PART B – SPECIFIC INSTRUCTIONS

1.0 FACTOR 1 – OFFEROR EXPERIENCE

1.1. Submit a minimum of three (3) and a maximum of five (5) construction projects for the Offeror that best demonstrates Offeror experience on relevant projects using the Offeror Experience Information Form (Exhibit C) attached in the Exhibits Section . For purposes of this evaluation, a relevant project is further defined as:

a. Awarded by a Federal agency;

b. Performed or completed within 5 years from the date set for receipt of proposals;

c. Performed on a DoD installation;

d. Involved construction, renovation, or remodeling;

e. A minimum of three projects meeting all requirements are required.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods).

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity or the Joint Venture partners. Offerors are still limited to a total of five (5) projects combined.

2.0 FACTOR 2: PAST PERFORMANCE

2.1 If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1 Offeror Experience. If there is not a completed CPARS evaluation then submit Past Performance Questionnaires (Exhibit C) attached in the Exhibits Section of the RFP, for each project included in Factor 1. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Rachel Lamb, rachel.l.lamb7.civ@us.navy.mil and Brian Mundy, brian.c.mundy6.civ@us.navy.mil.

2.2. Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Offeror Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

2.3 The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

2.4 Performance award or additional information submitted will not be considered.

3.0 FACTOR 3: PRICE PROPOSAL

1.0 Factor 3 of the proposal is the only factor which may include pricing information and shall be used to evaluate Total Evaluated Price. Offered pricing shall be entered on Section B of the submitted SF 1442. Only pricing entered on Section B of the SF 33 will be considered determining the Total Evaluated Price.

1.1 In order to allow for procurement lead time and a fair and equal evaluation of all proposals, all proposals shall be based on a contract start date of 16 August 2022. This date is only an estimate of the anticipated contract start date and will be used for the purpose of proposal evaluation only. A definitive start date will be incorporated into the contract award document.

1.2 Changes to any portion of the SF 1442 not specifically requiring the input of information by the Offeror are prohibited. Red-lines, strikethroughs, additions, deletions, or any other changes not specifically required will be considered conditional agreement with solicitation terms, conditions, and provisions. An Offeror’s proposal which changes any portion of the SF 1442 not specifically requiring the input of information by the Offeror may be rejected, and the Offeror furnishing the proposal may be determined ineligible for award.

EVALUATION FACTORS EVALUATION FACTORS FOR AWARD

PART I - GENERAL

1.0 GENERAL INFORMATION

1.1 The Government intends to award a single contract resulting from this solicitation to the responsible Offeror whose proposal offers the lowest Total Evaluated Price while meeting or exceeding the acceptability standards for all non-price factors. The lowest price technically acceptable source selection process will be used.

1.2 The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. An overall non-price factor rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factor proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factor rating of “UNACCEPTABLE” makes a proposal ineligible for award.

Definitions:

The EXPERIENCE FACTOR Acceptable/Unacceptable Ratings:

Acceptable: The Offeror submitted a minimum of three (3) and a maximum of five (5) construction projects that demonstrates Offeror experience on relevant projects. a relevant project is defined as:

a. Awarded by a Federal agency.

b. Performed or completed within 5 years from the date set for receipt of proposals;

c. Performed on a DoD installation;

d. Involved construction, renovation, or remodeling

e. A minimum of three projects meeting all requirements are required.

Unacceptable: The Offeror did not submit Offeror Experience Project Data Sheets in which at least three (3) construction projects meet all of the listed requirements.

PAST PERFORMANCE Acceptable/Unacceptable Ratings:

Acceptable: The Offeror has satisfactory or better ratings in the Contractor Performance Assessment Reporting System (CPARS) or on Past Performance Questionnaire or a combination of CPARS and PPQs for at least three (3) construction projects. These three (3) construction projects have to be three (3) of the construction projects submitted for factor 1.

Unacceptable: The Offeror does not have past performance of satisfactory or better ratings on three projects in the Contractor Performance Assessment Reporting System (CPARS) or on Past Performance Questionnaires (PPQ) or a combination of CPARS and PPQs for projects rated acceptable in Factor 1.

