Q&A

N6426724Q507 - Media Buying Services

Are you able to share the paid media budget allocated towards this NAVSEA Enterprise Recruiting Program?

This requirement is being solicited under the simplified acquisition procedures. Quote must include labor and media buys in final pricing.

Generally the labor and team structure is based on the pass through spend as well as complexity of the media buy.

Proposal should include estimates for both labor and media buys.

Outside of LinkedIn/Facebook, do you want a proposal that includes other digital channels or mediums that would be used along with a three-month budget (including my fee)?

Based on the currently owned channels, we are looking to stay within the listed channels in the SOW and the focus will be on LinkedIn.

Can you share any budget information?

This requirement is being solicited under the simplified acquisition procedures.

What's the demographics of the targeted audience?

We plan to target our high priority job series, which includes some in STEM, business/administration, and trades at all career levels in locations near or close to NASVEA presence.

Should the proposal be in a certain format?

The proposal can be provided in your own internal format if it addresses all of the stated requirements in the Statement of Work, proof of past performance in the media buying compacity, and pricing for the items being requested.

In addition, CDRL A001 (Paid Media Strategy and Schedule) specifies the need to submit a Paid Media Strategy and Schedule. The details are somewhat general, focusing on the distribution and submission timelines rather than the content itself. Can you provide more detail as to what specific content is expected to be in the strategy?

The NASVEA Enterprise Recruiting team has created media assets that promote why candidates should work for NASVEA (benefits, training/career development, etc) as well as promoting that we are hiring. This deliverable would include message, asset, audience, channel, duration, cost, and KPIs.

Fed vs. State - We have marketing and media experience working with state gov't. Will we be considered, or MUST we have federal experience?

State, federal and local government experience will be considered.

Budget - Is there a set budget for the media buy?

Total Roles to Recruit - How many different roles will we support in this effort?

We are not focusing on specific roles but instead branding NASVEA as an employer of choice and creating talent pipelines. We aim to focus on series in STEM, business/administration, and trades.

Is this a national program, or focused in key states, or local areas?

This is a NAVSEA Enterprise recruitment effort thus trying to focus on locations and talent where there is NASVEA presence within the United States.

Media Buy Payment - Do we buy all media upfront and then gov't reimburses us?

The media buy cost should be part of the proposal and will be included with the award of the contract.

This is a firm fixed price. There are no reimbursables under the simplified acquisition procedures.

Payment Timeline - How soon are we reimbursed after submitting info?

There are no reimbursables under the simplified acquisition procedures.

What is the anticipated period of performance of this task order?

Five months

Are there base and option periods to this requirement?

No.

Given NAVSEA’s recruitment season is SEP to NOV 2024, when does the government intend to award this task order?

Prior to the end of FY24.

What is the allocated budget for paid media?

Background – What is NAVSEA’s prioritization of roles/vacancies for this campaign?

NASVEA has a high priority vacancy list and labor market data that supports various series in STEM, trades and business/administration.

Requirements / 5.2.1 – Does NAVSEA only plan to leverage LinkedIn and Meta/Facebook, or is NAVSEA open to other/additional channels?

Based on the currently owned channels, we are looking to stay within LinkedIn capabilities.

Requirements – What are the three months that NAVSEA anticipates the paid media campaign running?

Our target dates are in recruitment season OCT-DEC.

Media Placement and Strategy Development – Who is developing / who developed the creative assets to be placed in paid media, and what are the creative assets that will be provided to the contractor? How many unique creative assets are there?

The NASVEA Enterprise Recruiting team has created media assets that promote why candidates should work for NASVEA (benefits, training/career development, etc) as well as promoting that we are hiring. Currently, the plan includes three ads and five posts to boost on LinkedIn.

Monitor, Manage and Analyze – Will the contractor be provided access to applicable NAVSEA platforms, including but not limited to application platform, Google Analytics, Meta (Facebook) and LinkedIn accounts?

Yes.

Communication and Collaboration – What is the size and makeup (roles/responsibilities) of the NAVSEA Enterprise Recruiting team the contractor will be collaborating with?

The team consists of a lead of marketing/branding and a strategic communications specialist (SME)

I wanted to reach out to see if there is any additional information or clarifications you could provide regarding the RFP that may not be explicitly covered in the document?

Please refer to the CDRLs with instructions, the SOW and the other response in the Q&A for further information about the solicitation.

It would be helpful to know if there are any contractors you have partnered with previously for similar media buying services. This insight would greatly assist us in understanding the competitive landscape and ensuring our proposal is fully aligned with your expectations.

This is the inaugural media buying effort from the Enterprise Recruitment team.

I am reviewing the solicitation you all put out last Friday that is due this Friday. The solicitation indicates bidders must remain within an established budget - but that established budget is not outlined on any of the docs. Can you please provide that?

Do you prefer for contractors to price on hourly rate or FFP on media unit cost that includes contractor fees?

Vendor will pay media costs and labor that will factor into the firm fixed price quote.

Can you share what the advertising budget is?

How many ad impressions for Linkedin and Facebook? Does it include Instagram? Are there any other media channels that you’re considering?

The ROI will be determined by the cost of buy and the impressions and resumes it generates. No other media channels are being consider.

Will media costs be paid directly by TPOC or by the contractor and reimbursed by

TPOC?

This is a firm fixed price. There are no reimbursables under the simplified acquisition procedures.

Will the government please clarify if there is an incumbent providing service on this contract or if this a new need?

There is no incumbent. This is a new need and the inaugural effort.

If there is an incumbent, can the government please provide the most recent contract award number/contract value?

Is there an incumbent for this if so could you provide award amount and or contract number/name?

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

Please advice the budget allocated for the project.

Please advise if the medias required include broadcast and print media in addition to digital media.

The current campaign plan only includes digital media/platforms.

Please confirm who would provide the ad content/creatives/videos for the selected media platforms.

The NASVEA Enterprise Recruiting team will provide the media assets.

Is there an estimated budget or encumbered amount for this project?

Is there a current contractor in place for this service?

Will NAVSEA be providing the advertising creatives, or should this be included in the proposed pricing?

NAVSEA will provide the creatives/assets.

Will NAVSEA allocate an advertising budget for deployment across various marketing channels, or should this also be factored into the pricing?

We plan to only focus on the channels listed in the SOW.

Does NAVSEA have a set monthly digital advertising budget?

Will the Government be providing camera-ready advertising ads?

NAVSEA will provide the creatives/assets/ads.

Our understanding is that the campaign will run for three months. However, the contract will be for a base plus three additional years. Is the contractor to assume the campaigns will run approximately three months out of the year?

This is only for the period of performance specified on the SOW.

What is the intended reach the Government is looking for?

a. e.g. DC metro area, national, etc. Will be dependent on the labor market and where talent is located near NASVEA locations in the US.

b. What are the types of jobs the Government looks to fill? High priority series in STEM, business and trade.

Several attachments were provided with the solicitation with little to no guidance. Please clarify what documents the Government requires in the response to this solicitation.

Please refer to the CDRLs with instructions, the SOW and the other response in the Q&A for further information about the solicitation.

Would the Government consider a due date extension to allow for a proper response? No.
