About this file
This is a solicitation for UHF/VHF rack radios to replace or upgrade existing equipment. The Naval Surface Warfare Center Corona Division requires radios operating in frequency bands between 108-399.9875 MHz with capabilities including anti-jam waveforms, encryption, remote control, and compliance with J/F-12 spectrum certification. The acquisition will use an indefinite-delivery, indefinite-quantity contract with firm-fixed pricing. Offerors must submit proposals by May 28, 2019. The solicitation describes configuration requirements for standard rack radios and smaller modular radios. It provides minimum specifications, required equipment and accessories, and delivery information to the NSWC Corona Division.

Section C - Descriptions and Specifications
STATEMENT OF WORK
1.0 INTRODUCTION
The Naval Surface Warfare Center, Corona Division (NSWCCO), Range Systems Engineering Department (RS31) has a requirement for procuring radios that will support the United States (U.S.) Navy (USN), U.S. Marine Corps (USMC), and the U.S. Air Force (USAF).
2.0 BACKGROUND
NSWCCO RS31 has the responsibility to replace out-of-date, non-upgradable radios currently deployed worldwide at the following ranges that include: USN, USMC, and USAF Tactical Training Ranges (TTR) that include Marine Corps Air Station (MCAS) Yuma; Naval Air Station (NAS) Fallon; MCAS Cherry Point; USN Dare County Bombing Range; NAS Oceana; MCAS Beaufort; NAS Key West; Space and Naval Warfare Systems Command (SPAWARSYSCOM); and various USAF facilities.
3.0 SPECIFICATIONS
3.1 RACK MOUNTED RECEIVER/TRANSMITTER RADIO(S):
Based on the U.S. Navy (USN), Marine Corps (USMC), and Air Force (USAF) requirements, the following are specifications needed in order to meet the Government’s requirements for the standard rack mounted receiver/transmitter, also known as standard rack radio in this document.
3.1.1. Operating Frequency Bands: The standard rack radio shall operate in frequency bands provided below. Each band shall be capable of operating with channel bandwidths of 25 kHz and 12.5 kHz will allow communication with both civilian and military radios.
VHF - (FM) 115 to 173.9875 MHz (AM) 115 to 149.9875 MHz UHF - (FM) 225 to 399.9875 MHz (AM) 225 to 399.9875 MHz Low-VHF 30 to 87.9875 MHz (This is not required at all locations)
3.1.2. Modulation: The standard rack radio shall operate on AM and FM modulation. Both AM and FM are modulation schemes are used in military radios operating in the low-VHF, VHF, and UHF frequency bands. Frequency and modulation combinations used by the Navy and Marine Corps are low-VHF FM, VHF-AM and VHF-FM, and UHF AM. Consequently, the standard rack radio shall use AM and FM modulations schemes.
3.1.3. Transmit/Receive Capability: The standard rack radio shall communicate with aircraft that are operating up to 180 nautical miles (nm) line of sight (LOS) from a range operations center with a near continuous duty cycle (90%, or above). The 180 nm requirement is based on the need to communicate from a coastal range operations center and offshore warning areas during carrier operations. The near continuous (90%, or greater) duty cycle is required for situations when there is high op-tempo on the range, such as during large scale training exercises (carrier air wings, etc.). Each standard rack radio shall operate with RF output power at least 100 Watts (average power) in the VHF FM band (115 to 173.9875 MHz), and 50 Watts (average power) in the low-VHF FM band (30 to 87.9875 MHz), the VHF AM (115 to 149.9875 MHz), and UHF AM bands (225 to 399.9875 MHz).
