The LBW performance qualification program shall include the following elements:

SCN 6 Page 5 of 19

1. Visual inspection training and testing are required – it is recommended that LBW visual inspection training and testing be conducted in accordance with MIL-STD-248.

2. Weld/fabricate performance qualification test assemblies – LBW performance qualification test assemblies shall be prepared in accordance with test numbers 1 or 2 per MIL-STD-248 and the written Joint Welding Procedure.

3. Inspect test assemblies – LBW performance qualification test assemblies shall be inspected in accordance with test numbers 1 or 2 per MIL-STD- 248.

4. Evaluate destructive and non-destructive test results – LBW performance qualification test evaluation shall be in accordance with MIL-STD-248 or equivalent.

5. Written records of performance qualifications are required and shall be maintained – it is recommended that LBW performance qualification record maintenance, including requirements for maintaining certification and requalification, be in accordance with MIL-STD-248.

3.4.2 Preproduction joints. Preproduction joints selected from a production part (same materials, thicknesses, joint configuration and other parameters) shall meet the requirements of 3.11 in addition to meeting 95 percent of the material specification tensile properties (tensile requirements are waived when butt weld tensile specimens cannot be obtained from the weld joint). Tensile specimens shall be prepared and tested per 4.5.6.

3.4.3 Production joints. Production joints, in addition to meeting the requirements of the drawing, shall, when sectioned for tests, meet the same requirements specified for preproduction joints in 3.4.2.

3.5 Weld design.

10a

SCN 6 Page 6 of 19

3.6.2.1 Welded structures. The responsibility for furnishing welded structures that will finish to the dimensions shown on the applicable drawings, without additional straightening or other modifications, shall rest with the fabricator. When no allowance for shrinkage is made on weldment drawings, it shall be the responsibility of the fabricator to make necessary shrinkage allowances in dimensions of component parts to insure the completed weldment complies with the applicable assembly requirements.

3.6.2.2 Allowance for machining. Unless otherwise specified, when a fabricator performs only the welding (not machining), all part of a welded structure where a machine finish is required shall have an allowance of not less than 1/16 inch for machining. When a fabricator performs, or is responsible for the welding and subsequent machining, he shall be responsible for the amount of machining allowance where a machined finish is required. Stock for finishing shall not be so great as to require excessive machining.

3.6.3 Heating for forming. Heating for forming is limited to the maximum temperature permitted for preheating and interpass temperatures in Procedures 1 through 10 for the particular material to be formed.

3.6.4 Joint preparation. The weld joint may be prepared by mechanical cutting, machining, grinding, arc-air gouging, flame cutting, plasma arc cutting, or by laser cutting.

If the joint is prepared by plasma arc cutting or by flame cutting, the edges must be uniform and smooth within the limits of the cutting process and be free from all loose scale and slag accumulations before welding. The discoloration which may remain on the flame cut surface is not considered detrimental oxidation. All arc-air gouged surfaces shall be ground, machined, or mechanically cut to remove not less than 0.03 inch of the surface to assure removal of any carbon impregnation. The plates shall not be stacked when heat cutting.

3.6.5 Examination prior to welding. Prior to welding, production weldments shall be examined for fitup, cleaning, alignment, filler metal, joint preparation, compliance to weld schedules and other parameters necessary to meet the requirements of this specification and the drawing.

3.6.6 Moisture. All moisture shall be removed and the surface thoroughly dried prior to welding. It may be necessary to heat the assembly above 100 degrees F to assure there is no moisture because those materials requiring low hydrogen electrodes can crack as the result of moisture in the joint. No welding shall be done in locations unprotected from rain or snow, or when the weldment temperature is below 60 degrees F.

3.6.7 Surface preparation. The joint area of parts to be welded shall be cleaned of oils, dirt and other materials that may be detrimental to satisfactory weldments.

3.7 Fitup and mismatch.

SCN 6 Page 7 of 19

3.7.1 Fitup. Joint fitup shall be in accordance with drawing requirements. It not specified on the drawing, joint fitup shall in general be in accordance with welding practices as recommended by the American Welding Society. Joint fit-up for Class 1 and Class 2 LBW weldments shall be in accordance with best commercial practices.

The range of permissible joint fit-up variations for Class 3 LBW weldments shall be verified using pre-production or post-production joint samples in accordance with 3.4.2, 3.4.3 and 4.5.3.b.

3.7.2 Mismatch. Mismatch of the joint shall not exceed 10 percent of the base metal (thinner material being joined) thickness after welding.

3.8 Welding and heating.

3.8.1 Preheat and interpass temperatures. Preheat and interpass temperatures shall be as listed in Procedures 1 through 10 for the particular material combination being welded.

