MS Department, Code MS33 Statement of Objectives Fluidics Systems for FTIR Transmission Cells

PR: TBD

1. INTRODUCTION

Naval Surface Warfare Center, Corona (NSWCCO) Division, Measurement Science and Engineering Department requires support to build 30 automated fluidics systems for Navy calibration laboratories. The fluidics purpose of the system is to flush 1 mm path length cells for Fourier-transmission infrared (FTIR) spectroscopy with solvent, sample material, or purified nitrogen and to load sample solutions for FTIR analysis.

2. BACKGROUND

Navy calibration laboratories use the solvent CFC-113 to clean oxygen system Test Instruments (TIs) that they calibrate. After cleaning the components, these laboratories are required to measure the level of contaminants that remain. They use this measurement to verify compliance with NAVAIR and NAVSEA requirements (established cleanliness levels).

The Chief of Naval Operations, through OPNAVINST 5090.1, has mandated that use of CFC-113 be curtailed because it has been identified by the Environmental Protection Agency (EPA) as an ozone-depleting substance (ODS). NSWCCO has been working with University of California, Riverside, Bourns College of Engineering (UCR) (BCoE) to develop a chemical solvent analysis method that is based on multivariate analysis of Fourier-Transform Infrared (FTIR) spectroscopic data. This method will enable Navy calibration laboratories to verify the cleanliness of oxygen system TIs when using NAVSEA-approved replacement non- Ozone Depleting Substance (ODS) solvents for CFC-113. Through a Navy Metrology Research and Development (R&D) project, NSWCCO designed a fluidics system to essentially eliminate the contribution of human factors to data variability when loading samples for FTIR analysis. This system is critical for successful implementation of the method in the Navy’s calibration laboratories.

3. SCOPE

The scope of this effort is to build a first-article of the system for Navy approval and to build an additional 30 systems for Navy calibration laboratories.

5. REQUIREMENTS

5.1 GENERAL

The offeror shall provide a first article fluidics system for Navy inspection. Upon Navy approval of the first article, the offeror shall provide an additional 30 fluidics systems to the Navy. The fluidics system is to be capable of performing the several cycles of operation described in Attachment 1. Attachment 1 also depicts schematic drawings for the several cycles of operation.

5.2OBJECTIVES
5.2.1Material compatibility. The wetted portions of all system components are to be compatible with the 3M Company solvent NovecTM 71DE. Novec 71DE is an azeotropic blend of 49-51% trans-1,2- dichloroethylene (DCE), Chemical Abstract Service (CAS) No. 156-60-5, and 51-49% Novec 7100. NovecTM 7100 is a mixture of two isomeric ethers: 20-80% methyl nonafluoroisobutyl ether (CAS No. 163702-08-7), and 20-80% methyl nonafluorobutyl ether (CAS No. 163702-07-6). Compatibility is taken to mean that wetted component surfaces will not physically or chemically react with Novec 71DE, nor will wetted materials leach any contaminants into the solvent. Stainless steel, glass, and some fluorinated polymers are known to be compatible with Novec 71DE.
5.2.2Ruggedized design and construction. The system is to be packaged in one or more enclosed metal cases and constructed in such a manner as to be durable, resistant to damage when used in normal Navy calibration laboratory operations, including shipping or transport for remote calibrations. Tubing fittings shall be designed and constructed to remain leak-free in normal use and transport. The system enclosure(s) shall be designed to protect system components from user contact and access, except for those portions that are needed for regular operation or periodic maintenance. Exterior exposed surfaces should be resistant to solvent chemical attack or well protected from solvent exposure during normal operation.

Painted or coated interior or exterior enclosure surfaces are not acceptable, since the apparatus will be used in a cleanroom and such surfaces are subject to peeling, chipping, and other physical and chemical degradation processes over time.

5.2.3 Primary system components. The system is to consist of two motor-driven multiport valves capable of switching between liquid or gas flow lines as depicted in Attachment 1. The valves shown in Attachment 1 have no requirements for regular maintenance and should be fully enclosed, with tubing connections made through durable bulkhead-mounted fittings (Swagelok preferred).

The system shall have a variable-speed peristaltic pump capable of producing reliable solvent flow in the range of 5 mL/min and enabling Nitrogen flow in the range of 20 mL/min. The pump head requires periodic maintenance. The enclosure should thus permit occasional access to the pump head while protecting the pump drive.

The system shall have an operable on/off valve with actuator to control the flow of nitrogen gas from a pressure-regulated external source.

The system shall have a critical orifice sized to provide a maximum 20 mL/min flow of nitrogen when supplied with a regulated, pressurized source. The intent of the critical orifice is to prevent over-pressurization of the FTIR transmission cell (no more than 10 PSIG) and to limit the flow of nitrogen to no more than 20 mL/min.

The system shall be capable of automated operation, enabling a user to easily run a number of pre-programmed cycles as outlined in Attachment 1. Access to changing program steps should not be available to normal Navy calibration laboratory users. However, the controller design should allow for a single Navy-designated activity to have programming access should program cycles need to be modified. The controller user-interface should be simplified and annotated to facilitate ease of operation. The Navy design has incorporated the Maple Systems controller shown in Attachment 1, but another controller may be substituted as long as it is capable of performing the required functions and is robust to enable reliable long-term use.
