The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.

Backup Generators Maintenance Service

1. INTRODUCTION

The Naval Surface Warfare Center (NSWC) Corona Division requires services to maintain the backup generator system supporting the Marine Corps Installations in the Western region (MCIWEST) data center located at Marine Corps Base Camp Pendleton, Building 1270.

2. BACKGROUND

This Statement of Work (SOW) is referenced in the contract to describe Contractor responsibilities for the maintenance of two (2) backup generators, one (1) master controller and one (1) load bank that shall also be covered by this contract.

The objectives of the Government are to maintain the backup generators, master controller, and load bank, using best commercial practices at the lowest feasible cost. The Government requires a Firm- Fixed-Price contract with one (1) Base Year period and four (4) Option Years (OYs). The Base Year period is anticipated to begin on September 29, 2025 or on a date soon thereafter.

3. SCOPE

The Contractor shall be responsible for maintaining and repairing the data center backup generators, master controller, and load bank such that emergency power from the generators is available in the event of an electrical power interruption. The Contractor shall provide remote monitoring, maintenance, scheduled and emergency repairs as listed in Section 5.

The backup generators, master controller, and load bank are located at Marine Corps Base Camp Pendleton, Building 1270. A Government escort shall be required to provide access to the generators, master controller, and load bank.

Post award, a Maintenance Schedule (A001) shall be updated as required, however, at a minimum, it shall be reviewed and updated each year upon renewal of contract option. Any intellectual, real or personnel property created or procured because of this SOW shall be the property of the Government.

3.1. List of Equipment and Site Details

The equipment listed below provides details for the hardware that comprises the backup generator system currently located at Marine Corps Base Camp Pendleton, Building 1270. In summary, Building 1270 contains one (1) master controller, two (2) backup generators (to include enclosure, fuel tank and battery for each generator), and one (1) load bank:

The following sections provide tasking details the Contractor shall be required to complete in order to fulfill the generator maintenance and emergency repair requirements discussed in this document:

5.1. Preventative Maintenance

The Contractor shall provide preventative maintenance services for each generator system including each associated enclosure, fuel tank, batteries and accessories. This shall include the Gen Tracker batteries and associated equipment. The Contractor shall provide a Service Report (A002) of all preventive maintenance performed on the generator system upon work completion. Service Report (A002) shall be delivered to the Government within five (5) days of completion of the work.

5.1.1. Operational Test

The Contractor shall also include operational test of each generator system as part of preventative maintenance measures. Operational tests shall be performed by the Contractor with Government personnel present. Operational tests shall be scheduled with the Government at least one (1) week prior to start. Operational tests shall include all monthly checks and 30-minute generator runs with onsite installed load bank.

The Contractor shall add entries to the generator logbook after each operational test. Any noted findings necessitating additional work shall be verbally communicated to the Government at the time of inspection. A Service Report (A002) shall be written and delivered to the Government within five (5) days of completion of the work. Operational test documentation shall include monthly and annual test results, written up as a Service Report (A002).

5.1.1.1. Monthly Operational Test

5.1.1.1.1. Startup and run generators under load from onsite installed load bank for thirty (30) minutes each month.

5.1.1.1.2. Observe engine and control gauges for proper operation.

5.1.1.1.3. Check equipment for abnormal speed, operation, vibration, leaks and noises.

5.1.1.1.4. Check engine water pump for leaks and signs of water.

5.1.1.1.5. Check voltage and frequency outputs.

5.1.1.1.6. Record generator operation in generator logbook. Logbook kept on site in lockbox next to generator.

5.1.1.2. Annual Operational Test

5.1.1.2.1. Annually run 2-hour load test with onsite installed load bank.

5.1.1.2.2. Test electrical and mechanical shutdowns.

5.2. Continuous Remote Monitoring

The Contractor shall provide continuous Remote Monitoring capability of the status and operation of the backup generator system. The Contractor shall maintain the monitoring capabilities of the generator fuel tank levels, battery condition, and transfer switch start contacts in an effort to ensure generator reliability/availability in the event the data center experiences a loss of commercial power and requires generator backup.

5.3. Monthly Service

The Contractor shall apply touch up paint as necessary. The Contractor shall preserve the overall appearance of equipment, by wiping down leaks and picking up trash and debris. The Contractor shall take note of any needed repairs and notify the Government of any corrective maintenance required. The Contractor shall complete a Monthly Service of each generator system to include performance of the following:

5.3.1. Generator Enclosure

5.3.1.1. Inspect generator enclosure for obstruction or debris and remove/clean as required.

5.3.1.2. Inspect and repair interior and exterior generator cabinet lighting.

5.3.2. Generator Starting Batteries

5.3.2.1. Verify and document electrolyte levels and specific gravity.

5.3.2.2. Recharge or replace batteries as necessary. Include as part of Service Report

(A002) when batteries require recharge or replacement.

