2016.

PART II

This amendment provides answers to and questions received in response to the solicitation. The questions are provided for all potential offerors to review. Note that question(s) may have been edited forclarity and duplicative question(s) may have been combined or deleted. All available information and any necessary changes to the solicitation resulting from consideration of the below question(s) has been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.

Question and Answers 1 through 8 are below:

Q1:Page 5 Section 2.0 required delivery of compressors within 240 days after receipt of a delivery order. Page 15 reiterated this requirement. Page 8, section 8.0 states NC-3 Controllers and transducers will not be developed to the contractor for 9 months (270 days). Request delivery of compressors to allow for the integration, troubleshooting, testing, inspection, and packaging. Please clarify the delivery schedules for the GFM and contract hardware?

A1: Please refer to Section F delivery below for the Navy Common Compressor Controllers

(NC3s) (#4 listed above), wiring harnesses (#3 listed above), and transducers (#2 above), located on page 7 in section 8.0, will be provided within 150 days of contract award."

Q 2: Page 5, Section 3.1.1 states: 3 NC3’s will be provided as GFM either as an NC3 unit or as an “operational black box”. Please clarify what is meant by “operational black box”.

A2: Please refer to updated SOW below.

Q3: Page 11, clause HQ C-2 0027 FIRST ARTICLE (Government Testing) (NAVSEA) (SEP

1990) (c) states that the first article testing unit cannot be delivered as a production item. Will the Navy provide additional GFM for the first article if it is not waived?

A3: No, Refer to page 4 (order minimum) in this solicitation.

Q4: Page 37, the proposal preparation instructions require delivery of “Solicitation, Offer and

Award Document(s)”, and the delivery of a “Price Proposal”. The description of the price proposal seems to identify the Solicitation documents and appears to be redundant. Please clarify the differences between these two proposal sections?

A4: The solicitation is clear on its face.

Q 5: Will PROGRESS or PERFORMANCE based payments for SMALL BUSINESS be allowed or incorporated, either during the solicitation stages, or after award

A5: NO- FFP and delivery of units.

Q6: Please confirm NAVSEA will provide detailed documentation and input on test procedure changes to ensure revised and valid test procedures can be developed within the contract delivery dates?

A6: NSWC will provide detailed documentation and input on any test procedure changes

Q 7: Will a small business subcontracting plan be required if offeror is a small business?

A7: Yes, refer to clause 52-219-9 for guidance.

Q8: Has FAT testing been completed by the Navy with an approved/qualified NC3 on a STAR-

200?

A8: Yes, testing has been completed

The closing date has been extended to (11 March 2016)
