About this file

This document is a Questions and Answers (Q&A) file for a Sources Sought Notice for a Precision Pressure Calibrator procurement by the Department of the Navy Naval Sea Systems Command (NAVSEA). The solicitation number is N6426725R0003 and is currently in the pre-solicitation stage.

The Q&A addresses two key technical clarifications: First, the equipment is intended exclusively for use in shore-based laboratory environments, with a specific correction made to section 1.2 to emphasize controlled testing environments. Second, regarding pressure specifications, the requirement is to control and measure up to 10,000 psi, with flexibility for vendors to propose either integrated pressure generation capabilities or external accessories to achieve this pressure level. The Navy is seeking vendors to submit their technical capabilities in response to this sources sought notice, with the ultimate goal of procuring precision pressure calibration equipment for military testing applications.

N6426725R0003 Precision Pressure Calibrator Sources Sought Notice Q&A

1) Section 1.1 indicates that the equipment “is intended to be used by Navy personnel in shore-based laboratories”. Section 1.2 appears to contradict section 1.1 by stating that the equipment will be subjected to operational conditions aboard land, sea and air vehicles. Are these conflicting statements or am I misunderstanding something?

Answer: The intension is to have the equipment to be used only in shore-based laboratories. Section 1.2 was overlooked when the scope changed to focus on in Lab environments. The following should be the intended statement for section 1.2:

Equipment covered by this CSS is intended for use in testing equipment and systems in controlled environments in which Military equipment operates. The requirements of this CSS are tailored to the intended use of the equipment. Specific requirements of MIL-PRF-28800G, as identified in this CSS, are invoked according to the class of equipment.

2) The requirement is to control and measure up to 10,000 psi and to include a supply pressure hose (CSS section 3.1.2.3.1). Section 3.1.1.1 indicates that “the pressure media shall travel from the pressure source;;;;”, but does not indicate if an accessory is required to generate the supply pressure or if it the Navy will provide the source. Please specify.

Answer: The requirement for this equipment is to control and measure up to 10,000 psi to the specifications listed in section 3.1.1.7. We will consider options for equipment that can also generate the 10,000 psi or external accessories that can perform the pressure generation, but it is not a requirement.
