INTRODUCTION

This Performance Work Statement (PWS) defines the requirements for support of the design, installation, and testing of the Southwest Tactical Training Range (SWTTR) Unified Wireless Network and Security Solution (UWNSS).

OBJECTIVE

The objective of this task is to provide engineering support to SWTTR to ensure that the UWNSS satisfies operational and training requirements, is compliant with the latest Department of Defense (DoD) information assurance (IA) regulations, and is designed and implemented in accordance to Cisco design requirements.

BACKGROUND

The Southwest Tactical Training Range (SWTTR) at Marine Corps Air Station (MCAS) Yuma, AZ submitted a requirement in the Systems Replacement and Modernization (SRAM) program to replace its aging electronic warfare (EW) radios at six remote sites. The current radios use wireless clients operating in the 2.4 GHz Industrial, Scientific, and Medical (ISM) band. This task will ensure that network security and information assurance requirements are properly implemented into the existing SWTTR network. Design of the backhaul links and Cisco 1552E Access Points has already been completed, and will not be part of this task.

SITES

All sites are in the western region of the Barry Goldwater Range. Each site will be identified after contract award. The Government will provide access to these sites during site surveys, meetings, and installation, as well as coordinates for the RF analysis.

REQUIREMENTS

This task will be split into two phases. Phase I will include a prototype Proof of Concept (POC) system to demonstrate the UWNSS network is stable. After Phase I has been tested and verified, Phase II will be implemented. Phase II will consist of installing and testing the remaining five sites.

PHASE 1 REQUIREMENTS

Phase I shall include requirements identification, site survey, generation of design documentation and test plans/procedures, integration and configuration of the equipment, and installation and test of the prototype system.

Initial Planning Meeting The contractor shall have an initial meeting to determine goals and objectives, establish a schedule, and set roles and responsibilities for the project. A project planning chart (project schedule) shall be provided by the contractor in accordance with the requirements in Section 7.1.

Requirements Identification The contractor shall begin gathering requirements for implementing Cisco network security. During this time, the contractor shall conduct a site survey at each of the sites identified above. The site survey shall also include an RF and spectrum analysis at each site. This will be used to determine possible interference at each site and verify coverage of the Cisco 1552E Access Points.

Site Survey Report After the site survey is completed, the contractor shall provide the Government a report containing recommendations on how to implement Cisco network security, and a description of any other technical issues found at each site as stated in the CDRL. Requirements for the Site Survey Report are stated in Section 7.2.

(Site) Acceptance Test Plan After the final Site Survey Report is submitted, the contractor shall begin developing the (Site) Acceptance Test Plan. Requirements for the (Site) Acceptance Test Plan are provided in Section 7.4. This test plan shall include procedures on testing and verifying the network security solution and the RF coverage of the Cisco 1552E Access Points.

Hardware/Software Acquisition After the Site Survey Report, and (Site) Acceptance Test Plan are finalized by the contractor and Government, the contractor shall acquire all of the necessary hardware and software agreed upon in the Site Survey Report. Requirements for the Implementation Plan are provided in Section 7.3.

Prototype Implementation The contractor shall begin this task by inventorying and configuring new and existing hardware and software that will be used in the prototype system.

The contractor shall configure the latest version of the following Cisco-based software and services:

· Identity Service Engine: Software platform used for network security policy management.

· Prime Infrastructure: Software platform used for network management.

· Mobility Service Engine: Software platform used for connecting devices to the network.

· Wireless LAN Controller: Software/hardware used to control the Cisco 1552E, or equivalent, wireless access points in the network.

· Unified Access Points (existing Cisco 1552E Access Points), or equivalent For the Prime Infrastructure and Mobile Service Engine implementation, the contractor shall ensure the following:

· A total of at least 10 devices can be added into management, deploy Application Visibility and Control on a maximum of 17 devices, creating templates for up to 17 network devices

· Scheduling configuration backups and audits for up to 17 network devices

· Prime Integration with Cisco Identify Service Engine and Access Control Server

· Adding baseline as-built software images into the Prime Infrastructure, or customer-defined, repository

· Generating a maximum of three customizable reports. Format and content will be provided by SWTTR during the requirements gathering phase of this task.

· Generating a maximum of three custom Dashboards. Format and content will be provided by SWTTR during the requirements gathering phase of this task.

· Creating a maximum of three (3) Virtual Domains and up to 15 unique users

· Customizing existing security alarms and notifications During Phase I, the contractor shall ensure that network devices, such as Access Points, switches, and/or routers, are properly configured in the network.

SWTTR then will install the prototype system based on the Implementation Plan. After installation of the prototype, the contractor shall configure the equipment and perform another RF and spectrum survey to verify that the coverage satisfies SWTTR’s requirements. At this point, the contractor shall test and verify the prototype system based on the Site Acceptance Test Plan described in Section 2.1.4. An evaluation period agreed upon by both the contractor and SWTTR shall be taken after the prototype is installed to ensure that the network security implementation is operating properly.

After the evaluation period, is completed, if there are any problems or issues, then these shall be resolved before proceeding to installation and implementation of the remaining systems. If prototype testing is successful, then the contractor and Government will complete installation and testing of the remaining systems.

PHASE II REQUIREMENTS

Completion of Installation and Testing of Remaining Sites Once the prototype testing is determined to be successful, SWTTR will proceed with the installation of the remaining systems and the contractor shall perform test and verification of the remaining sites based on the (Site) Acceptance Test Plan described in Section 2.1.4.

System Acceptance The final Closeout Meeting between the contractor and Government shall be scheduled at least 10 business days after installation and testing is completed to determine if the system satisfies all of the design and operational requirements. The contractor shall have delivered all required documentation prior to this meeting. The (Site) Acceptance Test Report shall be provided prior to the closeout meeting. Requirements for the (Site) Acceptance Test Report are provided in Section 7.5. Engineering drawings shall be provided at this time. Requirements for Engineering Drawings are provided in Section 7.6.

SWTTR NETWORK ACCESS

The Government will provide a System Administrator, or other network personnel, whenever network access is required.

SECURITY CLEARANCES

The personnel attending the site survey should not require a Secret, or above, clearance. The contractor shall coordinate visit requests and clearances with the Government POC at least two weeks prior to visiting the facility. Contact information for the Government POC will be provided to the contractor after contract award.
