PART I

This amendment provides answers to and questions received in response to the solicitation. The questions are provided for all potential offerors to review. Note that question(s) may have been edited for clarity and duplicative question(s) may have been combined or deleted. All available information and any necessary changes to the solicitation resulting from consideration of the below question(s) has been incorporated into the solicitation in PART I of this Amendment. As a result of this amendment, the solicitation is considered to be clear.

Question and Answers 1 through 5 are below

Q1: Is it possible to provide pictures of the bedplates to better determine the scope of work required for quote?

A1: Yes, please see attached photos of LPAC bedplates.

Q2: Will the NC3 be a complete package that contains both the CMS (compressor management system) and HVE (high voltage enclosure)?

A2: Yes, the NC3 will be a complete unit with CMS and HVE.

Q3: Will there be calibration/verification papers included with the NC3 to insure that it operates as expected?

A3: Yes, preliminary testing will be accomplished on the NC3 units. Bench test reports will be included upon delivery. Calibration verification will occur when NC3s are installed on LPAC.

Q4: What are the guarantees provided that the NC3 will not fail upon applying power or during testing?

A4: Bench testing will be accomplished on NC3 units. ISEA will be present at contractor facility for initial testing of NC3 units on LPACs.

Q5: Please outline the level of NC3 testing/certification completed by the U.S. Navy installed on a fully operational STAR-200 LPAC at sea or in a qualified lab environment.

A5: STAR 200 LPAC NC3 has successfully completed all qualification testing including Shock, Vibration, and EMI testing. Bench testing and cold plant testing has been accomplished on NC3 units at NSWCPD test facility. Hot Plant testing has been accomplished on fully operational STAR-200 LPAC at test facility. Shipboard testing has been accomplished on operational STAR-200 LPACs with NC3 installed.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

STATEMENT OF WORK

STAR 200 LOW PRESSURE AIR COMPRESSOR PURCHASE SPECIFICATIONS

1.0 SCOPE

The proposed acquisition will provide for the procurement and furnishing of 3 (three) Single Screw Technology Air Rotary (STAR) 200 Low Pressure Air Compressors (LPACs), to be equipped with Navy Common Compressor Controllers (NC3s), in support of the LSD 46 Mid-Life Phased Modernization, which is scheduled to begin in FY18.

2.0 PURCHASE PERFORMANCE SPECIFICATION

This specification contains requirements for each Single Screw Technology Air Rotary (STAR) 200 Low Pressure Air Compressor (LPAC) equipped with a Navy Common Compressor Controller (NC3) to replace the existing LPACs currently being used on the LSD-46. The delivery for the 3 (three) STAR 200 LPACs will be 240 days after date of the order.

3.0 APPLICABLE DOCUMENTS

3.1 General. The STAR 200 LPAC shall be built to NAVSEA Drawing 803-6915565, Revision B, dated 20 Oct 2000, with the following exceptions/ substitutions:

3.1.1 The Standard Electronic Module (SEM) based microprocessor controller that is shown on the drawings will be replaced with a Navy Common Compressor Controller (NC3). The 3 (three) NC3s will be supplied as GFM. This GFM will be supplied at a later date.

3.1.2 The compressor Baseplate assembly that is shown on the drawings will be supplied as GFM. Baseplate assembly A is estimated to be 95% complete, requiring items 3 and 5 on Drawing 803-6915570 under 803-6915565 to be manufactured. Bedplate assembly B is estimated to be 90% complete, requiring items 3 and 5 on Drawing 803-6915570 under 803-6915565 to be manufactured. Bedplate assembly B also needs the controller support braces consisting of items 1.4.2 and 1.4.3 on Drawing 803-6915570 attached per the drawing and are supplied as GFM. Bedplate assembly C is estimated to be 80% complete, requiring items 3 and 5 on Drawing 803-6915570 under 803-6915565 to be manufactured. Bedplate assembly C also requires the controller supports consisting of items 1.11, 1.13, 1.17, 1.20, 1.21, 1.27, 1.36, and 1.46 to be attached per the drawing and are supplied as GFM. Bedplate assembly C also requires the controller support braces consisting of items 1.4.2 and 1.4.3 on Drawing 803-6915570 attached per the drawing and are supplied as GFM.

3.1.3The existing transducers (MFR. P/N 1PT-67-812-150A and drawings P/N 6915567-6.2) used for Discharge Air Pressure, Injection Water Pressure, and Shipboard Air Pressure will be replaced with Model 89 PGT manufactured by Ametek and will be supplied as GFM.
3.1.4The existing J4 wiring harnesses for connecting the controller to the pressure transducers will be supplied as GFM.