3.8.2 Post weld heating. Unless otherwise specified on the drawing, weldments shall not be post-weld heated in any manner to temperatures above the maximum temperature listed in Procedures 1 through 10 for preheat and interpass temperatures for the particular material combination weldment.

3.8.3 Heat input. The heat input noted in Procedures 1 through 10 shall be determined as follows and shall be a part of the joint welding procedures:

Heat Input in kilojoules/inch of weld (Kj/in) = [amperes x volts x 0.06] ÷ [welding speed (inches/min)].

3.8.4 Fillet weld shrinkage. Soft steel wire may be used as a pedestal as shown in Figures 3A and 3B to reduce the effects of shrinkage forces on the weld. As an alternate, the toe area of the fillet weld may be buttered (the buttered weld is ground off prior to welding the fillet weld) as shown in Figure 3C.

3.9 Welding assembly sequence.

3.9.1 Control of residual stresses. The actual welding of the structure and all parts entering into the assembly shall be done in a manner that reduces residual stresses in the welds to a minimum. As far as practical, to reduce welding stresses the various steps in welding shall be carried out so that external restraint shall not resist the shrinkage incident to the welding and add stresses to those that are unavoidable in a free joint.

3.9.2 Control of shrinkage. Insofar as possible, the welding of an assembly shall begin at some central location situated so that outlying or adjacent parts may be added progressively. The unwelded sections shall be free to shrink toward the central welding location. No excessive welding, bolting or rigid restrictions shall be employed on parts at outlying points which will prevent their free movement toward the center of welding. The welding shall progress systematically so shrinkage on all sides of the structure will be equal or balanced, insofar as practicable. Where possible, intersecting systems, framing or stiffeners shall be joined to each other before they are joined to plate or flange members.

SCN 6 Page 8 of 19

3.12.1 Repair of surface defects. Unless otherwise specified, repairs may be made to surface defects located by visual, magnetic particle or penetrant examinations provided the requirements of the drawing and this specification are met. Defects shall be removed prior to repair.

3.12.2 Repair of internal defects. Unless otherwise specified, internal defects may be repaired with the approval of the cognizant inspector. Defects shall be removed prior to repair. To assure removal, the area shall be checked by dye penetrant examination per ASTM E165 (procedure optional) or magnetic particle inspected per MIL-I-6868. (Parameters optional or as required to meet requirements). Prior to repair welding, the area shall be thoroughly cleaned of any penetrant or magnetic particle residues or other debris that may affect welding. If additional retesting is required for the defect, the procedure shall be by the same NDT method as was initially used to evaluate the defect.

3.12.3 Repair welding. Except as noted, repair welding may be done by SMAW, GMAW, GTAW, FCAW, SAW, or LBW at the option of the fabricator. Heat input requirements of Procedures 1 through 10 shall also apply to repair welding. Repair welding of material combinations 1 through 10 shall be limited to one heat repair in the original weld zone. All weld repairs shall be documented. Additional repairs shall require engineering approval from the procuring activity. Repair welding shall meet the same requirements as the original welding criteria.

3.12.4 Repair weld inspection. Unless otherwise specified, the repaired area shall be subject to the same inspections as the original weldment and shall meet the same requirements.

3.13 Tack welds.

3.13.1 Tack weld process. Unless otherwise specified, the tack weld process, SMAW, GMAW, GTAW, FCAW, SAW or LBW shall be at the option of the fabricator, but the limitations and requirements noted in 3.12.3 for repair welding also apply to tack welding. The filler metal shall be the same as that specified for the weldment.

3.13.2 Tack welds removed. Tack welds removed prior to production welding are not subject to inspection as welds. The tack welded assembly may be inspected prior to production welding for fitup, mismatch and other applicable requirements.

3.13.3 Incorporated tack welds. Tack welds that are not removed are subject to inspection with the weld and shall be visually inspected prior to welding over the tack weld for cracks and other discontinuities that may cause an unsatisfactory weldment.

3.13.4 Tack weld deposit. Tack welds to be incorporated shall be deposited in a manner to facilitate their incorporation into the final weld without causing a discontinuity in the deposit.

SCN 6 Page 9 of 19

3.13.5 Additional stress. Tack welds shall be placed so that stresses in welds caused by their restricting the contraction of parts will be held to a minimum.

3.14 Casting repair.

3.14.1 Weld repair of castings. When this specification is referenced on the casting drawing, or other applicable documents, the casting shall be repair welded if required, prior to machining. Inspection records and marking shall be in accordance with 3.16 and 3.17.

