SUMMARY OF CHANGES

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

GENERAL INSTRUCTIONS

1.0 GENERAL

The Government intends to award a contract that results from this solicitation to the responsible offeror whose proposal is the most advantageous to the Government under the selection criteria set forth in Section M of the solicitation. The Government may reject any or all proposals if such action is in the Government’s interest.

Exchanges with offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.

The offeror shall submit all information required by this RFP. Failure to comply with the terms and conditions of the RFP may result in the offeror being removed from consideration for award. The offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the

RFP identified in Section J).

The Government intends to evaluate proposals and award one contract. In accordance with the clause FAR 52.215-

1, Instructions to Offerors - Competitive Acquisition, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the

Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

The solicitation will be announced on the Federal Business Opportunities (FedBizOpps) website and be made available only through the internet at: https://www.fbo.gov/ Offerors are hereby notified that from time to time, the

Government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the offeror’s responsibility to check the web site for any such information.

All questions shall be submitted via email to vernon.fowlert@navy.mil, subject line should contain:

“N6426719R0026 - RFP Questions.” All such questions shall be submitted electronically, in writing within ten (10) days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all offerors prior to the date and time set for receipt of proposals. Only questions transmitted electronically will receive a response. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation or posted directly to FedBizOpps. The Navy will continue to accept questions up to the closing date and time of the solicitation; however, time may not permit responses to be issued prior to receipt of proposals for questions received after the time set forth above.

PRE-AWARD SITE SURVEYS

The Government may schedule Pre-Award Site Surveys of the facilities identified in any or all Offerors' proposals following the proposal submission date.
