About this file

This document is a set of Questions and Answers related to a Request for Quote (RFQ) for an Executive Leadership Transition Seminar. The RFQ, issued by the Department of the Navy Naval Sea Systems Command, is seeking a contractor to provide a three-day seminar plus two days of one-on-one coaching for up to 14 military students. Key details include:

The seminar is a new contract requirement, with a projected start date at the time of award. It requires the contractor to have experience counseling senior military officers and corporate executives on career transitions. The seminar will cover topics such as developing a private sector career roadmap. Offerors must provide training materials with their proposal, and the government will not provide laptops for the attendees. The government is seeking feedback from the attendees to measure success. Partial quotes will be deemed unresponsive, and the contract will be awarded on an all-or-none basis to the most advantageous offer.

1. Please provide the projected start date. Response: Period of Performance will commence date of award

2. Would the government consider amending; "must have a minimum of five (5) years' experience counseling flag/general officers or senior corporate executives in Fortune 1000 companies on out-placement services" to "must have experience counseling flag/general officers, State Personnel senior officers, transitioning officers/employees to senior officers, or senior corporate executives on career transitions"? No

3. Would the government consider amending; "Must have served as a Senior Officer (O-6 or higher on active duty) or equivalent civilian Senior Manager as a CEO, COO, or Program Director at a Fortune 1000 company." to "Must have served as a Senior Officer (O-6 or higher on active duty) or equivalent civilian

Senior Manager or Program Director at a company or State Personnel." No

4. Would the government consider amending; "Offerors will provide evidence of past performance of executive military leadership transition assistance seminars to the levels requested in this statement of work" to "Offerors will provide evidence of past performance of leadership transition assistance."

Another suggestion we would kindly suggest is completely removing said sentence and also replacing

"Must have a master's degree in any subject area..." to "Must have a Masters in Business

Administration...". Such change would engulf the removed sentence and hone in on the desired skills.

No

5. If possible, can the government disclose the projected budget range? Response: No

6. "...plus two (2) days of one-on-one coaching per attendee. Each coaching session shall be for one hour, per day delivered in person."

For clarity, it will take roughly 5 months (after the seminar is conducted) to complete the one-on-one coaching sessions for all 14 attendees, assuming an 8-hour workday and each session strictly limited to 1 hour per day per attendee, with weekends not factored into the coaching session (3 months if weekends are included). One hour of one-on-one coaching per attendee over a two day period…7 hours one day followed by 7 hours the following day.

7. As stated in the INTRODUCTION (page 7 of 47); "...including assistance developing a successful private sector career road map." -

Question: Are all senior enlisted and officer military personnel in need of the transition assistance preparation strictly interested and or transitioning into the private sector and not the public sector, as well? The government does not know the post-military interests of the attendees.

8. Does the government prefer a 0800 - 1700 training session with a 1 hour break for the three (3) day seminar? Yes

9. For clarity, "...plus two (2) days of one-on-one coaching per attendee"... means 48 hours of coaching or two (2) eight (8) hour "working days" totaling 16 hours of coaching per attendee? One hour of one-on-one coaching per attendee over a two day period…7 hours one day followed by 7 hours the following day.

Each attendee ("student count shall not exceed fourteen [14] military students...") will meet with the contractor for two (2) days after the completion of the seminar. Therefore if the attendee list is at the max, the total number of contracted days shall not exceed 31?

10. Is this a new contract or a continuation of a prior (please provide the contract number, if applicable)? Response: New

11. How soon will the contract be awarded? Response: Within Fiscal Year 2024

12. How would the government prefer to log and submit the hours for the two (2) days of one-on-one coaching per attendee? Will the contractor log the hours to reach two (2) days --> 48 hours or would the contractor create a hard schedule of 8-5 twice per attendee? One hour of one-on-one coaching per attendee over a two day period…7 hours one day followed by 7 hours the following day.

13. If an attendee does not complete the three (3) days of seminar how would the government prefer to address and manage the circumstances? Inform the government POC.

14. Could the master's degree encompass "Must have a minimum of ten (10) years military service (on active duty) or senior leadership experience at a Fortune 1000 company."? No

15. "Student count shall not exceed fourteen (14) military students per five (5) day seminar (page 9 of

47)." How many five (5) day seminars will the government utilize with the awarded contract? Goal is 3, 5 day seminars per year.

16. "Offerors shall provide a copy of the training material in either hard copy or electronic form as part of their proposal." Would the government consider revising the sentence to; "Offerors shall provide a draft copy of the training material..."? No

17. If the attendee does not complete their respective two (2) day one-on-one coaching, what would the government suggest to be the next steps? Reregister for the five (5) day seminar (starting the seminar from the beginning), continue the course at the last "check point", etc.? Not mandatory for attendee to complete the one-on-one coaching.

18. "Offerors shall provide a copy of the training material in either hard copy or electronic form as part of their proposal." Due to how the training material will be presented (visual aids, videos [closed caption included], less verbiage on powerpoint [focused on a hands on approach to remove "reading slides"], etc.) how would the government "score/judge" the training material provided with the proposal without the presenter, notes, and style? Training material needs to stand on its own so attendees can reference it after completion.

19. Can the government provide laptops for the attendees? No

20. Is the government in the know - Will any of the attendees transition within the D.C. area or to a state outside of the D.C. metro area? If in the know, can the government provide the locations? No

21. Can the contractor issue a survey to be completed days before the seminar takes place to analyze the class? Yes

22. When will the contractor know the exact amount of attendees? Approximately 1 week prior to course convening.

23. For clarity..."Contractor shall provide all training and materials required to support this statement of work, and may bring electronic copies of training for presentation on Government laptop." Will the government allow the contractor to provide a USB Flash Drive to each attendee after it has been reviewed by the government? No

24. For clarity..."Contractor shall provide all training and materials required to support this statement of work, and may bring electronic copies of training for presentation on Government laptop." Should the contractor bring hardware or software for the presentation? Yes

25. Can the contractor bring in a guest speaker to provide a most recent realistic perspective of

"Retirement Reality"? The guest speaker was a senior enlisted active duty/senior active duty officer in the Navy. Keeping in mind, the guest speaker shall exceed the minimum requirements of the assistance required by Title 10, Chapter 58, Section 1144. The guest speaker will also discuss security clearances, employment hurdles for senior active duty military personnel and making the decision to retire from active military service (including but not limited to the spouse's perspective) - all applicable to the guest speaker. The guest speaker will be utilized as a guest and NOT an instructor. Guest contact information, ranking, as well as security clearance will be provided, once approved. Response: No, the contractor cannot bring in a guest speaker against this requirement

26. How will success be measured for the attendees and the contractor? Feedback from the attendees.

27. When submitting the packet, does the government prefer all documents to be combined into one download (i.e. merged pdfs)? Response: Submit the Request for Quote (RFQ) and applicable documents based on what works best for the offeror

28. Is there a restriction on how many and what props the contractor can bring/utilize during the seminar? Response: No
