About this file
This is a Specification Response Matrix (Attachment 2) for a 25-foot Marine Mammal boat solicitation from the Naval Information Warfare Center (NIWC). The matrix requires offerors to provide detailed technical specifications for their proposed boat design, including critical parameters such as length overall (max 25 ft), beam width (max 120 inches), height dimensions, draft measurements, speed requirements (minimum 30 knots cruise speed, 35 knots sprint speed), and range capabilities (minimum 150 NM at 30 knots).
The form requires specific responses regarding structural methodology, collar design and foam materials, outboard engine specifications, battery details, and shore power charger information. Offerors must indicate compliance with all specifications by marking either "Comply" or "Comply w/Exceptions." Any exceptions must be thoroughly documented with alternative approaches that meet minimum requirements, including supporting performance data and empirical evidence. Incomplete responses may be deemed non-compliant and unacceptable under Technical Approach Factor 1.

SPECIFICATION RESPONSE MATRIX
NOTES & INSTRUCTIONS:
Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).
1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.
2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.
3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