3.1.4. Anti-Jam Capability: The standard rack radio shall operate with both Have-Quick I/II and SATURN anti-jam waveforms. Air and surface crews require radios with anti-jam capability to demonstrate their capability to operate radios, such as the ARC-210, during simulated tactical missions and prior to deployment to the theater of operations. Consequently, the standard rack radio MUST be capable of communicating with radios possessing Have-Quick I and II, and SATURN. Because anti-jam waveforms require a timing source, the standard rack radio also shall be able to operate on GPS, or other timing source, input, and be implemented on Non-Controlled Cryptographic Inventory (Non-CCI) equipment. Single Channel Ground and Airborne Radio System (SINCGARS) capability is NOT required for the low-band VHF (30 to 87.9875 MHz) frequency band.
3.1.5. Co-Site Filters: The standard rack radio shall have co-site filters capable of operating with Have-Quick I/II and SATURN anti-jam modes during both clear and anti-jam operation. Sites that the standard rack radio will be installed are in high-noise environments. This means that several military, civilian, and commercial radios that are located on, or near, the site, with their antennas being relatively close to each other. Often, this causes interference either through transmitters operating at, or near, the carrier frequency, or harmonics generated by the nearby transmitters. To rectify this situation, filtering MUST be employed. At those sites where space is an issue, internal filtering is the only means of interference rejection.
The filters shall operate during clear and anti-jam operations. External filters, such as cavity filters, are not agile enough to properly pass anti-jam waveforms, such as Have-Quick I/II and SATURN. Consequently, the standard rack radio shall have internal co-site filtering that will operate during both clear and anti-jam (Have-Quick I/II and SATURN) operation.
3.1.6. Plain/Cipher Text: The standard rack radio shall be capable of operating in both plain and cipher text modes. Navy and Marine Corps air and surface crews require standard rack radios capable of communicating with both civilian and military entities. In order to do this, radios must be capable of operating in both clear (non-encrypted) and cipher-text (encrypted) modes. Clear mode operation is required for military personnel to communicate with civilian entities, such as commercial aircraft and shipping, or while training during unclassified missions. Cipher-text (encrypted) communications are required during classified operations, such as training missions conducted prior to deployment to the theater of operations. Cipher text (encrypted) involves both narrowband and wideband operation of the radio. Consequently, the standard rack radio shall be capable of communicating in both the clear and cipher-text modes.
3.1.7. CCI Requirement: The standard rack radio shall contain NO controlled cryptographic items (CCI) equipment. The majority of the sites that the standard rack radios are installed will NOT have any controlled areas where communications security (COMSEC) equipment are stored or installed. Consequently, the standard rack radios shall be non-CCI in order for them to be considered.
3.1.8. Serial Radio Control: The standard rack radio shall be capable of being controlled through serial radio control, such as RS-232. Some of the radio systems operate at remote sites on legacy systems that can only be controlled using serial data channels. Because these sites are in remote locations, such as mountain tops, range personnel MUST be able to change radio parameters, such as operating frequency, RF output power, squelch, and maintenance functions over the serial data channel. Otherwise, delays in changing these parameters will result in radios not operating at the proper frequency, modulation, or output power causing significant degradation of safety and/or cancellation of the mission. Consequently, the standard rack radio shall be capable of being controlled through serial radio control.
3.1.9. Software Noise Reduction: The standard rack radio shall have internal software noise reduction capability. Radio antennas are often installed close together on communications towers. This is true at most fixed sites on a training range. This often causes problems because a medium, or high, power transmitter can interfere with a nearby antenna that is receiving a transmission. A solution is to install a filter network for each radio at the site. However, this does not always resolve this issue. A better solution is to have the radio employ software noise reduction, along with co-site filtering, to improve co-site performance so that antennas can be spaced closer without interfering with each other. Consequently, the standard rack radio shall be capable of using software noise reduction to allow antennas to be spaced closer together and improve co-site performance.
3.1.10. Audio and Push-to-Talk (PTT) Connection (also known as the Local/Remote Radio Operation Capability). The standard rack radio shall be capable of both local and remote operation. Any radio operating on a training range shall be capable of being operated locally, or at remote locations. All radios have the capability to switch between transmit and receive modes by use of push-to-talk (PTT). This is done locally using a speaker/microphone with a PTT button. For remote connections, the PTT is accomplished through 2- or 4-wire E&M that is passed through the range’s communication infrastructure, often through microwave links. Both transmit and receive audio are passed with this signal. Consequently, the standard rack radio shall have audio and PTT connection capability.
