SOLICITATION N6426724Q5079

1. INTRODUCTION

The NAVSEA Enterprise Recruiting Program, under NAVSEA 10, Total Force and Corporate Operations, is procuring a media buying services for a marketing and branding media campaign that uses external platforms owned by NAVSEA and new paid media buying services. This service will include strategy, campaign setup and management, and metric/KPI monitoring. The paid media campaign will run during NASVEA recruitment season SEP to NOV 2024 and will remain within the established budget, which includes labor and ad placements and sponsored/promoted posts.

2. BACKGROUND

The paid media and marketing campaign marks a significant milestone for NAVSEA Enterprise Recruiting, as it represents the organization's inaugural venture into leveraging digital advertising and media buying for recruitment and brand awareness purposes. Historically, NAVSEA has relied on traditional methods for talent acquisition and brand promotion including owned and earned media channels, which have proven increasingly insufficient in today's competitive landscape. Recognizing the transformative potential of paid media strategic marketing and branding initiatives, NASVEA is now poised to capitalize on these paid media tools to address longstanding recruitment challenges and elevate its market visibility.

The current state of these requirements underscores NAVSEA Enterprise Recruiting's strategic shift toward modernizing its outreach strategies to align with industry best practices. This initiative is part of a comprehensive program aimed at increasing NAVSEA's recruitment approaches, building talent pipelines, filling high priority vacancies across the Enterprise, and enhancing its brand perception among key demographics by marketing NAVSEA as an employer of choice. Extensive market research and studies have affirmed the effectiveness of targeted digital campaigns in attracting top-tier talent and strengthening organizational reputation. According to LinkedIn data and research, 75 percent of job seekers consider an employer’s brand before even applying for a job.

Integral to the program's objectives is the seamless integration of recruitment goals with strategic branding efforts.

By harnessing the power of digital media, NAVSEA seeks not only to fill critical roles but also to cultivate a compelling employer brand that resonates with prospective employees and stakeholders. This initiative is designed to position NAVSEA as a desirable employer of choice while amplifying its core values and mission in sectors pivotal to its growth trajectory. Through this initiative, NASVEA aims to establish a sustainable framework for future recruitment endeavors and consolidate its standing in the competitive marketplace.