5.3.2.3. Verify battery charging system for proper operation and repair as necessary.

5.3.3. Diesel Fuel Tank

5.3.3.1. Inspect fuel tank and fuel lines for defects and repair as necessary.

5.3.4. Engine

5.3.4.1. Inspect engine for any fuel, oil or coolant leaks and tighten all bolts as necessary.

5.3.4.2. Inspect all belts for proper tension and signs of age and wear; replace as necessary.

5.3.5. Cooling System

5.3.5.1. Inspect radiator exterior for debris, leaks or corrosion and repair as

5.3.5.2. Check radiator cap for proper seal and repair as necessary.

5.3.5.3. Check cooling system hoses connections and tighten all clamps as

5.3.6. Generator Controller

5.3.6.1. Check switches and gauges are operational and repair as necessary.

5.3.6.2. Check panel lights are operational and repair as necessary.

5.4. Annual Service

In addition to the Monthly Service defined above, the Contractor shall complete an Annual Service of each generator system to include, at a minimum, performance of the following:

5.4.1. Engine

5.4.1.1. Change engine lubricating oil and oil filters.

5.4.1.2. Change engine fuel filters.

5.4.1.3. Change air filter elements.

5.4.1.4. Change water fuel separator.

5.4.1.5. Obtain oil sample and submit for analysis by fluid testing laboratory. Provide analysis results to Government as part of annual inspection.

5.4.1.6. Inspect governor system and linkage for binding and proper operation and repair as necessary.

5.4.1.7. Check engine block heater(s) and associated plumbing for proper operation and repair as necessary.

5.4.1.8. Check engine fluid levels and top off as necessary (diesel fuel not covered).

5.4.2. Diesel Fuel Test and Polish

5.4.2.1. Test diesel fuel on hand in storage tanks to ascertain need for polishing.

5.4.2.2. Polish the generator diesel fuel on hand in storage tanks as needed.

5.4.3. Generator Enclosure

5.4.3.1. Inspect enclosure for corrosion (including rust) and perform repairs as required.

5.4.3.2. Inspect enclosure access doors and openings and perform repairs as required.

5.4.4. Cooling System

5.4.4.1. Test coolant for proper mixture with coolant test strip and remedy as necessary.

5.4.5. Generator Controller

5.4.5.1. Check electrical connections and wiring for any abrasion or chaffing; repair as necessary.

5.4.5.2. Tighten all electrical connections.

5.4.5.3. Check switchgear and repair as necessary.

5.5. Emergency Call Back Service

The Contractor shall be available for 8/5/40 (during the hours of 7:00AM - 4:30PM) including emergency service based on a 24-hour turnaround response time window. The 24- hour time window shall begin when the Contractor is contacted and shall continue until the technician is on site at the location in question. A Government sponsor shall be on site to meet the technician and allow him/her access to the facility. The Contractor shall provide a non-binding estimate of time and materials needed to repair the equipment on site at the time of the emergency service call. Within three (3) days following this event the Contractor shall provide a Service Report (A002). The Service Report (A002) shall contain a binding written estimate of materials needed, time necessary to complete the repair and any equipment downtime required to complete the repair. The Service Report (A002) shall be delivered via email to the Government Technical Point of Contact (POC). See Additional Information (Section E) below. A Service Report (A002) noting work performed and materials used shall be provided to the Government no later than five (5) days after successful repair of the equipment. No work shall be performed without prior approval of the Technical

POC.

5.6. Contractor Qualifications

5.6.1.1. The Contractor must be able to provide 2 Hour response times to Marine Corps Base Camp Pendleton, Building 1270.

5.7. Contractor Work Experience Qualifications

5.7.1. Prior Work Experience

5.7.1.1. The Contractor shall provide proof of previous work experience with emergency diesel generator operation and maintenance.

5.7.2. California Small Business Certification

5.7.2.1. The Contractor shall provide proof that it is currently certified as a Small Business in the state of California.

5.7.3. California Contractors State Licensing Board (CSLB) Qualifications

5.7.3.1. The Contractor shall have in its possession current California CSLB licenses of the following classifications:

- Electrical Contractor (C-10)

- General Engineering (A) or General Building (B)

5.7.4. Contractor Employee Qualifications

5.7.4.1. The Contractor shall provide only employees directly hired by its company to complete the tasking described in this document. Subcontracted or third party hired employees provided by the Contractor shall not be permitted to fulfill tasking requirements.

5.7.4.2. The Contractor shall provide employees who are factory trained maintenance and repair technicians on the following devices/systems:

5.7.4.2.1. Cummins Master Controller

5.7.4.2.2. Cummins Generators

5.7.4.2.3. PDI Wavestar Automatic Static Transfer Switches

5.7.4.2.4. Eaton Switchgear Automatic Transfer Switches

5.7.4.2.5. Simplex Saturn Load Banks

5.7.4.3. The Contractor shall provide employees who are enrolled in and verified by

Defense Biometric Identification System (DBIDS). Successful DBIDS verification shall be required by all employees of the Contractor in order to gain access to Marine Corps Base Camp Pendleton.