3.1.11. Bosch Telex and DRMS Compatibility: The standard rack radio shall be capable of operating with the Bosch Telex and Digital Radio Management System (DRMS). These systems control just a few radios, or a large bank of radios located both locally and at remote sites. The Bosch radio system is a RoIP system that is currently deployed at several training ranges. The Digital Radio Management System (DRMS) is a system has already replaced many of the Bosch Telex radio systems. Consequently, any standard rack radio used at these ranges shall be able to operate with both the Bosch Telex and DRMS.
3.1.12. J/F-12 Spectrum Certification. The standard rack radio shall have a J/F-12 spectrum certification. In the U.S., the responsibility of spectrum management at the national level for the Department of Defense is the National Telecommunications and Information Administration. Under the NTIA, the United States Military Communications-Electronics Board (MCEB) is the main coordinating body providing guidance and direction to various DoD components regarding military communications issues. The MCEB functions under the policies and directives of the Secretary of Defense and the Joint Chiefs of Staff (JCS). The MCEB guides the DoD in preparing and coordinating technical directives and agreements and in allocating spectrum allotments from the National Telecommunications and Information Administration. The main enforcement mechanism for DoD systems is the J/F-12 Spectrum Certification process. An application for Spectrum Certification (DD Form 1494) must be completed for all systems and equipment that emit or receive RF waves prior to operating on any Department of Defense (DoD) range. For this acquisition, standard rack radios shall have a J/F-12 certification.
3.1.13. Dimensions and Weight: The standard rack radio, without external hardware, shall be no larger than 19 inches wide, 7 inches high, and 22 inches deep, and weight no more than 50 lbs.
3.1.13a. Operating Temperature Range: The standard rack radio shall be capable of operating in a temperature range of 0 F to 125 F.
3.1.14. Source Power. The standard rack radio shall be capable of operating on standard 115 Volts, Alternating Current (VAC), 60 Hertz (Hz) power.

3.2 SMALL FORM FACTOR RADIO RADIO(S):
The radios being acquired must meet specific characteristics (form, fit, function) which are based on the Governments minimum requirements. Based on the USN, USMC, and USAF requirements, the following are specifications needed in order to meet the Government’s requirements for a small form factor radio that is scalable with more than three units capable of fitting within a standard 19-inch rack. This radio is also known as modular radio in this document. RS31 has identified military activities and ranges that have a limited amount of rack space, such as on a remote solar-powered mountain top, or even in existing facilities where space and input power are limited. Another requirement is to have the radios in a transportable enclosure where it can be installed inside a vehicle or a trailer. Several modular radios can be installed in the same space as a standard larger military radio.
Based on the U.S. Navy, Marine Corps, and Air Force requirements, the following are specifications are required in order to meet the Government’s requirements for the modular radio:
3.2.1. Operating Frequency Bands: The modular radio shall operate in frequency bands provided below. Each band shall be capable of operating with channel bandwidths of 25 kHz and 12.5 kHz will allow communication with both civilian and military radios.
3.2.1.1. VHF - (FM) 115 to 173.9875 MHz (AM) 115 to 149.9875 MHz
3.2.1.2. UHF - (FM) 225 to 399.9875 MHz (AM) 225 to 399.9875 MHz
3.2.1.3. Low-VHF 30 to 87.9875 MHz (This is not required at all locations)
3.2.2. Modulation: The modular radio shall operate on AM and FM modulation. Both AM and FM are modulation schemes are used in military radios operating in the low-VHF, VHF, and UHF frequency bands. Frequency and modulation combinations used by the Navy and Marine Corps are low-VHF FM, VHF-AM and VHF-FM, and UHF AM. Consequently, the modular radio shall use AM and FM modulations schemes.