3.1.5 The existing air end cover casting (P/N 6915566-23C) will be replaced by Plexiglas covers.

3.1.6 The existing air end/motor coupling (P/N 6915568-2.7) may be replaced by appropriate coupling manufactured by Lovejoy, Inc.

3.2 Government Documents.

3.2.1 Specifications and Standards. The following specifications and standards form a part of this document to the extent specified herein. Unless otherwise specified, the issues of these documents shall be those listed as the most current in the Department of Defense Index of Specifications and Standards (DODISS) specified in the solicitation.

4.0 TESTING. All testing listed on Drawing 803-6915565, Rev B will be performed. In addition, the following tests must also be performed:

4.1 First Article Testing

4.1.1 Shock: The compressor shall withstand the shock conditions specified for Grade A, Class I equipment of MIL-STD-901D, dated 17 March 1989.

4.1.2 Vibration: The compressor shall be resistant to vibration conditions specified for Type I equipment in MIL-STD-167-1Am dated 2 November 2005.

4.1.3 Electromagnetic Interference (EMI): The compressor shall meet and demonstrate compliance with requirements of MIL-STD-461F, dated 10 December 2007.

5.0 DOCUMENTATION

5.1 The contractor shall provide First Article Test Plans for Shock, Vibration, and EMI tests.

5.2 The contractor shall provide First Article Test Reports for Shock, Vibration and EMI test results.

5.3 The contractor shall provide Engineering Data For Provisioning for parts and assemblies to the detail of Level 2 Drawings.

5.4 The contractor shall provide a Test Plan for a Quality Conformance Production Test.

5.5 The contractor shall provide a Test Report for the Quality Conformance Production Test on each manufactured unit.

5.6 The contractor shall provide electronic copies required change pages to Navy Technical Manual S6220-EE-MMA-A10 or S6220-EU-MMA-010 as applicable, showing all configuration, operation, maintenance, and parts breakdown differences between the unit supplied under this contract and those currently in the Fleet, covered by Technical Manual S6220-EE-MMA-A10 or S6220-EU-MMA-010 as applicable excluding changes as a result of the NC3 installation.

6.0 PACKAGING. Packaging shall be in accordance with ASTM 3951.

7.0 WARRANTY. The offered shall include the terms of a one year commercial warranty, beginning at the acceptance of the unit or the installation on a ship, whichever occurs last.

8.0 GOVERNMENT FURNISHED MATERIAL (GFM/GOVERNMENT FURNISHED PROPERTY(GFP): The following GFM/GFP will be issued for this procurement:

1. (3 ea.) Baseplate Subassemblies: A, B, and C

2. (9 ea.) Ametek Model 89 PGT Pressure Transducers

3. (3 ea.) J4 Wiring Harnesses

4. (3 ea.) Navy Common Compressor Controllers (NC3s)

The baseplate subassemblies (#1 above) will be shipped to the contractor 30 days after contract award. The Navy Common Compressor Controllers (NC3s) (#4 listed above), wiring harnesses (#3 listed above), and transducers (#2 above) will be provided within 9 months of contract award.

The Navy Common Compressor Controllers (NC3s) (#4 listed above), wiring harnesses (#3 listed above), and transducers (#2 above) will be provided within 150 days of contract award."

All supplies hereunder shall be delivered with all transportation charges prepaid, in accordance with the clause hereof entitled "F.O.B. DESTINATION" (FAR 52.247-34) in accordance with the delivery instructions specified herein.

The Contractor shall not ship directly to a military air or water port terminal without authorization by the cognizant Contract Administration Office.

Except when the Material Inspection and Receiving Report (MIRR) (DD 250) is used as an invoice, the Contractor shall enter unit prices on all MIRR copies. Contract line items shall be priced using actual prices, or if not available, estimated prices. When the price is estimated, an "E" shall be entered after the price.

All data to be furnished under this contract shall be delivered prepaid to destination(s) at the time(s) specified on the Contract Data Requirements List(s), DD Form 1423.

Except when the Material Inspection and Receiving Report (MIRR) (DD 250) is used as an invoice, the Contractor shall enter unit prices on all MIRR copies. Contract line items shall be priced using actual prices, or if not available, estimated prices. When the price is estimated, an "E" shall be entered after the price.

All data to be furnished under this contract shall be delivered prepaid to destination(s) at the time(s) specified on the Contract Data Requirements List(s), DD Form 1423.
