STATEMENT OF WORK
OXYGEN EQUIPMENT SCHOOL SUPPORT
1.0 INTRODUCTION
Naval Surface Warfare Center (NSWC) Corona Division, Measurement Science and Engineering Department, Code MS31 has a requirement to train and educate military and civilian personnel to calibrate and maintain oxygen clean gages for the Navy Oxygen Equipment Cleaning Calibration Program.
2.0 BACKGROUND
The Navy’s “Revolution in Training” establishes an organizational training structure consisting of the Naval Personnel Development Command, Learning Centers, and Training Support Commands /Detachments / Learning Sites. Current Naval courses are group-paced, self-paced, and/or computer-based instruction, criterion-referenced, instructor managed, learner-centric, and classroom and/or laboratory environment instructional systems. One of the Navy’s Revolutions in Training goals is to incorporate the science of learning into naval curricula in order to improve proficiency, promote professional development, and reduce Total Time to Train.
3.0 SCOPE
The scope is to provide qualified personnel, supervision, management, equipment, and materials to perform training and educational services for United States Navy (USN) Sailors, Marines, Department of Defense (DOD) personnel, and foreign students.
4.0 APPLICABLE DOCUMENTS
Federal Standards: The contractor is required to adhere to all applicable standards and guidelines when applicable. In the absence of named standards, Department of the Navy (DON) standards, applicable Federal Information Processing Standards (FIPS), and broadly accepted professional standards shall prevail as related to the associated industries within the task identified in Section 5.0.

5.0 PERFORMANCE REQUIREMENTS
5.1 REQUIRED QUALIFICATIONS
Personnel Security Clearance Requirement: The Contractor personnel shall conduct a secret level investigation to ensure access to facilities and networks.
The requirement is for nine (9) Oxygen Equipment Calibration and Cleaning training courses with the option to procure two (2) additional classes, consisting of 12-month one (1) base period and one (1) 12-month option periods.
5.1.1 The main instructor and backup instructor shall be 9502 Navy Enlisted Classification (certified Navy instructor) or certified instructor via an academic institution or accredited organization.
5.1.2 The main instructor and backup instructor shall have completed Instrumentman (A) School or equivalent training with a focus on performing maintenance on mechanical instruments, implementing mechanical instrument repair and calibration shop procedures, preparing directives and instructions for attaining organizational objectives and improving operations all to meet the Navy metrology requirements.
5.1.3 The main instructor and backup instructor shall possess a certificate of completion for Oxygen Equipment Cleaning and Calibration Course (A-670-0046). Having demonstrated sample testing, preparation, and evaluation of data for determining the hydrocarbon impurities present in system components, operation of infrared spectrophotometers associated with the cleaning, operation, and troubleshooting malfunctions in system equipment, calibration of Oxygen Clean Instruments and Packaging of Oxygen Clean Instruments for shipping, storage, and safety requirements for the use of Freon.
5.1.4 The main instructor and backup instructor shall have Oxygen Calibration Certificate of Completion from Navy Institute.
5.1.5 When the student to instructor ratio exceeds 2:1, a Safety Observer is required. The Safety Observer will follow the instruction of the main instructor and thus does not require the same qualifications as the main and backup instructors listed in section 5.1.
5.2 CONDUCT TRAINING CLASSES
Classroom instruction will be in accordance with the Catalog of Navy Training Courses (CANTRAC) website (CANTRAC Volume II (navy.mil)) and shall meet the stated requirements-
The Government will muster students and provide rosters to the Offeror. When rosters are provided, the Offeror shall verify student attendance. This function in some cases may be managed by the learning management system; therefore some minimal onsite training maybe required as a part of being a certified facilitator in a self-paced environment. The Government will provide such training. (Contract Data Requirement List [CDRL] A002)
5.2.1 Base Year, and Option Year 1, if exercised
The Offeror shall provide nine (9) Oxygen Equipment Calibration and Cleaning training courses in accordance with the class schedule listed in Attachment (1). Classroom instruction will be in accordance with Navy current curriculum and will meet the requirements listed in the following paragraphs. For all classes that exceed a 2:1 student: instructor ratio, a safety observer must be provided.
5.1.2 Base Year, and Option Year 1, if exercised
The offeror shall provide up to two (2) Oxygen Equipment Calibration and Cleaning training courses. Scheduling of additional classes will require a minimum of 30 days to schedule if the class is being held at Corry Station in Pensacola, Florida or a minimum of nine (9) months for international locations to make sure all travel requirements can be met.
5.2.3 Base Year, and Option Year 1, if exercised
Backup Instructor - Option CLIN, if exercised: The Offeror shall train a backup instructor to perform all duties of the primary instructor in the event the primary instructor is unable to conduct courses at any time during the performance of the contract.
5.3 ACADEMIC TRAINING CERTIFICATE OF COMPLETION
The Offeror shall provide each student with a technician certification card as additional proof of completion of training (CDRL A001). The certification card that will be presented to graduating students is valid for 3 years. Initial certification can only be completed by graduating from this course. Recertification may be done by the command where the person is employed or they can be sent back to retake this course.
5.4 CLASSROOM ADMINISTRATION
5.4.1 The Offeror shall administer tests in accordance with CANTRAC website course schedule.
5.4.2 The Offeror shall compute and document student’s grade after each test.
5.4.3 The Offeror shall restore technical training equipment/simulators to operational condition in the event of accidental damage to equipment.
5.4.4 The Offeror shall deliver a personnel roster and their security clearances to the NTCC Corry Station Security Office. Any changes shall be updated in the monthly personnel roster.

5.5 TESTING GRADING AND EVALUATION
5.5.1 The Offeror shall administer tests in accordance with each CANTRAC website Course Schedule.
5.5.2 The Offeror shall process and document student’s grade after each test.
5.5.3 The Offeror shall maintain student records concerning counseling, supplemental assignments, remedial assignments, safety violations, classroom infractions, etc. The Offeror shall coordinate any entries which are infractions, or disciplinary in nature with the Technical Assistant or Military Advisor. The Offeror shall follow CANTRAC to document student records.
For disciplinary issues, the contractor will contact the government lead. The government lead will make the determination on how to address the disciplinary issue. Whether the students can continue the class or will be forced to drop the class will be at the discretion of the government lead. Examples that could lead to being dropped include if a student gets a DUI, is arrested or misses a class.
For academic issues, if a student fails a test, there is a process for remediation and re-testing. If the student fails the re-test, the government lead will be notified.
The contactor does not have the authority to make academic or disciplinary calls. This is a government function.
6. PLACE OF PERFORMANCE
The place of performance is the Naval Education and Training Command, Pensacola, Florida.
The place of performance will provide the contractor all on-site Instrument Calibrate Procedure (ICP) documents.
The place of performance will provide all on-site training equipment, aids, and devices for the contractor’s use, including Instructional Media Material (IMM) (example: laptop, monitor).
Navy Marine Corp Intranet (NMCI) authorized software shall be allowed on Government computers.
The place of performance will provide corrective and scheduled preventive maintenance of existing training equipment, training aids and training devices used during the period of performance.
The place of performance will provide the facilities and office furniture to accomplish the training.
The place of performance will provide access for the contractor to utilize all on-site training equipment, aids, devices, classrooms, existing office furniture, IMM, and ICP documents.
The place of performance will provide the contractor access to space necessary to accomplish the requirements of the statement of work and telephone access for official use only.
The place of performance will ensure the provided facilities and office furniture are thoroughly cleaned, including stripping floor, waxing, and carpet shampoo, if required and upon the Government’s discretion.
The place of performance will provide all required course content to accomplish the training.
