About this file
This is a Questions and Answers document for solicitation N6426725Q5007 for Marine Mammal Boats issued by the Department of the Navy Naval Sea Systems Command. The Q&A addresses five key technical questions about boat specifications and requirements.
The document clarifies that the 25-foot length requirement for the welded structure and 100-inch clear opening width are both hard requirements that cannot be modified. It specifies that welded portions count toward the length overall (LOA), with only D-fendering excluded from the push knee measurement. The NSWCCD-83-TM-2020/10 Essential Cybersecurity Component documentation will be provided to the vendor upon award. Regarding paint requirements for aluminum structures in contact with flotation foam, the Navy indicates that while specific paint brands cannot be specified, the paint must meet MIL-PRF-24647 standards for anti-corrosive and anti-fouling ship hull paint systems. The document also clarifies that the RFQ starts at page 3 as it is a Combined Synopsis/Solicitation, and no SF 1449 or offeror signature is required with the response.

N6426725Q5007 – Marine Mammal Boats
Question 1 - The length of the vessel is not to exceed 25’ (welded structure only). In order to meet the requirement of the 160” clear opening space, would you accept a length not to exceed 25’ 6” or even 26’? Additionally, this requirement calls for a push knee. Is that included in the welded structure portion or the length?
Answer: This is a hard requirement set by the customer and would be very difficult to change at this point.
Additionally, any welded portion will count towards the LOA. The D-fendering would be the only portion not counted with respect to the push knee.
Question 2 - How important is it to meet the 100” clear opening width and is there a width that would be acceptable under the 100”?
Answer: This is a hard requirement set by the customer and would be very difficult to change at this point.
Question 3 – Are you willing to provide a copy of the NSWCCD-83-TM-2020/10 Essential Cybersecurity Component (ECSC) Documentation for review?
Answer: This will be provided to the vendor at time of award.
Question 4:0 The RFQ starts at page 3, will the first 2 pages be provided?
Answer: This requirement was issued as a Combined Synopsis/Solicitation and starts at page 3. This is not a SF 1449 and the Offeror’s signature is not required to be submitted with the solicitation response.
Question 5: In section 79-3, the following requirement is listed: “Aluminum structure in direct contact with flotation foam shall be painted to prevent corrosion.” Could the Navy expand on the requirement for “paint” to specify what type of paint should be used? Does this requirement apply to both below deck and above deck areas?
Answer: A certain paint can’t be specified because there are numerous types and brands available. However, please see MIL-PRF-24647, Paint System, Anti-Corrosive and Anti-Fouling, Ship Hull in Section 042-3 Referenced Documents of Attachment 1 - Marine Mammal Boat Specification. As long as the proposed paint meets that standard, it would be considered acceptable.