PART II - EVALUATION FACTORS FOR AWARD

1.0 EVALUATION CRITIERIA

a. The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the lowest price technically acceptable (LPTA) proposal based on the evaluation factors set forth in the solicitation.

1.1 EVALUATION FACTORS AND PROPOSAL SUBMISSION REQUIREMENTS

1.1.1 The Offeror’s proposal shall contain a response to each of the following evaluation factors and shall be in the form prescribed by this solicitation. The solicitation requires the evaluation of price and non-cost factors listed below:

Factor 1: Offeror Experience Factor 2: Past Performance Factor 3: Price

i. The following describes each evaluation factor, submittal requirements and basis for assigning ratings:

1. Factor 1: Offeror Experience The basis of evaluation will include the Offeror’s demonstrated experience in performing similar renovation construction projects with the following relevant characteristics. For purposes of this evaluation, a relevant project is further defined as:

a. Awarded by a Federal agency.

b. Performed or completed within 5 years from the date set for receipt of proposals;

c. Performed on a DoD installation;

d. Involved construction, renovation, or remodeling

e. A minimum of three projects meeting all requirements are required.

The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects. Any projects submitted in excess of the five (5) for Offeror experience will not be considered.

i. Acceptable. The contractor has demonstrated construction experience in performing similar renovation construction projects with the relevant characteristics defined in the solicitation submittal requirements for this non-cost factor.

ii. Unacceptable. The contractor did not submit Offeror Experience Project Data Sheets, the submitted data sheets did not demonstrate relevant construction experience performing similar renovation construction projects with the relevant characteristics defined in the solicitation submittal requirements for this non-cost factor, or the Offeror submitted less than three (3) relevant projects.

2. Factor 2: Past Performance

The Government will consider past performance for the projects submitted under factor 1. Offerors must be technically acceptable in factor 1 Offer Experience before factor 2 Past Performance will be considered. The government will look at the CPARS ratings received on those projects deemed “relevant”. If CPARS are not available PPQs will be considered.. Of those projects provided, at least three (3) must have satisfactory or better CPARS, PPQs, or combination of CPARS and PPQs ratings. A satisfactory ratings is defined as:

i. Acceptable. The Offeror has has satisfactory or better ratings in the Contractor Performance Assessment Reporting System (CPARS) or on Past Performance Questionnaire or a combination of CPARS and PPQs for at least three (3) construction projects. These three (3) construction projects have to be three (3) of the construction projects submitted for factor 1. In the case of an Offeror without a record of recent and relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have “unknown” past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

For CPARS - No rating below satisfactory.

For PPQs – The rating under Section 7. General, question “d) In summary, provide an overall rating for the work performed by this contractor” must be satisfactory or better.

ii. Unacceptable. The Offeror has less than three (3) satisfactory or better ratings in the Contractor Performance Assessment Reporting System (CPARS) or on Past Performance Questionnaires (PPQ) or a combination of CPARS for projects rated acceptable in Factor 1.

3. Factor 3: Price

a. For purposes of making an award decision, the Government will arrive at Total Evaluated Price by adding the total values for all CLINs.

b. The Government will use the Lowest Price Technically Acceptable (LPTA) method to evaluate proposals submitted in response to this solicitation determining the price fair per FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process. The price proposal will be evaluated to determine the reasonableness of the Offeror’s proposal. Unrealistically low or unreasonably high proposed prices may be grounds for eliminating a proposal from competition if unbalanced pricing poises undue risk on the government.

c. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the lowest priced, technically acceptable (LPTA) proposal. The number of proposals to be evaluated for technical acceptability may be limited to the three lowest priced offers at the discretion of the Contracting Officer. If no proposals are found to be technically acceptable within the first group of proposals, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal or the Contracting Officer determines that discussions are necessary.

d. The responsible Offeror submitting the lowest priced technically acceptable offer will be selected for contract award. A responsibility determination shall be made for the presumed awardee. To be eligible for award an Offeror must be determined to be responsible in accord with part 9 of the FAR.
