About this file

This Statement of Work (SOW) details the Naval Surface Warfare Center's requirement to procure Precision Pressure Calibrators for Navy Calibration Laboratories through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement aims to modernize existing calibration equipment by replacing the current King Nutronics 3689A model with new calibrators that offer a reduced footprint, enhanced logistical efficiency, and maintained operational capabilities. The contract will allow for purchasing between 1 and 50 calibrators, with the goal of improving mission readiness and generating cost savings through reduced transportation, power consumption, and maintenance requirements.

The SOW specifies detailed contractor requirements, including providing comprehensive operator/service manuals, a one-year manufacturer's warranty, calibration certificates traceable to the National Institute of Standards and Technology (NIST), calibration labels, repairable parts lists, software version descriptions, and step-by-step training manuals for each Precision Pressure Calibrator. All deliverables will be supported by Contract Data Requirement Lists (CDRLs) that outline the format and delivery schedule. The procurement supports the Naval Sea Systems Command (NAVSEA) Metrology and Calibration Program, with the primary objective of maintaining measurement science and calibration standards to support proper weapons operation, interoperability, and peak fleet readiness.

The Naval Surface Warfare Center, Corona Division (Corona Division), Measurement Science and Engineering Department perform Metrology, Test, and Monitoring Systems Assessment supporting the Naval Sea Systems Command (NAVSEA) Metrology and Calibration (METCAL) Program.

Measurement Science and Engineering Department sets the measurement science and calibration standards to support proper weapons operation, interoperability and peak readiness for the fleet.

The existing Precision Pressure Calibrator across the Navy Calibration Laboratories are in need of modernization. The procurement of the Precision Pressure Calibrator is critical to address the logistical limitations of our current model, King Nutronics 3689A. New Precision Pressure Calibrators offer in lab configurations with reduced footprint that enhance logistical efficiency due to their size and weight reduction. This modernization maintains all existing capabilities of the current model while offering in lab convenience. This transition will enhance operational agility and flexibility, ultimately enabling greater mission success while generating cost savings through reduced transportation, power consumption, and maintenance requirements.

The scope of this effort is to procure via a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract a minimum of one (1) and maximum of fifty (50) Precision Pressure Calibrators for the Navy fleet Calibration Laboratories.

5. REQUIREMENTS

Please refer to Attachment 1, Calibration Standards Specification (CSS) 06-3236 for specifications

5.1.1 The Contractor shall provide operator/service manual(s) with each Precision Pressure Calibrator delivered under this IDIQ Contract. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either compact disc read-only memory (CD-ROM) or digital video discs (DVD). Contract Data Requirement Lists ((CDRL) T001)

5.1.2 The Contractor shall provide a manufacturer’s standard warranty, of one (1) year minimum after installation and acceptance for each Precision Pressure Calibrator.

5.1.3 A calibration certificate with a report referencing actual data shall be provided by the Contractor to the Government for each Precision Pressure Calibrator. (CDRL A001)

5.1.4 Calibration of all new standards must be traceable to the NIST and result in an Accredited Certificate/Report of Calibration.

5.1.5 The Contractor shall provide a calibration label indicating the calibration interval shall be placed on each Precision Pressure Calibrator.

5.1.6 The Contractor shall provide a Repairable Parts list to the Government for each Precision Pressure Calibrator. (CDRL A002)

5.1.7 The Contractor shall provide a Software/Firmware Version Description to be provided with each Precision Pressure Calibrator. The Software/Firmware version shall be the same on all Precision Pressure Calibrators. (CDRL A003)