3.2.3. RF Average Output Power: The modular radio shall operate on RF average output power of up to 50 Watts (AM) and up to 50 Watts (FM) over the entire frequency band specified in Section 3.2.1. The modular radio shall be capable of duty cycles near continuous (90%, or greater). This is required for situations when there is high op-tempo on the range, such as during large scale training exercises (carrier air wings, etc.). The contractor shall provide at three versions of the modular radio with various average RF power outputs as stated in Sections 3.2.16.7, 3.2.16.8, and 3.2.16.9.
3.2.4. Anti-Jam Capability: The modular radio shall operate with Have-Quick I/II anti-jam waveforms. Because anti-jam waveforms require a timing source, the modular radio also shall be able to operate on GPS, or other timing source, input, and be implemented on Non-Controlled Cryptographic Inventory (Non-CCI) equipment. Single Channel Ground and Airborne Radio System (SINCGARS) capability is NOT required for the low-band VHF (30 to 87.9875 MHz) frequency band.
3.2.5. Co-Site Filters: The modular radio shall have co-site filters capable operating with Have-Quick I/II anti-jam modes during both clear and anti-jam operation. Sites that the modular radio will be installed are in high-noise environments.
External filters, such as cavity filters, are not agile enough to properly pass anti-jam waveforms, such as Have-Quick I/II. Consequently, the modular radio shall have internal co-site filtering that will operate during both clear and anti-jam (Have-Quick I/II) operation.
3.2.6. Plain/Cipher Text: The modular radio shall be capable of operating in both plain and cipher text modes. Navy and Marine Corps air and surface crews require modular radios capable of communicating with both civilian and military entities. Consequently, the modular radio shall be capable of communicating in both the clear and cipher-text modes.
3.2.7. CCI Requirement: The modular radio shall contain NO controlled cryptographic items (CCI) equipment. The majority of the sites that the modular radios are installed will NOT have any controlled areas where communications security (COMSEC) equipment are stored or installed. Consequently, the modular radios shall be non-CCI in order for them to be considered.
3.2.8. Serial Radio Control: The modular radio shall be capable of being controlled through serial radio control, such as RS-232. Some of radio systems operate at remote sites on legacy systems that can only be controlled using serial data channels. Consequently, the modular radio shall be capable of being controlled through serial radio control.
3.2.9. Software Noise Reduction: The modular radio shall have internal software noise reduction capability. Consequently, the modular radio shall be capable of using software noise reduction to allow antennas to be spaced closer together and improve co-site performance.
3.2.10. Audio and Push-to-Talk (PTT) Connection (also known as the Local/Remote Radio Operation Capability). The modular radio shall be capable of both local and remote operation. Consequently, the modular radio shall have audio and PTT connection capability.
3.2.11. Bosch Telex and DRMS Compatibility: The standard rack radio shall be capable of operating with the Bosch Telex and Digital Radio Management System (DRMS). These systems control just a few radios, or a large bank of radios located both locally and at remote sites. The Bosch Telex radio system is a Radio Over IP (RoIP) system that is currently deployed at several training ranges. The Digital Radio Management System (DRMS) is a system has already replaced many of the Bosch Telex radio systems. Consequently, any standard rack radio used at these ranges shall be able to operate with both Bosch Telex and DRMS.
3.2.12. J/F-12 Spectrum Certification. The modular radio shall have a J/F-12 spectrum certification. For this acquisition, the modular radio shall have at least a J/F-12 certification.
3.2.13. Dimensions and Weight: The modular radio, without external hardware and in its largest configuration, shall be no larger than 5 inches wide, 7 inches high, and 22 inches deep, and weight no more than 20 lbs.
3.2.14. Source Power. The modular radio shall be capable of operating on standard 115 Volts, Alternating Current (VAC), 60 Hertz (Hz) power.
