About this file
This is a Justification for Other Than Full and Open Competition (J&A) document issued by the Naval Surface Warfare Center, Corona Division for a sole source procurement of vertical machining equipment. The Government seeks to award a firm-fixed price purchase order to Allegheny Machine Tool for two DN Solutions Mynx 6500 Vertical Machining Centers (Part Number N/A). The equipment is critical for munitions production at the Allegany Ballistics Laboratory in Rocket Center, West Virginia, in support of the Department of War's urgent need to accelerate key munitions production as part of the Munitions Acceleration Council (MAC) effort established in July 2025. The estimated total dollar value is redacted, and the acquisition is funded with FY24 appropriations.
The justification cites 41 U.S.C. § 1901 and FAR 12.201-1 (Simplified procedures) and FAR 12.102(b) as statutory authority, restricting competition because there is only one responsible source. Allegheny Machine Tool is the exclusive distributor of DN Solutions equipment in West Virginia. The Government conducted a Sources Sought Notice on SAM.gov posted May 18, 2026 and closed June 2, 2026, which identified three interested vendors, but none met the Statement of Work requirements and were deemed not technically capable. The procurement of alternative equipment would result in unacceptable delays of six to eight months due to software incompatibility, operator training requirements, and tooling standardization issues at the facility. The Contracting Officer, Kelsey Wren (Code 0221), certified on August 7, 2026 that anticipated costs are fair and reasonable. The Government has no plans to compete future contracts for similar supplies unless another viable source emerges.
