CLINs is ordered at the same time, is there a minimum number that needs to be delivered within 90 ADO to meet the requirement? Due to long lead items, 90 days may not always be possible. Would the Government consider a clarification of delivering a minimum number of “X” units within 90 days ADO, with the remainder to follow within 60 days?

Answer 5:

Partial shipments will be considered but no payment will be made until all items are delivered.

The Government understands that there is no way to know the precise lead times for all the items. The 90 days lead time is an acknowledged estimate. Also the quantities in Section F will be corrected to match Section B.

Question 6:

Page 320, Section F (CLINs 0280 – 0284). Please clarify the Period of Performances listed since CLIN 0280 (POP 30-Sep-2016 to 29-Sep-2017) has almost expired.

Answer 6:

They are just showing the Periods of Performance are one year and will be updated at the time of award.

Question 7:

Reference page 423: Section L PROPOSAL PREPARATION REQUIREMENT.

”The proposal documents SHALL NOT be embellished with any cover or binding. The three copies of the technical proposal shall be printed double-sided.”

Is a cover/title page identifying the Bidder and the proposal acceptable? If a cover is provided, is it included in the page count?

Does the Government require unbound hard copies, or is enclosure of the hard copies in a loose-leaf/three-ring binder acceptable?

Answer 7:

The cover page will not be counted in the page count and is acceptable. When referencing cover we are saying don’t bind it like a book. I have to be able to pull the proposal apart. If it’s in a three ring binder this is acceptable. No proposal will be rejected for being in a binder or any type of cover as long as I can pull the sections apart.

Question 8:

Reference page 424. Section L, SECTION 2 – TECHNICAL PROPOSAL, 3. States, “Offerors shall demonstrate their ability and support plan to provide post-award logistical support for the proposed equipment. The ability to sustain repair and provide replacement parts will be evaluated. Recommended spare parts must be provided. Average monetary value of parts stocked must be provided.”

Is the Spare parts list to be included with the Technical Volume? If so can it be included as an attachment that does not count towards the page limit?

Since the Technical Proposal is not intended to include any reference to price, and the government has provided a Not to Exceed Price for Miscellaneous Hardware, please provide guidance as to how to respond to the average monetary value of parts requirements.

Answer 8:

The spares list should be included in the Technical Proposal with the pricing either in the tech proposal or with the price information and it will not be counted against either page count.

The spares parts can be priced as each and you are not to worry about the total sum of the parts.

So just price them and don’t total them or change the Not to exceed number.

Question 9:

Does an 11x17 sheet count as a single page?

Answer 9:

Yes but please try to only use 11X17 if including a spreadsheet.

Question 10:

Please confirm that pages 365, 367, 369, 371, 373, 375, 377, 379, 381, and 383 are intentionally left blank.

Answer 10:

Yes when the items were attached to the document it added a blank page that couldn’t be removed.

Question 11:

Reference page 423, PD-L01 Proposal Preparation Requirement (Jul 2007) states, “Proposals shall be submitted as three separate documents, as follows:

Documents Original Copies Solicitation, Offer and Award Document (SF-33)(PRICE) 1 1 Technical Proposal 1 2

Would it be acceptable for a Contractor to identify the separate Price Proposal as Volume III since it is assumed to be the third required document?

Answer 11:

It should state two separate documents and your price proposal should be included in the Technical Proposal. If you want to separate out the Price proposal, that’s fine, just be sure I have the original and a copy. There will be an amendment to make this correction.

Question 12:

Reference page 425, SECTION 4 - PRICE states, “One original copy of the price proposal shall be submitted.”

Please clarify the submittal requirements of the price proposal. Is the requirement to submit one original and one copy, or is it to submit one copy of the Price Proposal?

Answer 12:

The price information should be part of the Technical Proposal there should be 1 original and two copies. This will be corrected in an amendment. (see above)

Question 13:

Reference page 425, Section L, SECTION 3 – PAST PERFORMANCE states, “Offerors shall submit Past Performance Evaluation Data forms for recent contracts and/or subcontracts, awarded for identical or similar supplies, completed within the last five (5) years, and identify in specific detail for each why or how you consider that effort relevant or similar to the effort required by this solicitation.”

Will the Government please provide the referenced Past Performance Evaluation Data form, or should the Contractor provide the information requested in their own format?

Answer 13:

This information can be in your own format just follow the requirements in Section 3 of PD-L01.

Question 14:

Reference Page 121: C1.3 TECHNICAL REQUIREMENTS OVERVIEW .Applicable standards for these Smart Ship Technologies objectives include: Government and industry standards (section C.2.4), applicable Information Assurance (IA) requirements, and, other such standards identified throughout the body of Section C. Please provide detailed information on the above mentioned applicable Information Assurance (IA) requirements.

Answer 14:

Section C2.4 SMART SHIP TECHNOLOGIES REFERENCED DOCUMENTS lists these that are mandatory for all except where noted.

Answer 15:

No.

Question 16:

Reference Sections B, C, and F, multiple references. It is unclear what the requirements are for warranty and extended warranty in the solicitation due to conflicting statements/requirements.

Warranty specified within Section C on some parts states a requirement of at least 2 years;

however, the solicitation addresses warranty differently throughout the RFP. For example, Page 283 HQ C-2-0024 indicates the contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale. Page 322, 52.246-17 Warranty clause requires the contractor shall warranty for one year after the length of commercial warranty.

Please clarify the expected warranty period for CLINS 0001 – 0269.

Answer 16:

I would go with Page 322, 52.246-17 Warranty clause requires the contractor shall warranty for one year after the length of commercial warranty.

Question 17:

Reference page 234-238, Section C, Sections C.3.8.9 through C.3.8.12. These sections define certain equipment Rack and C-Frame characteristics; however, CLINS to support these items are not listed in Section B. Please clarify.

Answer 17:

This will be addressed by amendment to the Section C.

Question 18:

Reference page 242, Section C, C3.9.1.3.17 Non-Rack Components. Since these components are not intended for integration into the core network switch rack, we assume that they are included in the Misc Hardware CLIN? Please confirm.

Answer 18:

Include with the cost of the CLINs 160 -164

Question 20:

Reference page 281. Section C. HQ C-2-0009 ASSIGNEMNT OF SERIAL NUMBER(S) (NAVSEA) (SEP 1990) states, “The Contractor shall request serial number assignment, in writing, from the Cognizant Technical Program Office, with a copy to the cognizant Contract Administration Office.

Is this applicable to commercial products that already have serial numbers?

Answer 20:

No.

Question 21:

Reference page 424. Section L, SECTION 2 – TECHNICAL PROPOSAL, 4. (Total Ownership Cost) states, “Offerors shall provide their estimate of the total ownership cost to the Navy, including mean time between failures, of the proposed systems. This basis of this estimate shall also be provided and this information will be considered and evaluated in the Navy’s assessment of the projected total cost of ownership for the lifecycle of the proposed systems.”

QUESTION – since the Technical Proposal is not intended to include any reference to price, please provide guidance as to how to respond to the Total Ownership Cost (TOC) requirement.
