Section C - Descriptions and Specifications

STATEMENT OF WORK

1.0 INTRODUCTION

Load Cells (LCs) measure an applied force by using a transducer to create a voltage proportional to the amount of force applied. The LCs in the Naval Air Systems (NAVIAR) Meterology and Calibration (METCAL) inventory are used to verify the correct operation of test instruments such as, but not limited to, aircraft scales, universal testing machines and laboratory balances. Load Cell Indicators (LCIs) display a voltage generated by a transducer in a LC so an operator can clearly determine the amount of force applied to the LC.

2.0 BACKGROUND

LC and LCI Kits used in the NAVAIR Field Calibration Activity (FCA) Force System are in need of replacement.

Two (2) major components comprise the LC and LCI. The word unit or standard will be used to denote an LC or LCI component hence forth in this document. LCs and LCIs are being sought to replace broken and aging systems that have lost functionality due to aging internal components. Throughout the remainder of this document calibration equipment will be referred to as either a calibration standard or standard. It should be noted that the routine NAVAIR METCAL nomenclature for calibration hardware used to verify the operation of test instruments (TI) is the term “standard”.

3.0 SPECIFICATIONS (Material/Equipment)

3.1 Technical Requirements for the LC and LCI units.

3.1.1 The Calibration Standards Specification (CSS) 06-0179 July 2016 is mandatory for this procurement (Attachment 2).

3.2 Logistics Requirements

3.2.1 Operator/Service Manual(s) (CDRL T001). Quantity one (1) Operator/Service Manuals shall be shipped with each new unit. Service manuals shall contain information on safety for servicers of the LCs and LCIs, instructions on repairing systems the OEM designates as repairable and procedures for preventative maintenance. Technical manual(s) for the operation and/or service of the units shall be provided in accordance with CDRL T001.

3.2.2 Calibration Certification and/or Certificate of Conformance Reporting (CDRL A001). A

Calibration certification and/or Certificate of Conformance with calibration data shall be provided in accordance with CDRL A001.

3.2.3 Instrument Calibration Procedure (ICP) (CDRL A002). The Original End Manufacturer’s OEM)

Instrument Calibration Procedure (ICP) shall be provided for calibrating the standards in accordance with CDRL A002.

3.2.4 Warranty. The manufacturer shall provide the minimum commercial warranty for the calibration standards of at least one (1) calendar year from date of shipment.

3.2.5 Warranty Sticker. Each calibration standard shall have a sticker affixed to the outside of the standard’s enclosure indicating the end date of the warranty for that specific standard.

3.2.6 All calibration standards procured shall be serialized and have individual calibration labels.

3.2.7 The contractor shall provide the US government the release and/or version number of each item of firmware and software included in the each model number of LC and each model number of LCI being procured in accordance with CDRL A003, Software/Firmware Version Description.

3.2.7.1 When an item of firmware or software needs to be changed for a model number(s) on this procurement a Software/Firmware Change Request shall be submitted to the US Government in accordance with CDRL A004.

3.2.8 Item Unique Identification (IUID). A two dimensional Item Unique Identification (IUID) data matrix conforming to MIL-STD-130 shall be included on the identification plate.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (APR 2015)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.
