About this file

This is a Questions and Answers document for solicitation N6426724R0031 for VLS Resilient Mounts and Shims for the Naval Surface Warfare Center (NSWC) Corona Division. The Q&A clarifies that contractors must have JCP certification to access the controlled drawings, and all proposals must include all CLINs within Section B (partial proposals are not accepted). The document confirms FOB destination is Norco, CA 92860.

Key technical clarifications include specifications for drawing 5223259 with part numbers 5223259-1 and 5223259-2, and guidance on accessing controlled drawings (522259_H, 5497176_H, and 5497689 Rev C) through SAM.gov's request access feature. The Q&A also addresses tooling authorization inquiries, noting that NSWC does not own the VLS Program and contractors should work directly with the tooling owners. The document indicates that Section C paragraph 4.1 has been revised to include Part Number and NSN information, with an extension to the RFP close date.

Updated 12/05/2024 Q: Are there drawings that are available to non-JCP certified entities?

A: No, there are no drawings available for non-JCP entities. Contractors must be JCP certified in order to view the drawings.

Q: As per solicitation N6426724R0031. Is there a letter of authorization available for tooling use?

A: Please reach out to the Contractor listed on the drawings for more information on a letter of authorization for available tooling use.

Q: Drawing 5223259 has two part numbers referenced i.e. 5223259-1 and 5223259-2. Do you want 1138 of each configuration? Typically, the required part number is listed on the solicitation along with the drawing number.

A: The table in Section C paragraph 4.1 has been revised to include the Part Number and NSN number. The RFP close date has also been extended.

Q: Good Morning. I just wanted to reach out to you to see what I need to do to be able to access the drawings for the VLS Resilient Mounts and Shims. The system shows that they are controlled.

Part# 522259_H, 5497176_H and 5497689 Rev C.

I am new to SAMS system so I am trying to understand procedures on how to access files to be able to review for quoting.

A: You must have a SAM.gov account and on the posting you will press “request access”. With that we will check that your company has a Joint Certification Program (JCP) Certification https://www.public.dacs.dla.mil/jcp/ext/#ext/dashboard. You must have an active status within JCP then we (The Government) will grant you access to the drawings that you will be able to via the SAM posting.

Q: We believe that an email from you, directed to us, confirming that The Naval Surface Warfare Center owns this program and is authorized to buy parts directly from Hutchinson would suffice. We will supply this to Hutchinson for them to send us a quotation.

A: NSWC does not own the VLS Program. If Hutchinson owns the tooling, they should not need our (the Governments) concurrence.

Q: Will you accept partial proposals, with just this part? (Item: 5497176_H / Mount, Resilient for MK37).

A: We are requesting all of the CLINs within Section B Q: I wanted to confirm FOB Destination to Norco, CA 92860, is that correct?

A: That is correct.