3.14.2 Size of repair area. Unless otherwise specified, the area to be repair welded, including the defect and surrounding area (preparation-ground out area) shall not be greater than one and one half (1-1/2) inches in the greatest dimension, nor deeper than one third (1/3) of the thickness of the casting, (wall thickness) in the area to be repaired.

3.14.3 Preparation. The defect shall be completely removed and the area sloped gradually toward the deepest area prior to welding. There shall not be any sharp edges or thin fins protruding into the area to be welded. To assure the defect has been completely removed, the area may be penetrant inspected per ASTM E165 (procedure optional).

3.14.4 Cleaning. The area to be welded shall be cleaned as specified herein. If penetrant inspection has been used, the residues shall be completely removed.

3.14.5 Welding Process. The welding process for casting repair, SMAW, GMAW, GTAW, FCAW, SAW, or LBW, is at the option of the fabricator.

3.14.6 Filler metal. Filler metal shall be in accordance with the applicable procedure.

3.14.7 Heating and heat treatment of repaired casting. Pre-weld and post-weld heating shall be as specified herein. Repair welding of the casting should be prior to any heat treatment of the casting. Unless otherwise specified, if the casting has been heat treated prior to repair, then the casting shall receive a complete heat treatment in accordance with the drawing or casting specification, as applicable, after repair welding.

3.14.8 Inspection of the repaired casting. After repair welding, the weld shall be ground flush, within 0.010 inch of the surface of the casting. The welded area of the casting shall, as a minimum, be visual and penetrant inspected (ASTM E165, procedure optional) and shall meet the applicable requirements specified herein for welds.

3.14.9 Casting properties after repair welding. Unless otherwise specified, after repair welding and heat treatment, the casting, including the weld repair area, shall meet all requirements originally specified for the casting.

SCN 6 Page 10 of 19

4.5 Test methods.

4.5.1 Visual Inspection. All weldments shall be visually inspected for compliance to the applicable requirements of Section 3 (Table II) and for workmanship. Since visual inspection is limited as to detection of internal discontinuities, particular attention shall be paid to the toe of welds for incipient lack of fusion and the back of butt welds (welded from one side) for incipient lack of penetration. In areas of doubt, penetrant inspection (see 4.5.7) or radiographic inspection (see 4.5.8.6) may be used for resolution. Other aids such as magnifiers may be used for visual inspection as deemed necessary. Auxiliary inspection using magnification and penetrant inspections are recommended when weld-bead width falls below .06 inches (such as the comparatively narrow welds produced during some specialized LBW applications). Other than as noted herein, Class 3 weldments are visually inspected only.

4.5.2 Mensuration. Measuring instruments shall be used as required to assure limiting dimensions noted herein are met. Prior to acceptance or rejection, the observed dimension(s) shall be rounded off in accordance with ASTM E29 to the number of places specified in this document. This is not applicable to drawing dimensions.

4.5.3 Detection of internal defects. When weldments are not sectioned or radiographic inspection is not a drawing or classification requirement, internal discontinuities such as lack of fusion, lack of penetration, porosity, pinholes, and linear discontinuities are not readily detected, hence are controlled by at least three combinations of the following:

a. Assure that a qualified welder or welding operator does the welding.

b. Assure that the correct procedure is used.

c. Radiographic spot check questionable areas. This is not usually done unless the appearance of the weld is not to normal expectations (see optional inspection 4.5.8.6.).

d. A simulated production joint or a preproduction joint is prepared and destructively examined to assure the procedure is adequate.

e. The welding itself is observed by an experienced inspector, preferably one who has previously engaged in welding.

NOTE: In many cases, penetration may be observed on the back of a weld, such as a butt or corner, welded from one side. If lack of penetration or lack of fusion extends to the surface it may be observed visually or by penetrant examination.

4.5.4 Grain size. Grain size shall be determined in accordance with ASTM E112.

SCN 6 Page 11 of 19

6.4 Safety. Suitable blowers, exhausters, personal protection equipment, guards, and other approved safety devices and equipment shall be provided where needed to protect personnel against fumes, electrical shock, potential eye and burn injuries, and other hazards that may arise working or inspecting to this specification.

6.5 Preparation. This specification was prepared by the Martin Marietta Corporation, Orlando, Florida 32855, and furnished to the government under contract N000-24-77-C-5104.

6.6 Approved source(s) of supply.

In the absence of a qualified product under QPL-25765 for MIL-120S-1 an approved source of supply is:

The Esab Group, Inc./ L-TEC Welding and Cutting Systems 3325 Middle Road P.O. Box 710 Ashtabula, OH 44004-0710 Attn: Mr. Richard J. DiDonato

The listing of this source of supply does not release the contractor from compliance with the specification requirements.
